ZARZĄDZANIE W SYTUACJACH KRYZYSOWYCH I STANACH NADZWYCZAJNYCH JAKO PRZEJAW DZIAŁAŃ ZORGANIZOWANYCH
The article presents considerations regarding the issues of state security management in crisis situations and states of emergency in the context of organized actions. During the research and presentation of the results, a system approach has been utilized, because it turned out to be very useful for practical reasons. Only such an approach creates the possibility for a mechanism to organize the state of knowledge about security. This technique was also picked for the reason that the determinants of the system approach are the features of all activities subjected to supervision of security attainment and maintenance, such as: anticipation, adaptation, purposefulness of action, and focus on development, which are the properties of the system approach. A procedure that still remains a modern way of practical action. The system approach was supported by its features such as: holism, comprehensiveness, essentialism, structuralism, contextualism, teleologism, functionality, efficiency, synergism and development. During the research, the method of source analysis has been used, where the key issue was the analysis of the factual subject matter contained in the source materials, legal acts, scientific and popular science literature. The conducted research indicates that the level of threat determines the use of crisis management and emergency state solutions. Threats that are characterized by limited predictability and dynamic volatility. The research results lead to the conclusion that in the interests of the efficiency, the state is introducing a number of legal and organizational solutions, referring to, among others, crisis management and administration of the state in conditions of emergency. The characteristic feature of the above mentioned solutions is cooperation. Its universality means that it is not always possible to notice its occurrence. Usually, cooperation is mentioned in situations of spectacular activities, apart from the perma-nent, "ordinary" intermingling of the activities of various institutions. The legal and organizational solutions mentioned above take the form of organized undertakings, exceedingly useful in all efforts to provide security of the state. Research also indicates that proper organization of state security system activities is a basic condition for an acceptable level of non-risk to the state as an organization and its components and, above all, citizens.W artykule przedstawiono rozważania dotyczące problematyki zarządzania bezpieczeństwem państwa w sytuacjach kryzysowych i stanach nadzwyczajnych w kontekście działań zorganizowanych. Podczas badań i prezentacji ich wyników zastosowano podejście systemowe, bowiem było ono bardzo przydatne z powodów praktycznych. Tylko takie bowiem podejście stwarza możliwości mechanizmu porządkującego stan wiedzy o bezpieczeństwie. Na takie podejście zdecydowano się również z tego powodu, że determinantą podejścia systemowego są cechy wszelkich działań podporządkowanych trosce o jego osiągnięcie i utrzymanie bezpieczeństwa, takich jak: antycypacja, adaptacja, celowość działania, skierowanie na rozwój, które są własnościami podejścia systemowego. Podejścia, które pozostaje nadal nowoczesnym sposobem praktycznego działania. Za podejściem systemowym przemawiały jego cechy takie jak: holizm, kompleksowość, esencjalizm, strukturalizm, kontekstowość, teleologizm, funkcjonalność, efektywność, synergizm oraz rozwój. W czasie badań wykorzystano metodę analizy źródeł, gdzie kluczową kwestią była analiza materiału faktograficznego zawartego w materiałach źródłowych, aktach prawnych, literaturze naukowej oraz popularno-naukowej. Przeprowadzone badania wskazują na to, że o wykorzystaniu rozwiązań zarządzania w sytuacjach kryzysowych oraz w stanach nadzwyczajnych decyduje poziom zagrożeń. Zagrożeń, które charakteryzują się ograniczoną przewidywalnością i dynamiczną zmiennością. Wyniki badań pozwalają wysnuć wniosek, że w trosce o tę sprawność państwo wprowadza szereg rozwiązań prawnych i organizacyjnych, odnoszących się między innymi do zarządzania kryzysowego i kierowania państwem w warunkach stanów nadzwyczajnych. Cechą charakterystyczną przywołanych powyżej rozwiązań jest współpraca. Jej powszechność powoduje, iż nie zawsze zdać sobie można sprawę z jego występowania. Zazwyczaj o współpracy mówi się w sytuacjach działań spektakularnych, pomijając permanentne, „zwyczajne” przenikanie się działalności różnych instytucji. Wspomniane rozwiązania prawne i organizacyjne mają formę działań zorganizowanych, niezwykle pożytecznych we wszelkich zabiegach o bezpieczeństwo państwa. Badania wskazują również na to, że właściwa organizacja działań systemu bezpieczeństwa państwa jest podstawowym warunkiem akceptowanego poziomu niezagrożenia państwa, jako organizacji oraz jego komponentów i przede wszystkim obywateli
Depth concentrations of deuterium ions implanted into some pure metals and alloys
Pure metals (Cu, Ti, Zr, V, Pd) and diluted Pd-alloys (Pd-Ag, Pd-Pt, Pd-Ru,
Pd-Rh) were implanted by 25 keV deuterium ions at fluences in the range
(1.2{\div}2.3)x1022 D+/m2. The post-treatment depth distributions of deuterium
ions were measured 10 days and three months after the implantation using
Elastic Recoil Detection Analysis (ERDA) and Rutherford Backscattering (RBS).
