Meeting need: realising opportunity: a socio-economic framework for the East Midlands to inform the delivery of EU structural funds (2014-2020)
This document has been produced as part of an EU funded Technical Assistance project led by East Midlands Councils, with support from Nottingham Trent University and Climate East Midlands, to inform the development of the 2014-2020 EU Structural Fund Programme. It tells the economic story of the local economies that make up the East Midlands, sets out a number of key investment opportunities highlighted during six well attended consultation events, and gives some practical advice for LEPs and others about how to make the most of future EU funding, learning from past experience

A video life-world approach to consultation practice: The relevance of a socio-phenomenological approach
This article discusses the [development and] use of a video life-world schema to explore alternative orientations to the shared health consultation. It is anticipated that this schema can be used by practitioners and consumers alike to understand the dynamics of videoed health consultations, the role of the participants within it and the potential to consciously alter the outcome by altering behaviour during the process of interaction. The study examines health consultation participation and develops an interpretative method of analysis that includes image elicitation (via videos), phenomenology (to identify the components of the analytic framework), narrative (to depict the stories of interactions) and a reflexive mode (to develop shared meaning through a conceptual framework for analysis). The analytic framework is derived from a life-world conception of human mutual shared interaction which is presented here as a novel approach to understanding patient-centred care. The video materials used in this study were derived from consultations in a Walk-in Centre (WiC) in East London. The conceptual framework produced through the process of video analysis is comprised of different combinations of movement, knowledge and emotional conversations that are used to classify objective or engaged WiC health care interactions. The videoed interactions organise along an active or passive, facilitative or directive typical situation continuum illustrating different kinds of textual approaches to practice that are in tension or harmony. The schema demonstrates how practitioners and consumers interact to produce these outcomes and indicates the potential for both consumers and practitioners to be educated to develop practice dynamics that support patient-centred care and impact on health outcomes
Survey design for Spectral Energy Distribution fitting: a Fisher Matrix approach
The spectral energy distribution (SED) of a galaxy contains information on
the galaxy's physical properties, and multi-wavelength observations are needed
in order to measure these properties via SED fitting. In planning these
surveys, optimization of the resources is essential. The Fisher Matrix
formalism can be used to quickly determine the best possible experimental setup
to achieve the desired constraints on the SED fitting parameters. However,
because it relies on the assumption of a Gaussian likelihood function, it is in
general less accurate than other slower techniques that reconstruct the
probability distribution function (PDF) from the direct comparison between
models and data. We compare the uncertainties on SED fitting parameters
predicted by the Fisher Matrix to the ones obtained using the more thorough PDF
fitting techniques. We use both simulated spectra and real data, and consider a
large variety of target galaxies differing in redshift, mass, age, star
formation history, dust content, and wavelength coverage. We find that the
uncertainties reported by the two methods agree within a factor of two in the
vast majority (~ 90%) of cases. If the age determination is uncertain, the
top-hat prior in age used in PDF fitting to prevent each galaxy from being
older than the Universe needs to be incorporated in the Fisher Matrix, at least
approximately, before the two methods can be properly compared. We conclude
that the Fisher Matrix is a useful tool for astronomical survey design.Comment: Accepted by ApJ; online Fisher Matrix tool available at

The TAOS Project: Upper Bounds on the Population of Small KBOs and Tests of Models of Formation and Evolution of the Outer Solar System
We have analyzed the first 3.75 years of data from TAOS, the Taiwanese
American Occultation Survey. TAOS monitors bright stars to search for
occultations by Kuiper Belt Objects (KBOs). This dataset comprises 5e5
star-hours of multi-telescope photometric data taken at 4 or 5 Hz. No events
consistent with KBO occultations were found in this dataset. We compute the
number of events expected for the Kuiper Belt formation and evolution models of
Pan & Sari (2005), Kenyon & Bromley (2004), Benavidez & Campo Bagatin (2009),
and Fraser (2009). A comparison with the upper limits we derive from our data
constrains the parameter space of these models. This is the first detailed
comparison of models of the KBO size distribution with data from an occultation
survey. Our results suggest that the KBO population is comprised of objects
with low internal strength and that planetary migration played a role in the

Kolmogorov-Sinai entropy in field line diffusion by anisotropic magnetic turbulence
The Kolmogorov-Sinai (KS) entropy in turbulent diffusion of magnetic field
lines is analyzed on the basis of a numerical simulation model and theoretical
investigations. In the parameter range of strongly anisotropic magnetic
turbulence the KS entropy is shown to deviate considerably from the earlier
predicted scaling relations [Rev. Mod. Phys. {\bf 64}, 961 (1992)]. In
particular, a slowing down logarithmic behavior versus the so-called Kubo
number  (, where  is the ratio of the rms magnetic fluctuation field to the magnetic field
strength, and  and  are the correlation lengths in respective
dimensions) is found instead of a power-law dependence. These discrepancies are
explained from general principles of Hamiltonian dynamics. We discuss the
implication of Hamiltonian properties in governing the paradigmatic
"percolation" transport, characterized by , associating it with the
concept of pseudochaos (random non-chaotic dynamics with zero Lyapunov
exponents). Applications of this study pertain to both fusion and astrophysical
plasma and by mathematical analogy to problems outside the plasma physics.

Subaru weak-lensing measurement of a z = 0.81 cluster discovered by the Atacama Cosmology Telescope Survey
We present a Subaru weak lensing measurement of ACT-CL J0022.2-0036, one of
the most luminous, high-redshift (z=0.81) Sunyaev-Zel'dovich (SZ) clusters
discovered in the 268 deg^2 equatorial region survey of the Atacama Cosmology
Telescope. For the weak lensing analysis using i'-band images, we use a
model-fitting (Gauss-Laguerre shapelet) method to measure shapes of galaxy
images, where we fit galaxy images in different exposures simultaneously to
obtain best-fit ellipticities taking into account the different PSFs in each
exposure. We also take into account the astrometric distortion effect on galaxy
images by performing the model fitting in the world coordinate system. To
select background galaxies behind the cluster at z=0.81, we use photometric
redshift (photo-z) estimates for every galaxy derived from the co-added images
of multi-passband Br'i'z'Y, with PSF matching/homogenization. After a photo-z
cut for background galaxy selection, we detect the tangential weak lensing
distortion signal with a total signal-to-noise ratio of about 3.7. By fitting a
Navarro-Frenk-White model to the measured shear profile, we find the cluster
mass to be M_200\bar{\rho}_m = [7.5^+3.2_-2.8(stat.)^+1.3_-0.6(sys.)] x 10^14
M_\odot/h. The weak lensing-derived mass is consistent with previous mass
estimates based on the SZ observation, with assumptions of hydrostatic
equilibrium and virial theorem, as well as with scaling relations between SZ
signal and mass derived from weak lensing, X-ray, and velocity dispersion,
within the measurement errors. We also show that the existence of ACT-CL
J0022.2-0036 at z=0.81 is consistent with the cluster abundance prediction of
the \Lambda-dominated cold dark matter structure formation model. We thus
demonstrate the capability of Subaru-type ground-based images for studying weak
