    Rethinking the development of social policy in front of the millennium goals. changing programs and speeches as alternatives to the official message

    This article focuses on Mexicans, socially perceived as poor, and the impact of social policy in force in the second decade of the 21st century, focused on improving the living conditions of the population, living in poverty and facing the national democratic process, which represents the alternative of change to the national conditions in Mexico. A country with social inequalities, where the lack of guaranteeing equal living conditions through institutional frameworks that guarantee opportunities and access to common satisfiers is evident. Therefore, in the midst of a democratization process, the State seeks to address the levels of precariousness. In the midst of the recognition of the basic needs to be met among those who are reviewing the renewed social policy of the 21st century, the need to strengthen the living conditions of the excluded is prioritized and in its consolidation process it would guarantee attention to poverty through institutional channels. This is the case of the social development law, which deals with a problem of productive order from a State vision. An analysis is carried out that seeks to identify the relationship between the effectiveness of current actions to combat the lack of attention to basic needs and the institutionalized discourse, which, according to the social research approach, strengthens the interest in conducting studies on social precariousness as a group characteristic; fueled by the political discourse, exalted by the government in turn of the poor first. In this case, it is the message that strengthens the need to analyze the way, in which poverty is measured based on the recognition of poverty lines, as an instrument that allows knowing the number of people in that condition, according to the levels of dissatisfaction of food needs and due to the low level of economic income (inability to consume a basic set of food goods) for rural and urban environments. Therefore, it seeks to measure the lack of food needs, without considering the causes of inability to generate minimum income levels to consume basic foods

El estudio consta de dos grandes etapas, la primera de ellas correspondiente al análisis de la situación actual, en lo que respecta al diagnóstico de la problemática, donde es posible determinar cuáles son los requerimientos de refrigeración que debe atender la empresa y que son contrastados con las instalaciones y equipos con que cuenta, a fin de establecer un balance de capacidad que permite seleccionar la mejor alternativa para suplir el desbalance del proceso. En la segunda etapa, se presenta un estudio con las principales modificaciones que deben realizarse a fin de poder suplir el déficit encontrado, así como también un análisis económico de la solución, indicando cuáles serán los principales beneficios y costos de incrementar la capacidad del proceso mediante la adquisición de nuevos equipos

    Pathogen infections are recognized by the immune system, which consists of two types of responses: an innate immune response and an antigen-specific adaptive immune response. The innate response is characterized by being the first line of defense that occurs rapidly in which leukocytes such as neutrophils, monocytes, macrophages, eosinophils, mast cells, dendritic cells, etc., are involved. These cells recognize the pathogen-associated molecular patterns (PAMPs), which have been evolutionarily conserved by the diversity of microorganisms that infect humans. Recognition of these pathogen-associated molecular patterns occurs through pattern recognition receptors such as Toll-like receptors and some other intracellular receptors such as nucleotide oligomerization domain (NOD), with the aim of amplifying the inflammation and activating the adaptive cellular immune response, through the antigenic presentation. In the present chapter, we will review the importance of the main components involved in the innate immune response, such as different cell types, inflammatory response, soluble immune mediators and effector mechanisms exerted by the immune response against bacteria, viruses, fungi, and parasites; all with the purpose of eliminating them and eradicating the infection of the host

La mayoría de los problemas enunciados son atribuibles a factores y actores externos no asociados directamente al proceso de aprendizaje y la enseñanza en el aula, considerando que las escuelas municipales que atienden a sectores vulnerables no presentan resultados educativos satisfactorios a nivel nacional, lo que se refleja en las mediciones estandarizadas aplicadas por el Ministerio de Educación de Chile

    QoSatAr: a cross-layer architecture for E2E QoS provisioning over DVB-S2 broadband satellite systems

