Spillovers from Foreign Direct Investment in Central and Eastern Europe. An index for measuring a country’s potential to benefit from technology spillovers
In the paper, we construct a composite indicator to estimate the potential of four Central and Eastern European countries (the Czech Republic, Hungary, Poland and Slovakia) to benefit from productivity spillovers from foreign direct investment (FDI) in the manufacturing sector. Such transfers of technology are one of the main benefits of FDI for the host country, and should also be one of the main determinants of FDI incentives offered to investing multinationals by governments, but they are difficult to assess ex ante. For our composite index, we use six components to proxy the main channels and determinants of these spillovers. We have tried several weighting and aggregation methods, and we consider our results robust. According to the analysis of our results, between 2003 and 2007 all four countries were able to increase their potential to benefit from such spillovers, although there are large differences between them. The Czech Republic clearly has the most potential to benefit from productivity spillovers, while Poland has the least. The relative positions of Hungary and Slovakia depend to some extent on the exact weighting and aggregation method of the individual components of the index, but the differences are not large. These conclusions have important implication both the investment strategies of multinationals and government FDI policies

Interaction Between Hot Carrier Aging and PBTI Degradation in nMOSFETs: Characterization, Modelling and Lifetime Prediction
Modelling of the interaction between Hot Carrier Aging (HCA) and Positive Bias Temperature Instability (PBTI) has been considered as one of the main challenges in nanoscale CMOS circuit design. Previous works were mainly based on separate HCA and PBTI instead of Interacted HCA-PBTI Degradation (IHPD). The key advance of this work is to develop a methodology that enables accurate modelling of IHPD through understanding the charging/discharging and generation kinetics of different types of defects during the interaction between HCA and PBTI. It is found that degradation during alternating HCA and PBTI stress cannot be modelled by independent HCI/PBTI. Different stress sequence, i.e. HCA-PBTI-HCA and PBTI-HCA-PBTI, lead to completely different degradation kinetics. Based on the Cyclic Anti-neutralization Model (CAM), for the first time, IHPD has been accurately modelled for both short and long channel devices. Complex degradation mechanisms and kinetics can be well explained by our model. Our results show that device lifetime can be underestimated by one decade without considering interaction
A Novel Method for Remediation of PCBs in Weathered Coatings
Polychlorinated biphenyls (PCBs) are a group of synthetic aromatic compounds with the general formula C 12H1oCl that were historically used in industrial paints, caulking material and adhesives, as their properties enhanced structural integrity, reduced flammability and boosted antifungal properties. Although the United States Environmental Protection Agency (USEPA) has banned the manufacture of PCBs since 1979, they have been found in at least 500 of the 1,598 National Priorities List (Superfund) sites identified by the USEPA. Prior to the USEPA's ban on PCB production, PCBs were commonly used as additives in paints and asphalt-based adhesives that were subsequently applied to a variety of structures. Government facilities constructed as early as 1930 utilized PCB-containing binders or PCB-containing paints, which are now leaching into the environment and posing ecological and worker health concerns. To date, no definitive in situ, non-destructive method is available for the removal of PCBs found in weathered coatings or on painted structures/equipment. The research described in this paper involves the laboratory development and field-scale deployment of a new and innovative solution for the removal and destruction of PCBs found in painted structures or within the binding or caulking material on structures. The technology incorporates a Bimetallic Treatment System (BTS) that extracts and degrades only the PCBs found on the facilities, leaving the structure virtually unaltered
PAH Emission from Ultraluminous Infrared Galaxies
We explore the relationships between the Polycyclic Aromatic Hydrocarbon
(PAH) feature strengths, mid-infrared continuum luminosities, far-infrared
spectral slopes, optical spectroscopic classifications, and silicate optical
depths within a sample of 107 ULIRGs observed with the Infrared Spectrograph on
the Spitzer Space Telescope. The detected 6.2 micron PAH equivalent widths
(EQWs) in the sample span more than two orders of magnitude (0.006-0.8 micron),
and ULIRGs with HII-like optical spectra or steep far-infrared spectral slopes
(S_{25} / S_{60} < 0.2) typically have 6.2 micron PAH EQWs that are half that
of lower-luminosity starbursts. A significant fraction (~40-60%) of HII-like,
LINER-like, and cold ULIRGs have very weak PAH EQWs. Many of these ULIRGs also
have large (tau_{9.7} > 2.3) silicate optical depths. The far-infrared spectral
slope is strongly correlated with PAH EQW, but not with silicate optical depth.
In addition, the PAH EQW decreases with increasing rest-frame 24 micron
luminosity. We argue that this trend results primarily from dilution of the PAH
EQW by continuum emission from dust heated by a compact central source,
probably an AGN. High luminosity, high-redshift sources studied with Spitzer
appear to have a much larger range in PAH EQW than seen in local ULIRGs, which
is consistent with extremely luminous starburst systems being absent at low

