Financer la publication scientifique, le « Lecteur » et/ou « lâAuteur »? Evolutions, alternatives
LâEdition scientifique internationale est entrĂ©e dans une phase dâeffervescence. Les prises de position des Editeurs et des communautĂ©s de chercheurs se multiplient sur les alternatives offertes aux Etablissements de recherche pour le financement de la publication scientifique: financement par âlâauteurâ (APC) pour certains (anglais, nĂ©erlandais, amorce de position allemande), pour dâautres une position conciliant le financement âpar le lecteurâ (abonnements) et par lâauteur (Etats Unis, Canada, OCDE)
Une clarification globale est Ă construire. Sur le fond, la question peut sâĂ©noncer comme suit. A lâheure numĂ©rique, le systĂšme de financement de la publication est au milieu du guĂ©: on ne peut plus laisser financer le systĂšme par les seuls abonnements, par le choix des seuls bibliothĂ©caires (payement par les âlecteursâ), puisque le financement de la publication dĂ©borde largement de ce pĂ©rimĂštre; mais on ne peut pas dâavantage sâen tenir au financement par les auteurs, par les seuls choix de paiement dâAPC par les laboratoires, puisque ce choix est loin de contenir toute lâalternative aux abonnements, tout en Ă©tant trĂšs inĂ©galement rĂ©partie entre disciplines et entre pays. Sâil peut exister une Ă©quivalence comptable globale entre ces deux solutions (ce qui reste encore Ă dĂ©montrer au regard du poids des financements externes), celle-ci ne repose ni sur les mĂȘmes critĂšres, ni sur les mĂȘmes circuits de dĂ©cision, ni sur les choix dâun dĂ©cideur unique.

Cette EnquĂȘte, rĂ©alisĂ©e Ă la mi-2014, a fait lâobjet dâun questionnaire adressĂ© par les Directrices et Directeurs des Instituts du CNRS aux Directrices et Directeurs des 1250 UnitĂ©s publiantes. Un tiers d\u27entre eux ont rĂ©pondu Ă la totalitĂ© des questions posĂ©es (91) : 432 rĂ©ponses complĂštes ont ainsi Ă©tĂ© exploitĂ©es
MPGDs in Compton imaging with liquid-xenon
The interaction of radiation with liquid xenon, inducing both scintillation
and ionization signals, is of particular interest for Compton-sequences
reconstruction. We report on the development and recent results of a
liquid-xenon time-projection chamber, dedicated to a novel nuclear imaging
technique named "3 gamma imaging". In a first prototype, the scintillation is
detected by a vacuum photomultiplier tube and the charges are collected with a
MICROMEGAS structure; both are fully immersed in liquid xenon. In view of the
final large-area detector, and with the aim of minimizing dead-zones, we are
investigating a gaseous photomultiplier for recording the UV scintillation
photons. The prototype concept is presented as well as preliminary results in
liquid xenon. We also present soft x-rays test results of a gaseous
photomultiplier prototype made of a double Thick Gaseous Electron Multiplier
(THGEM) at normal temperature and pressure conditions.Comment: presented at MPGD09, CRETE, June 2009; to be published in JINST

Southern Europeans in France: Invisible Migrants?
France fared relatively well at the start of the current economic crisis, but has experienced low economic growth and high unemployment rates in the recent years. As a result it has been a less popular destination with Southern Europeans and EU migrants in general in search of economic opportunities. Although their numbers have increased and represent a growing proportion of recent flows to France, they remain low compared to numbers observed in Germany and the UK. Despite this statistical reality, EU mobility and more generally the role of the EU in economic and social policy have been at the forefront of debates in France since the start of the 2000s, thus well before the start of the crisis. These debates have focused on two populations â the Roma and posted workers â with both groups being portrayed as threats to the French welfare state. Although posted workers are not migrants, according to official EU definitions, their characteristics and experiences are similar to other groups of temporary migrant workers. Southern Europeans account for an increasing number of posted workers, and although they have not been the primary nationalities targeted in discussions concerning this issue, the debates and policy changes introduced in the recent years concern them as well. Moreover, we argue that the focusing of political debates on other populations in France has contributed to the relative invisibility of Southern European immigrants in this country
Measurement of Ï production in pp collisions at âs = 2.76 TeV
The production of Ï(1S), Ï(2S) and Ï(3S)
mesons decaying into the dimuon final state is studied with
the LHCb detector using a data sample corresponding to an
integrated luminosity of 3.3 pbâ1 collected in protonâproton
collisions at a centre-of-mass energy of âs = 2.76 TeV. The
differential production cross-sections times dimuon branching
fractions are measured as functions of the Ï transverse
momentum and rapidity, over the ranges pT < 15 GeV/c
and 2.0 < y < 4.5. The total cross-sections in this kinematic
region, assuming unpolarised production, are measured to be

= 1.111 ± 0.043 ± 0.044 nb,
Ï (pp â Ï(2S)X) Ă B
