    '... denn sie wissen nicht, was sie tun': die Institutionalisierung kommunaler Kriminalprävention im Kriminalpräventiven Rat

    'Ausgangspunkt der Untersuchung ist die Unterscheidung zwischen Diskursen kommunaler Kriminalprävention und ihrer Institutionalisierung in kriminalpräventiven Räten. Die Analyse kriminalpräventiver Diskurse zeigt, dass die Idee der kommunalen Kriminalprävention besonders im Hinblick auf die Entwicklung konkreter Maßnahmen deutlich unterbestimmt ist. Vielmehr handelt es sich um eine allgemeine Wertidee gemeinschaftsbezogener Sicherheit, die allenfalls einen allgemeinen Rahmen der Konstruktion von Problemlagen in der Stadt abgibt. Aus diesem Grund erweist sich auch die Institutionalisierung als kriminalpräventiver Rat ohne klare Zuständigkeit und Kompetenzen als problematisch, insofern die Themenfindung und Profilbestimmung eher dem 'garbage can'-Modell folgen und von Zufällen bestimmt werden. Dazu wird herausgearbeitet, dass die Bedeutung kriminalpräventiver Räte eher in ihrer symbolischen Funktion und dass eine zentrale Aufgabe eher in der Schaffung von sozialem Kapital innerhalb der Verwaltung zu suchen ist.' (Autorenreferat)'The starting point of this article is the distinction between discourses of local crime prevention and its institutionalisation as multi-agency partnership. The analyses of discourses of crime preventions shows that the idea of local crime prevention is underdetermined with regard to the organisation of concrete policies. Rather it is an abstract value-loaded idea of community security, which only could function as general frame for the construction of urban social problems. For this reason the institutionalisation as multi-agency partnership without clear powers and responsibilities is problematic, in so far as the decisions and the development of a collective identity follows the garbage can model of organisations and depend largely on change. The article concludes that the importance of multi-agency partnerships on crime prevention is rather symbolic and one of the central functions is the creation of social capital within the administration.' Zu diesem Zweck wurde die Studie »Digitale Küste 2030« erstellt. Auf Grundlage dreier Szenarien zur Digitaliserung der maritimen Industrie wurde eine Leitvision entwickelt. Diese Leitvision beschreibt den Zustand, in dem sich die maritime Wirtschaft im Jahr 2030 befinden soll, und sie berücksichtigt unter anderem eine verbesserte Emissionsbilanz und eine optimierte Verkehrs- und Logistiksteuerung

    Carbonate recrystallisation and organic matter maturation in heat-affected sediments from the Shaban Deep, Red Sea

    Parasound profiles across the Shaban Deep in the Red Sea indicate turbiditic transport of surface sediments from the topographic hight (basalt ridge) into the interior of the deep. This is supported by petrographical and (isotope-) geochemical evidence in the East Basin of the Shaban Deep where the presence of variable mixtures of authochtonous and allochthonous sediment compounds had been found. The uppermost 170 cm of both sediment cores 17008-1 and 17009-3 reveal “normal” stable oxygen isotope values for the planktonic foraminifera G. ruber near -1 ‰ which is indicative for carbonate formation in Red Sea surface water around 27°C. However, below 182 cm in core 17008-1 highly variable δ 18O values for G. ruber between 0.26 and -10.68 ‰ occur which are not the result of temperature-controlled oxygen isotope fractionation between foraminiferal carbonate and Red Sea surface water. The lowest δ18O values of -10.68 ‰ measured for highly-altered foraminifera shells suggests carbonate precipitation higher than 90°C. Organic petrographical observations show a great diversity of marine-derived macerals and terrigenous organic particles. Based on petrographical investigations sediment core 17008-1 can be subdivided in intervals predominantly of authochtonous character (i.e. 1, 3, 5 corresponding to core depths 0-170 cm, 370-415 cm, 69-136 cm), and allochthonous/thermally altered character (e.g. 2, 4 corresponding to core depths 189-353 cm, 515-671 cm). Allochthonous/thermally altered material displays a wide to an extremely wide range of maturities (0.38-1.42 % Rr) and also natural coke particles were found. Similarily, the organic geochemical and pyrolysis data indicate the predominance of well-preserved, immature algal and bacterial remains with a minor contribution of land plant material. Sediments below 170 cm (core 17008-1) contain contributions of re-sedimented pre-heated material most likely from the area of the basaltic ridge. This is documented by individual coke particles reduced hydrogen indices and elevated Tmax values up to 440°C. An “oil-type” contribution (evidenced by mature biomarkers, hopene/hopane ratios, elevated background fluorescence, n-alkane distribution) is also present in the sediments which most likely originated at greater depth and impregnated the surface sediments. The heat source responsible for recrystallisation of foraminiferal carbonate and maturation of organic particles in Shaban Deep sediments most likely is attributed to modern basalt extrusions which now separate the Shaban Deep subbasins

