    From planning to resilience: The role (and value) of the emergency plan

Traditionally, the robustness of organizations against disasters is based on several pillars: equipment, staff training, organization and, especially, planning. All of these dimensions are aimed at increasing the preparedness and recovery of organizations against disasters. While the approaches to resilience in emergency management focus on the processes that implement these dimensions, we approach resilience-building processes from a different perspective: instead of focusing on planning-related activities, we pay attention to the principal outcome of such activities, namely emergency plan. We show how the management of the emergency plan can contribute to reinforcing an organization's resilience. First, we identify the major resilience-related emergency plan components and suggest improved emergency plans that consider the characteristics that contribute to resilience. Secondly, we show how to reinforce the resilience of the organizations that have emergency plans. Our study is based on QuEP, a quality-based framework for the assessment and improvement of emergency plan management within organizations. We have extended and integrated the resilience characteristics as practices of the QuEP's maturity level hierarchy to make up QuEP + R.     El siguiente estudio tiene como objetivo realizar una planificación estratégica para los programas sociales de la Secretaría Regional Ministerial (SEREMI) de Desarrollo Social, Región del Biobío, con el fin de mejorar la gestión de dicha organización. La metodología apunta a la utilización del modelo de gestión estratégica de David, Fred (2003), y mediante la utilización de fuentes primarias y secundarias e información descriptiva y exploratoria, se obtienen resultados que, traducidos y aplicados a la unidad en estudio, permite la formulación de objetivos, diseño de estrategias necesarias y requeridas para mejorar el desarrollo de los convenios entre la Seremi antes mencionada y las Municipalidades de la Región del Biobío.The following study aims to carry out a strategic planning for the social programs of the Regional Ministry of Social Development, of the Bio-Bío Region, in order to improve the management of said organization.     Fast, Low-Cost and Non-Destructive Physico-Chemical Analysis of Virgin Olive Oils Using Near-Infrared Reflectance Spectroscopy

    Near-Infrared (NIR) Spectroscopy was used for the non-destructive assessment of physico-chemical quality parameters in olive oil. At the same time, the influence of the sample presentation mode (spinning versus static cup) was evaluated using two spectrophotometers with similar optical characteristics. A total of 478 olive oil samples were used to develop calibration models, testing various spectral signal pre-treatments. The models obtained by applying MPLS regression to spectroscopic data yielded promising results for olive oil quality measurements, particularly for acidity, the peroxide index and alkyl and ethyl ester content. The results obtained indicate that this non-invasive technology can be used successfully by the olive oil sector to categorize olive oils, to detect potential fraud and to provide consumers with more reliable information. Although both sample presentation modes yielded comparable results, equations constructed with samples scanned using the spinning mode provided greater predictive capacity

    Enhancement of quality of rainbow trout (Oncorhynchus mykiss) flesh incorporating barley on diet without negative effect on rearing parameters

    [EN] Barley concentrations ranging from 0 to 32% (0B, 40B, 80B, 160B, and 319B) were incorporated into rainbow trout, Oncorhynchus mykiss (Walbaum) diets. The experiment started with an initial average fish weight of 127.72 +/- 5.65 g and finished when they reached commercial weight (final weight between 312 and 330 g) after 84 days. The inclusion of barley in the diets did not show a significant effect on growth and biometric parameters, fat and carbohydrate digestibilities; however, protein digestibility decreased significantly with the incorporation of barley on diets. Glucose levels increased significantly with barley concentration in the diet, and lactate and cortisol levels were also significantly affected after a stress period regardless of the diet. Meat quality was influenced as well by barley concentration. Lower water activity values and an enhancement in textural and color properties were observed in fish fed with the diet containing the highest barley concentration. Trout fed feed with higher concentrations of barley (160B) showed lower lipid oxidation levels than those fed with lower concentrations (control and 40B). The sensory panel found that fish fed with diets higher than 8% in barley content (80B) exhibited a brighter red color in the gills and a better texture; also, meat color became redder with a higher barley inclusion (160B and 319B), being all these sensory parameters correlated with fish freshness. Thus, results indicate that barley can be substituted for wheat fraction without any detrimental effect on production efficiency and enhancing fish quality.This work has been co-funded with FEDER and INIA funds.     Identification of 34 novel mutations in propionic acidemia: Functional characterization of missense variants and phenotype associations

    Propionic acidemia (PA) is caused by mutations in the PCCA and PCCB genes, encoding α and β subunits, respectively, of the mitochondrial enzyme propionyl-CoA carboxylase (PCC). Up to date, >200 pathogenic mutations have been identified, mostly missense defects. Genetic analysis in PA patients referred to the laboratory for the past 15 years identified 20 novel variants in the PCCA gene and 14 in the PCCB gene. 21 missense variants were predicted as probably disease-causing by different bioinformatics algorithms. Structural analysis in the available 3D model of the PCC enzyme indicated potential instability for most of them. Functional analysis in a eukaryotic system confirmed the pathogenic effect for the missense variants and for one amino acid deletion, as they all exhibited reduced or null PCC activity and protein levels compared to wild-type constructs. PCCB variants p.E168del, p.Q58P and p.I460T resulted in medium-high protein levels and no activity. Variants p.R230C and p.C712S in PCCA, and p.G188A, p.R272W and p.H534R in PCCB retained both partial PCC activity and medium-high protein levels. Available patients-derived fibroblasts carriers of some of these mutations were grown at 28 °C or 37 °C and a slight increase in PCC activity or protein could be detected in some cases at the folding-permissive conditions. Polymeric nanoparticles stand out as a key tool to improve drug bioavailability or specific delivery at the site of action. The versatility of polymers makes them potentially ideal for fulfilling the requirements of each particular drug-delivery system. In this review, a summary of the state-of-the-art panorama of polymeric nanoparticles as drug-delivery systems has been conducted, focusing mainly on those applications in which the corresponding disease involves an important morbidity, a considerable reduction in the life quality of patients—or even a high mortality.
