    Abstract:In the information society, Control of becomes increasingly more importantin the exercise of power. The Right to be forgotten appears asa peculiar juridical answer in Internet context. This work tries to offeran analysis of the profiles that define its configuration in Spanish Lawfrom the Court of Justice of European Union´s Sentence of May 13th2014 —Google Inc v. Agencia Española de Protección de Datos— withoutlosing the perspective of its origin and the future challenges that itpresents. This way, the Court of Justice of the European Union recognizesof limited form the existence of the Right to be forgotten seekingprotection in the previous jurisprudence, in the European Lawand, especially, in the job of the Data Protection Working Group(WP29). As result of its interpretation, new juridical problems comeinto Spanish Law that will have to need the development of specificrules.En la sociedad de la información el control de los datos adquiereuna gran relevancia en el ejercicio de poder. El derecho al olvidosurge como una respuesta jurídica peculiar en el ámbito de Internet.Este trabajo pretende ofrecer un análisis de los perfiles que definensu actual configuración en el Derecho español a partir de la STJUEde 13 de abril de 2014 sin perder la perspectiva de su origen y losretos futuros que plantea. Así, el Tribunal de Justicia de la UniónEuropea reconoce de forma limitada la existencia del derecho al olvidoamparándose en la jurisprudencia anterior, la normativa europeay, sobre todo, en la actividad previa del GT29. Las Defensorías del Pueblo han sido recientemente articuladas en el ordenamiento jurídico español como uno de los instrumentos políticos que pretenden alcanzar una mayor transparencia en la Administración pública. Estos órganos experimentan una reciente redefinición política y jurídica que los perfilan como un mecanismo eficaz de control y prevención. Motivo por el que se nos plantea la necesidad de realizar una reflexión sobre su protagonismo real en este ámbito. En concreto, veremos la necesidad que suscita su configuración como instrumento de lucha contra la corrupción pública, las peculiaridades y retos que plantea la supervisión efectuada sobre las Administraciones públicas y cómo se articula en España mediante las leyes de transparencia y buen gobierno correspondientes.Nowadays, the political corruption has spread up to the point that can be understood as a political general pathology that supposes a high cost in terms of citizen confidence and that, specially, redounds to a distortion of the Social and Democratic State of Law. Recently, the Ombusdmen have been articulated in the Spanish Law as one of the political instruments that try to reach more transparency in the Public Administration. Thus, these organs experience a political and juridical redefinition that outlines them as an effective mechanism of control and prevention. Due to this, it´s necessary to realize a reflection on their role in this area. Exactly, we will see the need that provokes their configuration as a mechanism of fight against the public corruption, the peculiarities and challenges of their supervision effected on the public Administrations and the way it is articulated by of the Spanish transparency bills

    Using clinical research networks to assess severity of an emerging influenza pandemic

    BACKGROUND: Early clinical severity assessments during the 2009 influenza A H1N1 pandemic (pH1N1) overestimated clinical severity due to selection bias and other factors. We retrospectively investigated how to use data from the International Network for Strategic Initiatives in Global HIV Trials, a global clinical influenza research network, to make more accurate case fatality ratio (CFR) estimates early in a future pandemic, an essential part of pandemic response. METHODS: We estimated the CFR of medically attended influenza (CFRMA) as the product of probability of hospitalization given confirmed outpatient influenza and the probability of death given hospitalization with confirmed influenza for the pandemic (2009-2011) and post-pandemic (2012-2015) periods. We used literature survey results on health-seeking behavior to convert that estimate to CFR among all infected persons (CFRAR). RESULTS: During the pandemic period, 5.0% (3.1%-6.9%) of 561 pH1N1-positive outpatients were hospitalized. Of 282 pH1N1-positive inpatients, 8.5% (5.7%-12.6%) died. CFRMA for pH1N1 was 0.4% (0.2%-0.6%) in the pandemic period 2009-2011 but declined 5-fold in young adults during the post-pandemic period compared to the level of seasonal influenza in the post-pandemic period 2012-2015. CFR for influenza-negative patients did not change over time. We estimated the 2009 pandemic CFRAR to be 0.025%, 16-fold lower than CFRMA. CONCLUSIONS: Data from a clinical research network yielded accurate pandemic severity estimates, including increased severity among younger people. Going forward, clinical research networks with a global presence and standardized protocols would substantially aid rapid assessment of clinical severity