Comparison of the obtained results allowed to make conclusions about relative
stability of deuterium and hydrogen gases in pure metals and diluted Pd alloys.
Very high diffusion rates of implanted deuterium ions from V and Pd pure metals
and Pd alloys were observed. Small-angle X-ray scattering revealed formation of
nanosized defects in implanted corundum and titanium.Comment: 12 pages, 9 figure
Сomparative study of arc-to-glow transition efficiency when use multilayer condensed materials in electric contacts
The paper presents and discusses results of the study of arc to glow transformation at breaking of DC inductive load of a low power (less than 10 J) and low voltage (about 250 V). The ratio in duration of arcing and glowing is investigated in dependence on circuit parameters, gas quenching medium and its pressure and in particular on contact material. The transition, to complete the study, was analyzed also by means of fast photography and radiation spectra measurements. On the basis of the results the conclusions on possibility of control of the arc to glow transformation, for practical use in low power contact switching devices, are formulated.Представлено і обговорено результати дослідження дуги, що горить, при відключенні постійного струму з індуктивним навантаженням малої потужності (менше 10 Дж) і низької напруги (біля 250 В). Відношення тривалості горіння дуги і жевріючого розряду досліджується в залежності від параметрів ланцюга, виду гасильного газу та його тиску і, головним чином, від контактного матеріалу. Для повноти дослідження змінення типу розряду аналізували також за допомогою швидкісної зйомки і вимірювання спектрів випромінювання. На основі одержаних результатів сформульовано висновки про можливість практичного застосування контролю переходу дуги в жевріючий розряд в малопотужних контактах комутуючих пристроїв.Представлены и обсуждены результаты исследования дуги, горящей при отключении постоянного тока с индуктивной нагрузкой малой мощности (менее 10 Дж) и низкого напряжения (около 250 В). Отношение продолжительности горения дуги и тлеющего разряда исследовано в зависимости от параметров цепи, вида гасящего газа и его давления и, главным образом, от контактного материала. Для полноты исследования смену типа разряда анализировали также с помощью скоростной съемки и измерения спектров излучения. На основании полученных результатов сформулированы выводы о возможности практического использования контроля перехода дуги в тлеющий разряд в маломощных контактах коммутирующих устройств
PODSTAWOWE PROBLEMY WSPÓŁPRACY W ZARZĄDZANIU KRYZYSOWYM
Abstract: The paper presents issues related to cooperation in the process of crisis management, which connects with a wide range of matters concerning many scientific disciplines. Consideration of the nature, scope and character of cooperation in crisis management just in certain aspects not only narrows down the issues, but often distorts what the most essential is in it. This question is fundamental in science and is quite easily noticeable when following the development of scientific thought. The study includes the evolution of scientific ideas in the field of security and management sciences. It gradually passes from purely organizational issues, through rational decision theory and praxeology favoring it, operational research theory, and mathematical economics to behavioral theory rejecting almost completely the existing scientific achievements for the psychological and sociological conditions of cooperation in crisis manage-ment from the systemic perspective. That was made under the assumption that the practice of collaboration in crisis management reveals that the matters mentioned above must be considered in this process. Omission or understatement of any of them most frequently leads to failure, and thus to farreaching consequences of cooperation. The paper is based on the results of research conducted in the scientific discipline of security sciences. The authors' statements are divided into several parts. After the introduction, the characteristics of the crisis management system, theoretical aspects of cooperation and practical aspects of developing plans and schedules for collaboration