    NGOs, Policy Entrepreneurship and Child Protection in Russia: Pitfalls and Prospects for Civil Society

    Non-governmental organizations (NGOs) in contemporary Russia operate within both specific institutional conditions and the frequently contradictory circumstances imposed by a hybrid political regime. Legislation and funding policy at the federal and regional levels veers between restricting and enabling their ability to act and raises questions about the extent to which NGOs can operate independently and participate in the development of a more robust civil society in Russia. In the particular sphere of child protection, which remains very much within the domain of the state, NGOs must cooperate closely with the authorities in order to implement their projects and, whether formally or informally, often become implementers of state social policy as a result. This article explores how NGOs involved in the protection of children living in state institutions interact with state actors in their policy networks and the extent to which such networks may offer these NGOs some scope to act as “policy entrepreneurs” with some degree of influence over the direction of policy development and practice in their area of expertise. It presents the results of empirical research on the activities of NGOs working with vulnerable children in St. Petersburg and Samara, which reveals the interactions between these organizations and the authorities to be a complex, multi-layered process which, nevertheless, allows them some space for autonomy and the development of policy options

    An Analysis of the EU Experience in Constructing a System of Controller Relationships with MFIs in the Field of AML / CFT and its Application in the Russian Federation

    The article deals with the experience of regulating the issues of countering the laundering (legalization) of proceeds from crime and financing of terrorism (hereinafter AML / CFT) in microfinance organizations (hereinafter referred to as MFIs) using the example of the EU. The downward trend in the MFI market in Russia is largely due to the violation of AML / CFT legislation. In this connection, there arises the problem of regulating MFIs in this field. A comparative analysis of the system of relations between MFIs and the regulator in the Russian Federation and the EU allows us to conclude that it is impossible to apply the EU experience in the RF system at the moment.     Structural and Functional Organization of Photosynthetic Apparatus in Wild Halophites

    The structural and molecular parameters of photosynthetic apparatus in plants with different strategies for the accumulation of salts were investigated. The objects of the study were euhalophytes (Salicornia perennans, Suaeda salsa, Halocnemum strobilaceum), a crynohalophyte (Limonium gmelinii) and a glycohalophyte (Artemisia santonica). The euhalophytes S. perennans and S. salsa belong to plants of the halosucculent type, while the other three species represent the xerophilic type. Larger cells with a great number of chloroplasts, a high content of membrane glycerolipids and unsaturated C18:3 fatty acid and smaller pigment and light-harvesting complexes characterize the features of euhalophytes with a succulent leaf type. Therefore, thefeatures of the halophyte photosynthetic apparatus structure are closely related to its functional indicators and are defined by a strategy in both the accumulation of salts and the method of water regime regulation.     Search for Low Mass Exotic mesonic structures. Part II: attempts to understand the experimental results

    Our previous paper, part I of the same study, shows the different experimental spectra used to conclude on the genuine existence of narrow, weakly excited mesonic structures, having masses below and a little above the pion (M=139.56 MeV) mass. This work \cite{previous} was instigated by the observation, in the Σ+\Sigma^{+} disintegration: Σ+\Sigma^{+}\topP0^{0}, P0μμ+^{0}\to\mu^{-}\mu^{+} \cite{park}, of a narrow range of dimuon masses. The authors conclude on the existence of a neutral intermediate state P0_{0}, with a mass M=214.3 MeV ±\pm 0.5 MeV.     Extended MacMahon-Schwinger's Master Theorem and Conformal Wavelets in Complex Minkowski Space

    We construct the Continuous Wavelet Transform (CWT) on the homogeneous space (Cartan domain) D_4=SO(4,2)/(SO(4)\times SO(2)) of the conformal group SO(4,2) (locally isomorphic to SU(2,2)) in 1+3 dimensions. The manifold D_4 can be mapped one-to-one onto the future tube domain C^4_+ of the complex Minkowski space through a Cayley transformation, where other kind of (electromagnetic) wavelets have already been proposed in the literature. We study the unitary irreducible representations of the conformal group on the Hilbert spaces L^2_h(D_4,d\nu_\lambda) and L^2_h(C^4_+,d\tilde\nu_\lambda) of square integrable holomorphic functions with scale dimension \lambda and continuous mass spectrum, prove the isomorphism (equivariance) between both Hilbert spaces, admissibility and tight-frame conditions, provide reconstruction formulas and orthonormal basis of homogeneous polynomials and discuss symmetry properties and the Euclidean limit of the proposed conformal wavelets. For that purpose, we firstly state and prove a \lambda-extension of Schwinger's Master Theorem (SMT), which turns out to be a useful mathematical tool for us, particularly as a generating function for the unitary-representation functions of the conformal group and for the derivation of the reproducing (Bergman) kernel of L^2_h(D_4,d\nu_\lambda). SMT is related to MacMahon's Master Theorem (MMT) and an extension of both in terms of Louck's SU(N) solid harmonics is also provided for completeness.     Mathematical Anxiety and mathematical learning: Multidimensional approach.

    Research suggests that mathematical anxiety is a complex phenomenon related to mathematical achievement, developmental dyscalculia, strategies of numerical information processing, and negative emotional states. The goal of this currently on-going large-scale study is to implement a mixed method approach towards assessment of mathematical anxiety across the school grades. The methods include: a picture-based assessment; a questionnaire measuring attitudes towards mathematics; and a computerized test-battery measuring mathematics related cognitive processes. This mixed method approach addresses mathematical anxiety as a multidimensional, multi-faceted and dynamic manifestation of individual differences in a specific educational context. The research also allows exploring interrelations between non-cognitive and cognitive processes involved in mathematical anxiety. Here we present the results of the first wave of the investigation, involving data from 3 different age groups, assessed in several schools in Russia and the UK. The results suggest the importance of accounting for educational contexts in measuring and treating mathematical anxiety
