    THE POLITICAL ECONOMY OF LABOR REFORM IN COLOMBIA

    This paper analyzes the entire reformist effort that spans from 1990 until 2002, emphasizing the second wave that ended with the issuing of a new labor code in 2002. A successful reform has to surpass a set of deals" along the streamline of design, consensus building within civil society, submission to Congress and parliamentary debate, before it gets approved. The paper presents the story of two failed attempts for producing these "deals" within the government, along with labor unions and private sector firm confederations, before the 2002 labor reform was finally enacted. It shows what economic and social considerations created the need for reform, describes the actual policy changes implemented and evaluates their impact. The paper delves deep into the political aspects of the reform effort. Public officials of two governments pursued different lines of reform, discussion strategies and mechanisms for creating consensus, before the initiative gained momentum and circumvented key obstacles. The text of the 2002 reform proposal changed little during five years, but received important additions in the floor of Congress, with little technical support. Finally, an interesting dispute between lawyers and economists is presented regarding the role of the labor code for job creation and its function in the economic cycle. In the case of this reform, economists believed more on the computed elasticities, while lawyers believed more in the stability of established rules and in the limited role of norms.     Generalized hydrodynamics of a dilute finite-sized particles suspension: Dynamic viscosity

    We present a mesoscopic hydrodynamic description of the dynamics of colloidal suspensions. We consider the system as a gas of Brownian particles suspended in a Newtonian heat bath subjected to stationary non-equilibrium conditions imposed by a velocity field. Using results already obtained in previous studies in the field by means of a generalized Fokker-Planck equation, we obtain a set of coupled differential equations for the local diffusion current and the evolution of the total stress tensor. We find that the dynamic shear viscosity of the system contains contributions arising from the finite size of the particles.Comment: To appear in Physical Review

    Multicultural/Multiethnic Education: A Critical Approach to the Educational Doctorate in Leadership

    In the coming years, the community college will experience unprecedented turnover in its leadership, especially among its senior ranks (Shults, 2001; Weisman & Vaughan, 2001; 2006). Weisman & Vaughan (2006) note that 84 percent of community college Chief Executive Officers (CEOs) plan to retire by 2016. Primarily, the ‘impending’ leadership void is being created by educators who entered the community college in the 1960s and 1970s, and have served in these institutions for decades (Phillippe & Sullivan, 2005; Schults, 2001). On the verge of retirement, the presidential ranks are becoming progressively older. In 1996, the average age of a community college president was 54; in 2001, it had risen to 56. By 2006, the average age of a president had increased to 58 (Weisman & Vaughan, 2006). While the average age of a community college president is 58, Duree (2007) notes that 44 percent of presidents are between the ages of 60 and 69, supporting the assertion that administrator turnover is forthcoming

    Composite Higgs bosons from neutrino condensates in an inverted seesaw scenario

    We present a realization of the idea that the Higgs boson is mainly a bound state of neutrinos induced by strong four-fermion interactions. The conflicts of this idea with the measured values of the top quark and Higgs boson masses are overcome by introducing, in addition to the right-handed neutrino, a new fermion singlet, which, at low energies, implements the inverse seesaw mechanism. The singlet fermions also develop a scalar bound state that mixes with the Higgs boson. This allows us to obtain a small Higgs boson mass even if the couplings are large, as required in composite scalar scenarios. The model gives the correct masses for the top quark and Higgs boson for compositeness scales below the Planck scale and masses of the new particles above the electroweak scale, so that we obtain naturally a low-scale seesaw scenario for neutrino masses. The theory contains additional scalar particles coupled to the neutral fermions, which could be tested in present and near future experiments

    First Analyses of Sentinel-1 Images for Maritime Surveillance

    Sentinel-1 is the European Synthetic Aperture Radar (SAR) satellite operational since 3 October 2014. The SAR’s characteristics should make it suitable for maritime surveillance (ship detection), and it will routinely collect a large amount of maritime imagery over European and global seas. After its launch in April 2014, preliminary data have been made available to limited users in the satellite’s commissioning phase, and since the start of the operational phase data are available to the general public. These early data have been used to assess the quality of Sentinel-1 images and their suitability for ship detection. This was partly done by using the JRC’s ship detection software SUMO, after adaptation to ingest and process Sentinel-1 data. It is found that the sensor lives up to its specifications, thereby making it very useful for maritime surveillance thanks to its combination of wide swath and low noise at the medium resolution with which it will mostly be operated (“IW” and “EW” modes).JRC.G.3-Maritime affair

