    This article explores the free speech rights of students in the public school setting while off-campus in the recently decided Supreme Court of the United States case of Mahanoy Area School District v. B.L. It examines the history of school discipline from the American colonial period to the present, and briefly explores the First Amendment doctrine regarding content regulation. Next, it reviews the line of Supreme Court decisions from Tinker onwards regarding students’ First Amendment rights in the public school setting and then studies decisions from circuit courts. It then considers the various rules proposed by all of the litigants before the Court, including the acting Solicitor General in Mahanoy. It selects the most feasible rule and applies itto the facts of the case

    Captured by the camera's eye: Guantanamo and the shifting frame of the Global War on Terror

    In January 2002, images of the detention of prisoners held at US Naval Station Guantanamo Bay as part of the Global War on Terrorism were released by the US Department of Defense, a public relations move that Secretary of Defense Donald Rumsfeld later referred to as ‘probably unfortunate’. These images, widely reproduced in the media, quickly came to symbolise the facility and the practices at work there. Nine years on, the images of orange-clad ‘detainees’ – the ‘orange series’ – remain a powerful symbol of US military practices and play a significant role in the resistance to the site. However, as the site has evolved, so too has its visual representation. Official images of these new facilities not only document this evolution but work to constitute, through a careful (re)framing (literal and figurative), a new (re)presentation of the site, and therefore the identities of those involved. The new series of images not only (re)inscribes the identities of detainees as dangerous but, more importantly, work to constitute the US State as humane and modern. These images are part of a broader effort by the US administration to resituate its image, and remind us, as IR scholars, to look at the diverse set of practices (beyond simply spoken language) to understand the complexity of international politic

    Robust ecological pattern formation induced by demographic noise

    We demonstrate that demographic noise can induce persistent spatial pattern formation and temporal oscillations in the Levin-Segel predator-prey model for plankton-herbivore population dynamics. Although the model exhibits a Turing instability in mean field theory, demographic noise greatly enlarges the region of parameter space where pattern formation occurs. To distinguish between patterns generated by fluctuations and those present at the mean field level in real ecosystems, we calculate the power spectrum in the noise-driven case and predict the presence of fat tails not present in the mean field case. These results may account for the prevalence of large-scale ecological patterns, beyond that expected from traditional non-stochastic approaches.Comment: Revised version.     Soil experiment

    An experimental procedure was devised to investigate the effects of the lunar environment on the physical properties of simulated lunar soil. The test equipment and materials used consisted of a vacuum chamber, direct shear tester, static penetrometer, and fine grained basalt as the simulant. The vacuum chamber provides a medium for applying the environmental conditions to the soil experiment with the exception of gravity. The shear strength parameters are determined by the direct shear test. Strength parameters and the resistance of soil penetration by static loading will be investigated by the use of a static cone penetrometer. In order to conduct a soil experiment without going to the moon, a suitable lunar simulant must be selected. This simulant must resemble lunar soil in both composition and particle size. The soil that most resembles actual lunar soil is basalt. The soil parameters, as determined by the testing apparatus, will be used as design criteria for lunar soil engagement equipment