between elements of the crisis management system are presented. The whole work finishes with a summary, in which reference was made to the as-sumptions of considerations and its parts, emphasizing their cognitive values.Streszczenie: w opracowaniu przedstawiono zagadnienia związane ze współpracą w procesie zarządzania kryzysowego, z którym związanych jest szereg różnorodnych zagadnień dotyczących wielu dyscyplin naukowych. Rozważanie istoty, zakresu oraz charakteru współpracy w zarządzaniu kryzysowym jedynie w pewnych aspektach nie tylko zawęża problematykę, ale niejednokrotnie wypacza to, co w nim najistotniejsze. Problem ten jest niezmiernie ważny w nauce i śledząc rozwój myśli naukowej dość łatwo go zauważyć. W opracowaniu uwzględniono rozwój myśli naukowej w zakresie nauk o bezpieczeństwie oraz zarządzania, gdzie stopniowo przechodzono od zagadnień czysto organizatorskich poprzez teorię decyzji racjonalnych i preferującą ją prakseologię, teorię badań operacyjnych, ekonomię matematyczną po teorię behaw-ioralną odrzucającą niemalże całkowicie dotychczasowe osiągnięcia naukowe na rzecz psychologicznych i socjologicznych uwarunkowań współpracy w zakresie zarządzania kryzysowego w ujęciu systemowym. Wypowiedź oparto na założeniu, że praktyka współpracy w zarządzaniu kryzysowym uwidacznia, iż wszystkie wspomniane zagadnienia muszą być w tym pro-cesie uwzględniane a pominięcie lub bagatelizowanie któregokolwiek z nich zazwyczaj prowadzi do porażki, a co za tym idzie brzemiennych w skutkach rezultatów współdziałania. W opracowaniu wykorzystano wyniki badań prowadzonych w dyscyplinie naukowej nauki o bezpieczeństwie. Wypowiedź autorów podzielono na kilka części. Po wprowadzeniu zaprezen-towano charakterystykę systemu zarządzania kryzysowego, teoretyczne aspekty współpracy oraz praktyczne aspekty opra-cowania planów i harmonogramów współpracy elementów systemu zarządzania kryzysowego. Całość opracowania została zwieńczona podsumowaniem, w którym odniesiono się do założeń rozważań oraz poszczególnych jej części, kładąc nacisk na ich poznawcze walory
Strong magnetic pair breaking in Mn substituted MgB_2 single crystals
Magnetic ions (Mn) were substituted in MgB_2 single crystals resulting in a
strong pair-breaking effect. The superconducting transition temperature, T_c,
in Mg_{1-x}Mn_xB_2 has been found to be rapidly suppressed at an initial rate
of 10 K/%Mn, leading to a complete suppression of superconductivity at about 2%
Mn substitution. This reflects the strong coupling between the conduction
electrons and the 3d local moments, predominantly of magnetic character, since
the nonmagnetic ion substitutions, e.g. with Al or C, suppress T_c much less
effectively (e.g. 0.5 K/%Al). The magnitude of the magnetic moment, derived
from normal state susceptibility measurements, uniquely identifies the Mn ions
to be divalent, and to be in the low-spin state (S = 1/2). This has been found
also in X-ray absorption spectroscopy measurements. Isovalent Mn^{2+}
substitution for Mg^{2+} mainly affects superconductivity through spin-flip
scattering reducing T_c rapidly and lowering the upper critical field
anisotropy H_{c2}^{ab}/H_{c2}^c at T = 0 from 6 to 3.3 (x = 0.88% Mn), while
leaving the initial slope dH_{c2}/dT near T_c unchanged for both field

Sideward flow of K+ mesons in Ru+Ru and Ni+Ni reactions near threshold
Experimental data on K+ meson and proton sideward flow measured with the FOPI
detector at SIS/GSI in the reactions Ru+Ru at 1.69 AGeV and Ni+Ni at 1.93 AGeV
are presented. The K+ sideward flow is found to be anti-correlated (correlated)
with the one of protons at low (high) transverse momenta. When compared to the
predictions of a transport model, the data favour the existence of an in-medium

Conductance spectra of (Nb, Pb, In)/NbP -- superconductor/Weyl semimetal junctions
The possibility of inducing superconductivity in type-I Weyl semimetal
through coupling its surface to a superconductor was investigated. A single
crystal of NbP, grown by chemical vapor transport method, was carefully
characterized by XRD, EDX, SEM, ARPES techniques and by electron transport
measurements. The mobility spectrum of the carriers was determined. For the
