    Reconciling long-term cultural diversity and short-term collective social behavior

    An outstanding open problem is whether collective social phenomena occurring over short timescales can systematically reduce cultural heterogeneity in the long run, and whether offline and online human interactions contribute differently to the process. Theoretical models suggest that short-term collective behavior and long-term cultural diversity are mutually excluding, since they require very different levels of social influence. The latter jointly depends on two factors: the topology of the underlying social network and the overlap between individuals in multidimensional cultural space. However, while the empirical properties of social networks are well understood, little is known about the large-scale organization of real societies in cultural space, so that random input specifications are necessarily used in models. Here we use a large dataset to perform a high-dimensional analysis of the scientific beliefs of thousands of Europeans. We find that inter-opinion correlations determine a nontrivial ultrametric hierarchy of individuals in cultural space, a result unaccessible to one-dimensional analyses and in striking contrast with random assumptions. When empirical data are used as inputs in models, we find that ultrametricity has strong and counterintuitive effects, especially in the extreme case of long-range online-like interactions bypassing social ties. On short time-scales, it strongly facilitates a symmetry-breaking phase transition triggering coordinated social behavior. On long time-scales, it severely suppresses cultural convergence by restricting it within disjoint groups. We therefore find that, remarkably, the empirical distribution of individuals in cultural space appears to optimize the coexistence of short-term collective behavior and long-term cultural diversity, which can be realized simultaneously for the same moderate level of mutual influence

    Bottom up ethics - neuroenhancement in education and employment

    Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/Protective highlights counter normative consequences and opposes the use enhancers. The Individual/Proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern

    Social representations : the versatility of a concept

    This paper attempts to discuss the 'versatility' of the concept of social representations, in the context of the Anglo-saxon tradition of social psychological research. This is done by analysing some of the concept's internal features - what we call the 'openness' of the concept - along with the various ways in which it has been incorporated by other approaches within social psychology - bringing about what we call the 'closure' of the concept. It is suggested that the theory has provided a 'convenient social package' to social psychological perspectives historically criticized as being asocial. The use of pre-established methods and techniques combined with social representations theory provides a "safe" territory to do research, where one introduces something allegedly "novel", i.e. the social, and at the same time does not assume the full consequences of that novelty. We argue that while the very openness and flexibility of the concept might invite convenient combinations, these are usually achieved at a cost. The theoretical integrity of the concept is compromised, mainly by treating social representations as a technological answer to theoretical lacuna of other perspectives. The outcome is a premature epistemological closure of the concept, which disempowers its otherwise lively theoretical resources

    Geothermal energy and the public : a case study on deliberative citizens’ engagement in central Italy

    This paper reports on a case study on the citizens\u2019 engagement with developments towards the harnessing of geothermal energy in central Italy. The research has been conducted within the framework of a larger project on the feasibility of further geothermal developments in Italy, funded by the Italian government. The aims of the case study research were first to explore the role of public and stakeholder engagement in the processes of innovation in the geothermal energy sector. Second, to design, implement and consolidate a methodological framework for comparative analysis of case studies on citizens\u2019 engagement, thus bringing a social scientific perspective into geothermal energy research. The results show general support for renewable energy but knowledge and understanding of the potential of geothermal is remarkably low. Lack of trust in politics and unsure public communication emerged as prominent themes where the common good and community developments are sharply contrasted with corporate and private interests. As geothermal energy is included and encouraged under the European Strategic Energy Plan and in the Paris agreement on halting climate change, the results can make significant input into future policy making, by providing concrete guidelines on citizens\u2019 engagement in processes of culturally sustainable innovation

    Exploring public engagement with geothermal energy in southern Italy : a case study

    This paper presents the results of an assessment of public views on eventual geothermal energy development in Sicily. The research was carried out under a much wider research project, VIGOR, with the aim to explore the feasibility of geothermal energy utilization in southern Italy. This study has two primary objectives: (1) to explore the views and opinions of local communities regarding the potential of geothermal energy applications; (2) to contribute to the growing literature on public engagement with energy issues. In order to explore public views towards geothermal technologies, we conducted a case study using both qualitative and quantitative methods. Although Italy has enormous geological potential for geothermal energy production, levels of knowledge of this energy source amongst the public are low. The results indicate that the issue is shrouded in uncertainty and that the Sicilian public expresses a diffused lack of trust in decision-making processes. Taken together, these factors are likely to strongly impact eventual further developments in this sector. The results clearly show the need for further societal dialogue supported by a sound communication action strategy as the first stage in a public participation

    Neuroenhancements in the military: a mixed-method pilot study on attitudes of staff officers to ethics and rules

    Utilising science and technology to maximize human performance is often an essential feature of military activity. This can often be focused on mission success rather than just the welfare of the individuals involved. This tension has the potential to threaten the autonomy of soldiers and military physicians around the taking or administering of enhancement neurotechnologies (e.g., pills, neural implants, and neuroprostheses). The Hybrid Framework was proposed by academic researchers working in the U.S. context and comprises “rules” for military neuroenhancement (e.g., ensuring transparency and maintaining dignity of the warfighter). Integrating traditional bioethical perspectives with the unique requirements of the military environment, it has been referenced by military/government agencies tasked with writing official ethical frameworks. Our two-part investigation explored the ethical dimensions of military neuroenhancements with military officers – those most likely to be making decisions in this area in the future. In three workshops, structured around the Hybrid Framework, we explored what they thought about the ethical issues of enhancement neurotechnologies. From these findings, we conducted a survey (N = 332) to probe the extent of rule endorsement. Results show high levels of endorsement for a warfighter’s decision-making autonomy, but lower support for the view that enhanced warfighters would pose a danger to society after service. By examining the endorsement of concrete decision-making guidelines, we provide an overview of how military officers might, in practice, resolve tensions between competing values or higher-level principles. Our results suggest that the military context demands a recontextualisation of the relationship between military and civilian ethics