    Effect of fungal endophytes on plant growth and nutrient uptake in Trifolium subterraneum and Poa pratensis as affected by plant host specificity

    [EN[ The introduction of well-adapted species, such as Trifolium subterraneum (subclover) and Poa pratensis (Kentucky bluegrass), might enhance the forage yield and quality of dehesa pastures for feeding livestock. However, the climatic hardness and poor soils in these agrosystems may limit plant establishment and development. Since fungal endophytes have been found to alleviate the environmental stresses of their host, the aim of this study was to assess the effect of five isolates on forage yield, nutritive value, and plant mineral uptake after their inoculation in the two abovementioned plant species. Two experiments were established (under greenhouse and field conditions) using plants inoculated with two isolates in 2012/2013 (Epicoccum nigrum, Sporormiella intermedia) and three isolates in 2013/2014 (Mucor hiemalis, Fusarium equiseti, Byssochlamys spectabilis). Fusarium equiseti (E346) increased the herbage yield of T. subterraneum under greenhouse conditions, and B. spectabilis improved the forage quality of T. subterraneum by reducing fiber content and of P. pratensis by increasing crude protein. S. intermedia increased the mineral uptake of Ca, Cu, Mn, Pb, Tl, and Zn in subclover, and M. hiemalis increased the uptake of K and Sr in Kentucky bluegrass. These results evidence the potential of the studied fungal endophytes to enhance herbage yield and nutritional value of forage, although further studies should include all of the target forage species as certain host specificity in the effect was observed.Open Access funding provided thanks to the CRUE-CSIC agreement with Springer Nature.     Myasthenia gravis exacerbation after melatonin administration: case series from a tertiary referral centre

    Background: Myasthenia gravis is an autoimmune disease mediated by antibodies against proteins associated with the postsynaptic membrane of the neuromuscular junction. Several drugs may trigger an exacerbation of the disease. Melatonin supplements are widely used for the treatment of insomnia as they are well tolerated with few side effects. The role of melatonin in the immune system and its effects in autoimmune disorders remain uncertain. Case presentation: We identified three patients in our referral centre from 2014 to 2019 who presented a worsening within days or weeks of starting melatonin. Two of them stopped the treatment without clinical improvement in the next week. Increasing dose of corticosteroids did not lead to clinical improvement in the next month and one of the patients was finally administered intravenous immunoglobulins. Conclusion: Melatonin may trigger exacerbations of myasthenia gravis, probably due to an upregulation of the adaptive immune system and an interaction with the corticosteroids and other immunosuppressant treatments. We consider that melatonin should be administered with caution in these patients

    Potential of fungal endophytes isolated from pasture species in Spanish dehesas to produce enzymes under salt conditions

    Producción CientíficaEndophytic fungi have been found to produce a wide range of extracellular enzymes, which are increasingly in demand for their industrial applications. Different by-products from the agrifood industry could be used as fungal growth substrates for the massive production of these enzymes, specifically as a way to revalorize them. However, such by-products often present unfavorable conditions for the microorganism’s growth, such as high salt concentrations. Therefore, the objective of the present study was to evaluate the potential of eleven endophytic fungi—which were isolated from plants growing in a harsh environment, specifically, from the Spanish dehesas—for the purposes of the in vitro production of six enzymes (i.e., amylase, lipase, protease, cellulase, pectinase and laccase) under both standard and salt-amended conditions. Under standard conditions, the studied endophytes produced between two and four of the six enzymes evaluated. In most of the producer fungal species, this enzymatic activity was relatively maintained when NaCl was added to the medium. Among the isolates evaluated, Sarocladium terricola (E025), Acremonium implicatum (E178), Microdiplodia hawaiiensis (E198), and an unidentified species (E586) were the most suitable candidates for the massive production of enzymes by using growth substrates with saline properties (such as those found in the many by-products from the agrifood industry). This study should be considered an initial approach by which to further study the identification of these compounds as well as to develop the optimization of their production by directly using those residues.Junta de Extremadura y Fondo Social Europeo - (grant PD18037