studies of interface transmission, the (001) surface of the crystal was covered
by several hundred nm thick metallic layers of either Pb, or Nb, or In. DC
current-voltage characteristics and AC differential conductance through the
interfaces as a function of the DC bias were investigated. When the metals
become superconducting, all three types of junctions show conductance increase,
pointing out the Andreev reflection as a prevalent contribution to the subgap
conductance. In the case of Pb-NbP and Nb-NbP junctions, the effect is
satisfactorily described by modified Blonder-Tinkham-Klapwijk model. The
absolute value of the conductance is much smaller than that for the bulk
crystal, indicating that the transmission occurs through only a small part of
the contact area. An opposite situation occurs in In-NbP junction, where the
conductance at the peak reaches the bulk value indicating that almost whole
contact area is transmitting and, additionally, a superconducting proximity
phase is formed in the material. We interpret this as a result of indium
diffusion into NbP, where the metal atoms penetrate the surface barrier and
form very transparent superconductor-Weyl semimetal contact inside. However,
further diffusion occurring already at room temperature leads to degradation of
the effect, so it is observed only in the pristine structures. Despite of this,
our observation directly demonstrates possibility of inducing superconductivity

Two-proton small-angle correlations in central heavy-ion collisions: a beam-energy and system-size dependent study
Small-angle correlations of pairs of protons emitted in central collisions of
Ca + Ca, Ru + Ru and Au + Au at beam energies from 400 to 1500 MeV per nucleon
are investigated with the FOPI detector system at SIS/GSI Darmstadt.
Dependences on system size and beam energy are presented which extend the
experimental data basis of pp correlations in the SIS energy range
substantially. The size of the proton-emitting source is estimated by comparing
the experimental data with the output of a final-state interaction model which
utilizes either static Gaussian sources or the one-body phase-space
distribution of protons provided by the BUU transport approach. The trends in
the experimental data, i.e. system-size and beam energy dependences, are well
reproduced by this hybrid model. However, the pp correlation function is found
rather insensitive to the stiffness of the equation of state entering the

Oxygen- and carbon-rich variable red giant populations in the Magellanic Clouds from EROS, OGLE, MACHO, and 2MASS photometry
The carbon-to-oxygen (C/O) ratio of asymptotic giant branch (AGB) stars
constitutes an important index of evolutionary and environment/metallicity
factor. We develop a method for mass C/O classification of AGBs in photometric
surveys without using periods. For this purpose we rely on the slopes in the
tracks of individual stars in the colour-magnitude diagram. We demonstrate that
our method enables the separation of C-rich and O-rich AGB stars with little
confusion. For the Magellanic Clouds we demonstrate that this method works for
several photometric surveys and filter combinations. As we rely on no period
identification, our results are relatively insensitive to the phase coverage,
aliasing, and time-sampling problems that plague period analyses. For a
subsample of our stars, we verify our C/O classification against published C/O
catalogues. With our method we are able to produce C/O maps of the entire
Magellanic Clouds. Our purely photometric method for classification of C- and
O-rich AGBs constitutes a method of choice for large, near-infrared photometric
surveys. Because our method depends on the slope of colour-magnitude variation
but not on magnitude zero point, it remains applicable to objects with unknown

Differential directed flow in Au+Au collisions
We present experimental data on directed flow in semi-central Au+Au
collisions at incident energies from 90 to 400 A MeV. For the first time for
this energy domain, the data are presented in a transverse momentum
differential way. We study the first order Fourier coefficient v1 for different
particle species and establish a gradual change of its patterns as a function
