Human resource management in local governments.

Literature highlights the key role that organizations' workforce has in companies' performance. It is also emphasized that human resource management is a source of competitive advantage. However, although this topic has been widely studied in the private sector, little research has focused on public administration, particularly for local governments. In order to fill this gap, this research based on a case study of nine city councils sited in the Region of Murcia, analyses if an adequate employees management is related to better organizational-level outcomes, in individuals and services. Findings suggest that the local governments that develop recruitment and selection, training, performance appraisal and compensation practices taking into account the needs of the specific jobs to cover, employees' potential and their performances, improve their results.Human resource management; Public administration; Local governments; Performance

Teaching and interdisciplinarity: dictionary, database and interactive resource on concepts of linguistics aimed at to the Degree of translation and Interpreting

La incorporación de las TIC en todos los entornos y aspectos cotidianos tanto en el desarrollo personal como profesional, plantean la pertinencia de disponer de una herramienta que permita la consulta on-line de información por parte del alumnado, el registro de la información consultada y la generación de informes sobre la actividad del sistema. En el presente trabajo se muestra una herramienta docente en formato sistema web con determinadas características de seguridad, integridad de la información y acceso acreditado a distintos tipos de usuarios. Se trata de un entorno web que desarrolla e incluye el vocabulario técnico (términos y conceptos) básicos que un estudiante del Grado de Traducción e Interpretación necesita para el estudio y aprendizaje de la asignatura “Lingüística” del primer curso de dicho Grado. Incluye términos, definiciones, ejercicios y bibliografía básica.The incorporation of ICT in all environments and everyday aspects in personal and professional development suggest the pertinence of having a tool that allows on-line consultation of information on the part of students, the registration of the consulted information and the generation of reports on system activity. The present work shows a teaching tool in web system format with certain security characteristics, information integrity and accredited access to different types of users. It is a web environment that develops and includes the basic technical vocabulary (terms and concepts) that a student of the Degree of Translation and Interpretation needs for the study and learning of the subject “Linguistics” of the first course of this degree. Resiliencia Urbana. Una mirada académica desde el Pacífico.

PublishedEl presente libro resiliencia urbana: una mirada académica desde el pacifico, es el resultado de proyectos de investigación liderada por estudiantes de último año del programa de arquitectura de la Universidad del Pacifico y la Fundación Universitaria de Popayán, que revelan las necesidades urbano arquitectónicas de ambas ciudades y sus zonas rurales, que a través de documentos académicos responden a estas problemáticas desde al campo de la arquitectura. Una ciudad resiliente es aquella que evalúa, planea y actúa para preparar y responder a todo tipo de obstáculos, ya sean repentinos o lentos de origen, esperados o inesperados. De esta forma, las ciudades están mejor preparadas para proteger y mejorar la vida de sus habitantes, para asegurar avances en el desarrollo, para fomentar un entorno en el cual se pueda invertir, y promover el cambio positivo (ONU, 2019)

Land- and water-based exercise intervention in women with fibromyalgia: the al-andalus physical activity randomised controlled trial

Background The al-Andalus physical activity intervention study is a randomised control trial to investigate the effectiveness of a land- and water-based exercise intervention for reducing the overall impact of fibromyalgia (primary outcome), and for improving tenderness and pain-related measures, body composition, functional capacity, physical activity and sedentary behaviour, fatigue, sleep quality, health-related quality of life, and cognitive function (secondary outcomes) in women with fibromyalgia. Methods/Design One hundred eighty women with fibromyalgia (age range: 35-65 years) will be recruited from local associations of fibromyalgia patients in Andalucía (Southern Spain). Patients will be randomly assigned to a usual care (control) group (n = 60), a water-based exercise intervention group (n = 60) or a land-based exercise intervention group (n = 60). Participants in the usual care group will receive general physical activity guidelines and participants allocated in the intervention groups will attend three non-consecutive training sessions (60 min each) per week during 24 weeks. Both exercise interventions will consist of aerobic, muscular strength and flexibility exercises. We will also study the effect of a detraining period (i.e., 12 weeks with no exercise intervention) on the studied variables. Discussion Our study attempts to reduce the impact of fibromyalgia and improve patients' health status by implementing two types of exercise interventions. Results from this study will help to assess the efficacy of exercise interventions for the treatment of fibromyalgia. If the interventions would be effective, this study will provide low-cost and feasible alternatives for health professionals in the management of fibromyalgia. La gestión de recursos humanos en las corporaciones locales

La literatura señala el importante papel que los trabajadores juegan en los resultados de una empresa y que las prácticas de gestión de recursos humanos pueden tener un efecto positivo sobre el rendimiento organizativo. Aunque esta realidad se ha estudiado ampliamente a nivel de empresa privada, lo cierto es que en el ámbito de la Administración Pública la investigación es más escasa, especialmente para corporaciones locales. Con el propósito de cubrir este hueco, este trabajo realiza un estudio de casos sobre nueve ayuntamientos de la Región de Murcia para analizar si una adecuada gestión de sus trabajadores influye en sus resultados a nivel organizativo, de trabajador y de prestación de servicios. La información obtenida aporta evidencia de que aquellos ayuntamientos que desarrollan prácticas de reclutamiento y selección, formación, evaluación del rendimiento y retribución teniendo en cuenta las necesidades de los puestos concretos a cubrir, el potencial de los empleados y su rendimiento, mejoran sus resultados

¿ES ÚTIL LA GESTIÓN DE LOS RECURSOS HUMANOS EN LOS AYUNTAMIENTOS?

¿Sirve de algo gestionar los recursos humanos en los ayuntamientos? En el momento de crisis actual, ¿está justificado el gasto en esta área? Aunque a nivel de empresa privada se ha estudiado ampliamente la inversión en gestión de recursos humanos, en el ámbito de la administración pública española la investigación es escasa. Para cubrir este hueco, este trabajo realiza un estudio sobre una muestra de 85 ayuntamientos españoles de más de 20.000 habitantes. Los análisis efectuados apoyan la idea de que efectivamente la adopción de ciertas prácticas de recursos humanos tiene un efecto positivo en los resultados de las corporaciones locales. De hecho, aunque hay prácticas que están muy reguladas por la normativa de la función pública se pueden gestionar de forma más eficiente sin colisionar con la legalidad vigente

Cabildo ciudadano sobre eutanasia: participación social en salud y formación ciudadana

El artículo describe la implementación del cabildo ciudadano sobre eutanasia en niños, niñas y adolescentes en Colombia. Se realizó un estudio cualitativo exploratorio, de tipo investigación-acción-participativa. En la primera fase se conformaron tres paneles: formador, implicados y ciudadanos, y se llevaron a cabo dos etapas de deliberación: formativa y pública. En la fase de análisis de contenido (orientada por preguntas dirigidas a los ciudadanos), se caracterizó al minipúblico involucrado. Se destaca como hallazgos centrales la transformación de la opinión de las y los ciudadanos participantes, así como de sus capacidades deliberativas, lo que permitió dar cuenta de la efectividad de la metodología para facilitar que las y los ciudadanos formulen recomendaciones consensuadas en temas complejos y contribuyan en procesos de formación en democracia y participación social en salud