    The chemistry of sulfur and nitrogen species in a fog system A multiphase approach

    Concentration and phase distribution of sulfur and nitrogen species during a particular fog episode in the Po Valley are experimentally described in this paper. Chemical measurements were carried out simultaneously at different heights within the fog layer, up to 50 m. Microphysical and meteorological parameters necessary for the description of the fog multiphase system were also concurrently measured as a function of height. The fog cycle (formation, evolution, dissipation) is described in terms of the total acidity of a unit volume of air containing gas species, interstitial aerosol particles and fog droplets. The fog system was not closed and input of acidic and basic components was observed during fog evolution. The driving force which determines the acidity of the fog multiphase atmospheric system was found to be the presence of NH 3 and its partitioning among the different phases. A strong decrease of fog water pH (from 5.6 down to 2.8) was observed during fog evolution and was attributed to a HNO 3 input to the system. These acidic and basic inputs are described in terms of a titration/back-titration process of the fog system. The SO 2 oxidation process in fog water was found to be of minor importance in determining the SO 4 = concentration within the fog system, due to both low SO 2 concentration and limited oxidant availability during the experiment.     Case Reports1. A Late Presentation of Loeys-Dietz Syndrome: Beware of TGFβ Receptor Mutations in Benign Joint Hypermobility

    Background: Thoracic aortic aneurysms (TAA) and dissections are not uncommon causes of sudden death in young adults. Loeys-Dietz syndrome (LDS) is a rare, recently described, autosomal dominant, connective tissue disease characterized by aggressive arterial aneurysms, resulting from mutations in the transforming growth factor beta (TGFβ) receptor genes TGFBR1 and TGFBR2. Mean age at death is 26.1 years, most often due to aortic dissection. We report an unusually late presentation of LDS, diagnosed following elective surgery in a female with a long history of joint hypermobility. Methods: A 51-year-old Caucasian lady complained of chest pain and headache following a dural leak from spinal anaesthesia for an elective ankle arthroscopy. CT scan and echocardiography demonstrated a dilated aortic root and significant aortic regurgitation. MRA demonstrated aortic tortuosity, an infrarenal aortic aneurysm and aneurysms in the left renal and right internal mammary arteries. She underwent aortic root repair and aortic valve replacement. She had a background of long-standing joint pains secondary to hypermobility, easy bruising, unusual fracture susceptibility and mild bronchiectasis. She had one healthy child age 32, after which she suffered a uterine prolapse. Examination revealed mild Marfanoid features. Uvula, skin and ophthalmological examination was normal. Results: Fibrillin-1 testing for Marfan syndrome (MFS) was negative. Detection of a c.1270G > C (p.Gly424Arg) TGFBR2 mutation confirmed the diagnosis of LDS. Losartan was started for vascular protection. Conclusions: LDS is a severe inherited vasculopathy that usually presents in childhood. It is characterized by aortic root dilatation and ascending aneurysms. There is a higher risk of aortic dissection compared with MFS. Clinical features overlap with MFS and Ehlers Danlos syndrome Type IV, but differentiating dysmorphogenic features include ocular hypertelorism, bifid uvula and cleft palate. Echocardiography and MRA or CT scanning from head to pelvis is recommended to establish the extent of vascular involvement. Management involves early surgical intervention, including early valve-sparing aortic root replacement, genetic counselling and close monitoring in pregnancy. Despite being caused by loss of function mutations in either TGFβ receptor, paradoxical activation of TGFβ signalling is seen, suggesting that TGFβ antagonism may confer disease modifying effects similar to those observed in MFS. TGFβ antagonism can be achieved with angiotensin antagonists, such as Losartan, which is able to delay aortic aneurysm development in preclinical models and in patients with MFS. Our case emphasizes the importance of timely recognition of vasculopathy syndromes in patients with hypermobility and the need for early surgical intervention.
