    Early diversion and empowerment policing : evaluating an adult female offender triage project

    This paper provides an evaluation of a police pilot early-diversion scheme for adult females who were arrested for low-severity offences using a natural experiment design. The intervention is novel in that it diverts arrestees to a women’s centre for assistance to address their criminogenic needs rather than process them through the criminal justice system. The intervention is timely and attractive given its rehabilitative features and its potential for reducing demand on the criminal justice system through community resolution. The study found a promising effect of the intervention on rates of rearrest and daily risk of rearrest over a twelve month follow-up period, but a higher frequency of rearrest among those of the intervention group who were rearrested. The findings are discussed in relation to the political context, theoretical background and police performance and the gendered dynamics of offending

    Effectiveness of anonymised information sharing and use in health service, police, and local government partnership for preventing violence related injury: experimental study and time series analysis

    Objective: To evaluate the effectiveness of anonymised information sharing to prevent injury related to violence. Design: Experimental study and time series analysis of a prototype community partnership between the health service, police, and local government partners designed to prevent violence. Setting: Cardiff, Wales, and 14 comparison cities designated "most similar" by the Home Office in England and Wales. Intervention After a 33 month development period, anonymised data relevant to violence prevention (precise violence location, time, days, and weapons) from patients attending emergency departments in Cardiff and reporting injury from violence were shared over 51 months with police and local authority partners and used to target resources for violence prevention. Main outcome measures: Health service records of hospital admissions related to violence and police records of woundings and less serious assaults in Cardiff and other cities after adjustment for potential confounders. Results: Information sharing and use were associated with a substantial and significant reduction in hospital admissions related to violence. In the intervention city (Cardiff) rates fell from seven to five a month per 100 000 population compared with an increase from five to eight in comparison cities (adjusted incidence rate ratio 0.58, 95% confidence interval 0.49 to 0.69). Average rate of woundings recorded by the police changed from 54 to 82 a month per 100 000 population in Cardiff compared with an increase from 54 to 114 in comparison cities (adjusted incidence rate ratio 0.68, 0.61 to 0.75). There was a significant increase in less serious assaults recorded by the police, from 15 to 20 a month per 100 000 population in Cardiff compared with a decrease from 42 to 33 in comparison cities (adjusted incidence rate ratio 1.38, 1.13 to 1.70). Conclusion: An information sharing partnership between health services, police, and local government in Cardiff, Wales, altered policing and other strategies to prevent violence based on information collected from patients treated in emergency departments after injury sustained in violence. This intervention led to a significant reduction in violent injury and was associated with an increase in police recording of minor assaults in Cardiff compared with similar cities in England and Wales where this intervention was not implemented

    A Network Model of Financial System Resilience

    We examine the role of macroeconomic fluctuations, asset market liquidity, and network structure in determining contagion and aggregate losses in a financial system. Systemic instability is explored in a financial network comprising three distinct, but interconnected, sets of agents – domestic banks, international financial institutions, and firms. Calibrating the model to advanced country banking sector data, we obtain sensible aggregate loss distributions which are bimodal in nature. We demonstrate how systemic crises may occur and analyze how our results are influenced by firesale externalities and the feedback effects from curtailed lending in the macroeconomy. We also illustrate the resilience of our model financial system to stress scenarios with sharply rising corporate default rates and falling asset prices.Contagion, Financial crises, Network models, Systemic risk

    Completing the hybridization triangle: the inheritance of genetic incompatibilities during homoploid hybrid speciation in ragworts (Senecio)

    A new homoploid hybrid lineage needs to establish a degree of reproductive isolation from its parent species if it is to persist as an independent entity, but the role hybridization plays in this process is known in only a handful of cases. The homoploid hybrid ragwort species, Senecio squalidus, (Oxford ragwort) originated following the introduction of hybrid plants to the UK approximately 320 years ago. The source of the hybrid plants was from a naturally occurring hybrid zone between S. aethnensis and S. chrysanthemifolius on Mount Etna, Sicily. Previous studies of the parent species found evidence for multiple incompatibility loci causing transmission ratio distortion of genetic markers in their hybrid progeny. This study closes the hybridization triangle by reporting a genetic mapping analysis of the remaining two paired cross combinations between S. squalidus and its parents. Genetic maps produced from F2 mapping families were generally collinear but with half of the linkage groups showing evidence of genomic reorganization between genetic maps. The new maps produced from crosses between S. squalidus and each parent showed multiple incompatibility loci distributed across the genome, some of which co-locate with previously reported incompatibility loci between the parents. These findings suggest that this young homoploid hybrid species has inherited a unique combination of genomic rearrangements and incompatibilities from its parents that contribute to its reproductive isolation

