    The Organic Act of 1897 provided for the establishment and ,management of the national forest and park lands. In West Virginia Division of the Izaak Walton League v. Butz the United States District Court, applying the plain meaning of the Organic Act, permanently enjoined clearcutting on the Monongahela National Forest of West Virginia. The meaning of isolated words, however, is rarely determinative of Congressional intent. This article will demonstrate the shortcomings of the court\u27s decision through an examination of the doctrines of statutory construction and analysis of the legislative history and administrative interpretation of the Act and by addressing the real issue, clearcutting as a scientific management technique

    On the elliptic nonabelian Fourier transform for unipotent representations of p-adic groups

    In this paper, we consider the relation between two nonabelian Fourier transforms. The first one is defined in terms of the Langlands-Kazhdan-Lusztig parameters for unipotent elliptic representations of a split p-adic group and the second is defined in terms of the pseudocoefficients of these representations and Lusztig's nonabelian Fourier transform for characters of finite groups of Lie type.     Whole-genome analysis of histone H3 lysine 27 trimethylation in Arabidopsis

    Trimethylation of histone H3 lysine 27 (H3K27me3) plays critical roles in regulating animal development, and in several cases, H3K27me3 is also required for the proper expression of developmentally important genes in plants. However, the extent to which H3K27me3 regulates plant genes on a genome-wide scale remains unknown. In addition, it is not clear whether the establishment and spreading of H3K27me3 occur through the same mechanisms in plants and animals. We identified regions containing H3K27me3 in the genome of the flowering plant Arabidopsis thaliana using a high-density whole-genome tiling microarray. The results suggest that H3K27me3 is a major silencing mechanism in plants that regulates an unexpectedly large number of genes in Arabidopsis (~4,400), and that the maintenance of H3K27me3 is largely independent of other epigenetic pathways, such as DNA methylation or RNA interference. Unlike in animals, where H3K27m3 occupies large genomic regions, in Arabidopsis, we found that H3K27m3 domains were largely restricted to the transcribed regions of single genes. Furthermore, unlike in animals systems, H3K27m3 domains were not preferentially associated with low-nucleosome density regions. The results suggest that different mechanisms may underlie the establishment and spreading of H3K27me3 in plants and animals

    International audienceThe Dark Energy Camera has captured a large set of images as part of Science Verification (SV) for the Dark Energy Survey (DES). The SV footprint covers a large portion of the outer Large Magellanic Cloud (LMC), providing photometry 1.5 mag fainter than the main sequence turn-off of the oldest LMC stellar population. We derive geometrical and structural parameters for various stellar populations in the LMC disc. For the distribution of all LMC stars, we find an inclination of i = -38.14° ± 0.08° (near side in the north) and a position angle for the line of nodes of θ0 = 129.51° ± 0.17°. We find that stars younger than ∼4 Gyr are more centrally concentrated than older stars. Fitting a projected exponential disc shows that the scale radius of the old populations is R>4 Gyr = 1.41 ± 0.01 kpc, while the younger population has R = 0.72 ± 0.01 kpc. However, the spatial distribution of the younger population deviates significantly from the projected exponential disc model. The distribution of old stars suggests a large truncation radius of Rt = 13.5 ± 0.8 kpc. If this truncation is dominated by the tidal field of the Galaxy, we find that the LMC is {∼eq } 24^{+9}_{-6} times less massive than the encircled Galactic mass. By measuring the Red Clump peak magnitude and comparing with the best-fitting LMC disc model, we find that the LMC disc is warped and thicker in the outer regions north of the LMC centre. Our findings may either be interpreted as a warped and flared disc in the LMC outskirts, or as evidence of a spheroidal halo component

    How the extinction of extragalactic background light affects surface photometry of galaxies, groups and clusters

    The faint regions of galaxies, groups and clusters hold important clues about how these objects formed, and surface photometry at optical and near-infrared wavelengths represents a powerful tool for studying such structures. Here, we identify a hitherto unrecognized problem with this technique, related to how the night sky flux is typically measured and subtracted from astronomical images. While most of the sky flux comes from regions between the observer and the target object, a small fraction - the extragalactic background light (EBL) - comes from behind. We argue that since this part of the sky flux can be subject to extinction by dust present in the galaxy/group/cluster studied, standard reduction procedures may lead to a systematic oversubtraction of the EBL. Even very small amounts of extinction can lead to spurious features in radial surface surface brightness profiles and colour maps of extended objects. We assess the likely impact of this effect on a number of topics in extragalactic astronomy where very deep surface photometry is currently attempted, including studies of stellar halos, starburst host galaxies, disc truncations and diffuse intragroup/intracluster light. We argue that EBL extinction may provide at least a partial explanation for the anomalously red colours reported for the halos of disc galaxies and the hosts of local starburst galaxies. EBL extinction effects also mimic truncations in discs with unusually high dust opacities, but are unlikely to be the cause of such features in general. Failure to account for EBL extinction can also give rise to a non-negligible underestimate of intragroup and intracluster light at the faintest surface brightness levels currently probed.     Solar Neutrinos with Three Flavor Mixings

    The recent 71Ga solar neutrino observation is combined with the 37Cl and Kamiokande-II observations in an analysis for neutrino masses and mixings. The allowed parameter region is found for matter enhanced mixings among all three neutrino flavors. Distortions of the solar neutrino spectrum unique to three flavors are possible and may be observed in continuing and next generation experiments.Comment: August 1992 (Revised) PURD-TH-92-
