One Way or Multiple Paths: For a Comparative Sociology of East European Capitalism
While we were writing our book, Postsocialist Pathways, during the mid-
1990s, a friend in Budapest told us about a board game he had played
as a child during the socialist period. Prior to the Second World War,
Hungarians had played Monopoly, which they knew as Kapitaly. But the
competitive game of capitalism was banned by communist authorities,
who substituted another board game, Gazda´lkodj Okosan! or “Economize
Wisely.” In this goulash communist version of political correctness the
goal was to get a job, open a savings account, and acquire and furnish
an apartment. Our friend was too young to have had a Kapitaly board,
but his older cousins from another part of the country knew the banned
game and taught him the basic rules. You did not need to be a nine-yearold
dissident to see that Monopoly was the more exciting game. And so
they turned over the socialist board game, drew out the Kapitaly playing
field from Start to Boardwalk on the reverse side, and began to play
Monopoly—using the cards and pieces from Economize Wisely. But with
the rules only intermittently regulated by the older cousins, the bricolaged
game developed its own dynamics, stimulated by the cards and pieces
from the “other side.” Why, for example, be satisfied with simple houses
and hotels when you could have furniture as well? And under what
configurations of play would a Prize of Socialist Labor be grounds for
releasing you from or sending you to jail?
The notion of playing capitalism with noncapitalist pieces strikes us as
an apt metaphor for the postsocialist condition. The political upheavals
of 1989 in Eastern Europe and 1991 in Russia turned the world upside
down. Assuming that they were “starting from scratch,”Western advisors
from the International Monetary Fund (IMF) and university-based institutes
issued instructions for new “rules of the game.” But the ruins of
communism were not a tabula rasa, and so the new hybrid game was
played with institutions cobbled together partly from remnants of the past
that, by limiting some moves and facilitating other strategies, gave rise
to a bricolage of multiple social logics. If from these coexisting and overlapping
principles they are building a distinctively postsocialist capitalism,
they share with all modern societies a common feature that the social
fabric is woven with multiple, discrepant systems of value

A technológiák szervezése és a szervezés technológiái: az online civil szerveződés főbb műfaji formái Kelet-Európában
Hogyan szerveződnek az online civil társaságok Kelet-Európában? A szerzők – az ehhez felhasznált technológiai megoldások kombinációit figyelembe véve, 1585 kelet-európai civil társaság honlapjairól gyűjtött adatok alapján – a társaságok online megjelenésének öt főbb típusát, illetve jellegzetes „műfaját” formáját különböztetik meg: hírlevelek, interaktív platformok, többnyelvű felhívások, telefonkönyv jellegű adattárak és brosúrák. Ez az osztályozás nem a fejlődési szakaszokat tükrözi. Az újabb honlapok inkább tekinthetők saját műfajuk tipikus képviselőinek, mint a régebbiek, s ez arra utal, hogy az egyes formák egyre határozottabban körvonalazódnak. A hiperlinkek struktúrájának a szerzők által végzett vizsgálatai nem igazolják a földrajzi elhelyezkedéstől függetlenné váló közéleti részvételre alapozott, globális civil társadalom kialakulásával kapcsolatos utópisztikus várakozásokat, hanem azt mutatják, hogy a honlapok transznacionális típusaira nem jellemző a részvételi jelleg. why do romanian universities fail to internalize quality assurance
Despite legal provisions in place since 2005, Romanian universities are considered to perform internal quality assurance only at a formal level, on paper, and usually in anticipation of external evaluations demanded by the government or other official institutions. This paper posits five hypotheses to explain this situation. We analyze 187 interviews with people in universities in order to evaluate these hypotheses. Only two hypotheses are confirmed by the data, allowing us to construct a narrative of policy failure. First, there are top-down failures resulting from unclear and inconsistent legal provisions that focus on multilayered evaluation procedures. Second, there are bottom-up failures related to the lack of ownership over internal quality assurance systems by the actors in the universities. The existing procedures are often seen as control-tools of government, and understood as disconnected from the universities' own goals and problems. Consequently, people on the ground passively try to subvert these tools by carrying them out in a ritualistic manner—which is why quality assurance cannot become internalized

Varieties of dis-embedded liberalism. EU integration strategies in the Eastern peripheries of Europe
<p>In contrast to the post-1945 integration of Western Europe in the global economic system, coined by John Ruggie as <i>embedded liberalism</i>, the integration of the Eastern peripheries happens in the framework of a new liberal regional settlement. The latter takes large parts of the management of the economy out of the hands of states and compensates the dis-embedding of markets from national control to various degrees. This contribution compares the European Union’s integration approach taken during the Eastern enlargement with the EU approach towards Eastern neighbourhood countries. We argue that the EU has different goals and means for the management of its different peripheries resulting in deep, deep-light and shallow modes of economic integration. We show that differences in political and economic interdependencies between the EU and the two Eastern peripheries explain the variation in integration strategies, and that each of them has its own weaknesses in terms of developmental effects.</p