    This article presents QoSatAr, a cross-layer architecture developed to provide end-to-end quality of service (QoS) guarantees for Internet protocol (IP) traffic over the Digital Video Broadcasting-Second generation (DVB-S2) satellite systems. The architecture design is based on a cross-layer optimization between the physical layer and the network layer to provide QoS provisioning based on the bandwidth availability present in the DVB-S2 satellite channel. Our design is developed at the satellite-independent layers, being in compliance with the ETSI-BSM-QoS standards. The architecture is set up inside the gateway, it includes a Re-Queuing Mechanism (RQM) to enhance the goodput of the EF and AF traffic classes and an adaptive IP scheduler to guarantee the high-priority traffic classes taking into account the channel conditions affected by rain events. One of the most important aspect of the architecture design is that QoSatAr is able to guarantee the QoS requirements for specific traffic flows considering a single parameter: the bandwidth availability which is set at the physical layer (considering adaptive code and modulation adaptation) and sent to the network layer by means of a cross-layer optimization. The architecture has been evaluated using the NS-2 simulator. In this article, we present evaluation metrics, extensive simulations results and conclusions about the performance of the proposed QoSatAr when it is evaluated over a DVB-S2 satellite scenario. The key results show that the implementation of this architecture enables to keep control of the satellite system load while guaranteeing the QoS levels for the high-priority traffic classes even when bandwidth variations due to rain events are experienced. Moreover, using the RQM mechanism the user’s quality of experience is improved while keeping lower delay and jitter values for the high-priority traffic classes. In particular, the AF goodput is enhanced around 33% over the drop tail scheme (on average)

    Ecuador is known for its tourism potential due to the biodiversity and multiculturalism it has, places such as the Quilotoa lagoon, the Amazon jungle, the national beaches are examples of the country's potential. The study carried out had a mixed, exploratory and documentary approach in order to analyze the feasibility to create a tour operator in the Babahoyo city, through documentary review of the national cadastre of tourist establishments, surveys of city residents and interviews with the legal representatives of travel agencies domiciled in the city of Babahoyo, duly registered in the national register of tourist establishments. As a result it was identified that there is a great interest on the part of the community to know different places in the country and are willing to hire tourist intermediation.Ecuador es conocido por su potencial turístico debido a la biodiversidad y multiculturalidad con la que cuenta, lugares como la laguna del Quilotoa, la selva Amazónica, las playas nacionales son ejemplos del potencial del país. El estudio realizado contó con un enfoque mixto, exploratorio y documental con el fin de analizar la factibilidad para la creación de una operadora turística en la ciudad de Babahoyo, a través de revisión documental del catastro nacional de establecimientos turísticos, encuestas a los residentes de la ciudad y entrevistas a los representantes legales de las agencias de viajes con domicilio en la ciudad de Babahoyo, debidamente registradas en el catastro nacional de establecimientos turísticos. Como resultado se identificó que existe un gran interés por parte de los ciudadanos por conocer diferentes lugares del país y están dispuestos a contratar intermediación turística.O Equador é conhecido por seu potencial turístico devido à sua biodiversidade e multiculturalismo, lugares como a lagoa Quilotoa, a selva amazônica e as praias nacionais são exemplos do potencial do país. O estudo realizado teve uma abordagem mista, exploratória e documental de forma a analisar a viabilidade de criação de um operador turístico na cidade de Babahoyo, através de revisão documental do cadastro nacional de estabelecimentos turísticos, inquéritos a residentes da cidade e entrevistas com representantes legais de agências de viagens domiciliadas na cidade de Babahoyo, devidamente inscritas no cadastro nacional de estabelecimentos turísticos. Como resultado, identificou-se que há um grande interesse por parte dos cidadãos em conhecer diferentes lugares do país e que eles estão dispostos a contratar a intermediação turística

    The survival of Escherichia coli bacteria and mouse glioma cells were studied under different temperatures using direct heating in water, ultrasound, and magnetic fluid hyperthermia. The survival of these microorganisms depended on whether the heating mode was continuous or discontinuous, surviving more in the former than in the discontinuous heating mode. Whereas Escherichia coli bacteria did not survive at temperatures ≥50∘C, the mouse glioma cells did not survive at temperatures ≥48∘C