Measurement of the quenching factor of Na recoils in NaI(Tl)
Measurements of the quenching factor for sodium recoils in a 5 cm diameter
NaI(Tl) crystal at room temperature have been made at a dedicated neutron
facility at the University of Sheffield. The crystal has been exposed to 2.45
MeV mono-energetic neutrons generated by a Sodern GENIE 16 neutron generator,
yielding nuclear recoils of energies between 10 and 100 keVnr. A cylindrical
BC501A detector has been used to tag neutrons that scatter off sodium nuclei in
the crystal. Cuts on pulse shape and time of flight have been performed on
pulses recorded by an Acqiris DC265 digitiser with a 2 ns sampling time.
Measured quenching factors of Na nuclei range from 19% to 26% in good agreement
with other experiments, and a value of 25.2 \pm 6.4% has been determined for 10
keV sodium recoils. From pulse shape analysis, the mean times of pulses from
electron and nuclear recoils have been compared down to 2 keVee. The
experimental results are compared to those predicted by Lindhard theory,
simulated by the SRIM Monte Carlo code, and a preliminary curve calculated by

Do Multinational enterprises push up wages of domestic firms in the Italian Manufacturing sector?
This paper analyzes the effects of foreign direct investment on wages paid by domestic firms in the Italian manufacturing sector over the period 2002–2007. In particular, the authors investigate the im-pact of multinational enterprises on wages paid by local firms which operate in the same industry, known and horizontal wage spillovers, or have linkages with multinational enterprises in both downstream and upstream industries, known as vertical wage spillovers. By using a large panel dataset, consisting of 551,000 observations, the authors find evidence of wage spillovers only at inter-industry level and, more specifically, for those firms who supply their goods to multinational enterprises, described as backward wage spillovers. Moreover, findings suggest that the wage spillover effect is strongly affected by the technological gap between local and foreign firms: only workers employed in domestic firms with a low-medium technological absorptive capacity seem to benefit from the presence of multinational enterprises in terms of higher wages

Early warning scores for sepsis identification and prediction of in‐hospital mortality in adults with sepsis: A systematic review and meta‐analysis
Aim
The early warning scores (EWS), quick Sequential Organ Failure Assessment (qSOFA) and systemic inflammatory response syndrome (SIRS) criteria have been proposed as sepsis screening tools. This review aims to summarise and compare the performance of EWS with the qSOFA and SIRS criteria for predicting sepsis diagnosis and in‐hospital mortality in patients with sepsis.
Design
A systematic review with meta‐analysis.
Review Methods
Seven databases were searched from January 1, 2016 until March 10, 2022. Study quality was assessed using the Quality Assessment of Diagnostic Accuracy Studies 2 tool. Sensitivity, specificity, likelihood ratios and diagnostic odd ratios were pooled by using the bivariate random effects model. Overall performance was summarised by using the hierarchical summary receiver–operating characteristics curve. This paper adhered to the Preferred Reporting Items for Systematic Reviews and Meta‐Analyses of Diagnostic Test Accuracy Studies (PRISMA‐DTA) guidelines.
Results
Ten studies involving 52,474 subjects were included in the review. For predicting sepsis diagnosis, the pooled sensitivity of EWS (65%, 95% CI: 55, 75) was similar to SIRS ≥2 (70%, 95% CI: 49, 85) and higher than qSOFA ≥2 (37%, 95% CI: 20, 59). The pooled specificity of EWS (77%, 95% CI: 64, 86) was higher than SIRS ≥2 (62%, 95% CI: 41, 80) but lower than qSOFA ≥2 (94%, 95% CI: 86, 98). Results were similar for the secondary outcome of in‐hospital mortality.
Conclusions
Although no one scoring system had both high sensitivity and specificity, the EWS had at least equivalent values in most measures of diagnostic accuracy compared with SIRS or qSOFA.
Implications for the profession
Healthcare systems in which EWS is already in place should consider whether there is any clinical benefit in adopting qSOFA or SIRS
Spatial Separation of the 3.29 micron Emission Feature and Associated 2 micron Continuum in NGC 7023
We present a new 0.9" resolution 3.29 micron narrowband image of the
reflection nebula NGC 7023. We find that the 3.29 micron IEF in NGC 7023 is
brightest in narrow filaments NW of the illuminating star. These filaments have
been seen in images of K', molecular hydrogen emission lines, the 6.2 and 11.3
micron IEFs, and HCO+. We also detect 3.29 micron emission faintly but
distinctly between the filaments and the star. The 3.29 micron image is in
contrast to narrowband images at 2.09, 2.14, and 2.18 micron, which show an
extended emission peak midway between the filaments and the star, and much
fainter emission near the filaments. The [2.18]-[3.29] color shows a wide
variation, ranging from 3.4-3.6 mag at the 2 micron continuum peak to 5.5 mag
in the filaments. We observe [2.18]-[3.29] to increase smoothly with increasing
distance from the star, up until the filament, suggesting that the main
difference between the spatial distributions of the 2 micron continuum and the
the 3.29 micron emission is related to the incident stellar flux. Our result
suggests that the 3.29 micron IEF carriers are likely to be distinct from, but
related to, the 2 micron continuum emitters. Our finding also imply that, in
NGC 7023, the 2 micron continuum emitters are mainly associated with HI, while
the 3.29 micron IEF carriers are primarily found in warm molecular hydrogen,