    Using Pirate Plunder to develop children’s abstraction skills in Scratch

    Scratch users often struggle to detect and correct ‘code smells’ (bad programming practices) such as duplicated blocks and large scripts, which can make programs difficult to understand and debug. These ‘smells’ can be caused by a lack of abstraction, a skill that plays a key role in computer science and computational thinking. We created Pirate Plunder, a novel educational block-based programming game, that aims to teach children to reduce smells by reusing code in Scratch. This work describes an experimental study designed to measure the efficacy of Pirate Plunder with children aged 10 and 11. The findings were that children who played the game were then able to use custom blocks (procedures) to reuse code in Scratch, compared to non-programming and programming control groups

There are high levels of public support for growing ‘pollinator-friendly’ plants but while plant recommendation lists are available, they are usually inconsistent, poorly supported by scientific research and target a narrow group of pollinators. In order to supply the most appropriate resources, there is a clear need to understand foraging preferences, for a range of pollinators, across the season within horticultural landscapes. Using an innovative DNA metabarcoding approach, we investigated foraging preferences of four groups of pollinators in a large and diverse, horticultural and agricultural landscape, across the flowering season and over 2 years, significantly improving on the spatial and temporal scale that can be achieved using observational studies. Bumblebees, honeybees, non-corbiculate bees and hoverflies visited 191 plant taxa. Overall floral resources were shared between the different types of pollinators, but significant differences were seen between the plants used most abundantly by bees (Hymenoptera) and hoverflies (Diptera). Floral resource use by pollinators is strongly associated with seasonal changes in flowering plants, with pollinators relying on dominant plants found within each season, with preferences consistent across both years. The plants identified were categorised according to their native status to investigate the value of native and non-native plants. The majority of floral resources used were of native and near-native origin, but the proportion of horticultural and naturalised plants increased during late summer and autumn. Synthesis and applications. Plant recommendation lists for pollinators should distinguish between bees and hoverflies and provide evidence-based floral recommendations throughout the year that include native as well as non-native plants for use in the United Kingdom and Northern Europe.     Multicore Quantum Computing

    Any architecture for practical quantum computing must be scalable. An attractive approach is to create multiple cores, computing regions of fixed size that are well-spaced but interlinked with communication channels. This exploded architecture can relax the demands associated with a single monolithic device: the complexity of control, cooling and power infrastructure as well as the difficulties of cross-talk suppression and near-perfect component yield. Here we explore interlinked multicore architectures through analytic and numerical modelling. While elements of our analysis are relevant to diverse platforms, our focus is on semiconductor electron spin systems in which numerous cores may exist on a single chip. We model shuttling and microwave-based interlinks and estimate the achievable fidelities, finding values that are encouraging but markedly inferior to intra-core operations. We therefore introduce optimsed entanglement purification to enable high-fidelity communication, finding that 99.5%99.5\% is a very realistic goal. We then assess the prospects for quantum advantage using such devices in the NISQ-era and beyond: we simulate recently proposed exponentially-powerful error mitigation schemes in the multicore environment and conclude that these techniques impressively suppress imperfections in both the inter- and intra-core operations.Comment: 26 pages, 16 Figure

    The Impact of Peer Mentoring on Marketing Content Mastery

    This article describes and assesses a course design that uses peer mentors to facilitate a collaborative, hands-on learning experience in an introductory marketing course. Results demonstrate that peer mentoring increased content mastery and had a positive effect on students’ perceptions of the learning experience. Peer marketing mentors, along with the faculty team, achieved success in providing a demanding and engaging learning environment that meets the needs of learners and equips them with content knowledge required of career-ready professionals. A step-by-step guide is provided to enable others to develop a similar experience for students in their institutions

    On Tanzania’s Precipitation Climatology, Variability, and Future Projection

    We investigate historical and projected precipitation in Tanzania using observational and climate model data. Precipitation in Tanzania is highly variable in both space and time due to topographical variations, coastal influences, and the presence of lakes. Annual and seasonal precipitation trend analyses from 1961 to 2016 show maximum rainfall decline in Tanzania during the long rainy season in the fall (March–May), and an increasing precipitation trend in northwestern Tanzania during the short rainy season in the spring (September–November). Empirical orthogonal function (EOF) analysis applied to Tanzania’s precipitation patterns shows a stronger correlation with warmer temperatures in the western Indian Ocean than with the eastern-central Pacific Ocean. Years with decreasing precipitation in Tanzania appear to correspond with increasing sea surface temperatures (SST) in the Indian Ocean, suggesting that the Indian Ocean Dipole (IOD) may have a greater effect on rainfall variability in Tanzania than the El Niño-Southern Oscillation (ENSO) does. Overall, the climate model ensemble projects increasing precipitation trend in Tanzania that is opposite with the historical decrease in precipitation. This observed drying trend also contradicts a slightly increasing precipitation trend from climate models for the same historical time period, reflecting challenges faced by modern climate models in representing Tanzania’s precipitation
