    Canadian province-building : the state as educator and entrepreneur in Alberta

    This study provides an account and analysis of the development of systems of educational provision In capitalist democracies, especially in connection with the social origin and relative autonony of those systems. Using the case study of Athabasca University, a Canadian distance-education institution in the province of Alberta, the study is a critical work of historical sociology, in which the shifting social role of a system of educational provision during two transitions of a regional political economy is analyzed. Comparative observations are made in reference to other systems of educational provision and organizations, in particular the training department of a large Company based In the same region as the Unversity. The study explores the social origin and relative autonomy of systems of educational provision In relation to educational ideologies, which are themselves associated with social ideologies. Pierre Bourdieu's theoretical construction of "fields of power'' allows for a consideration of power as a relational phenomenon in the study. In other words, power is understood as being exercised in a way that simultaneously takes account of the power of other actors and groups. Fields of power also allow for an analysis of power as it is exercised at various levels of organizations and within society. The study is organized in two phases. First, an account is developed of the historical period in which the Unlversity and the Company were created, but especially the period of establishment for the Unlversity, 1970 - 75. Conclusions are offered concerning the causal associations between the historical antecedents that gave rise to the two organlzations. It is argued that both the University and the Company were established In part to enact the AIberta government's efforts to enhance Its powers within the Canadian federation (a process called province-building), The second phase is concerned with a more recent period of three years, 1993 - 95. By this time, province-building was not as significant a concern for policy-makers, and the organizational responses of the University and the Company reflected this shift. A divergence of practice is observed at the University and the Company, with actors at the Company encouraging the development of collectivist values for employees, while at the University no such overt strategy was followed, The study concludes that a consumerist model of education developed by the University in 1970 - 75 and expanded In 1993 - 95 contributed significantly to the institution's social origin and relative autonomy. The model was used as an Ideology in the earlier period and as a strategy In the later one, serving to forestall the institution's closure during both periods of crisis, though Ieading to ambiguous social outcomes. A consumerist model may on the one hand be progressive in that expanded access to educational opportunities is made possible. On the other hand, the consumerist model will tend increasingly to provide educational services to those social segments that already have access to educational opportunities

    Changes in Public Opinion After A Public-Deliberation Event

    This paper addresses a question related to the increasing interest in using new methods for aspiring to the democratic ideal of public involvement in governance. Previous research has examined the influence of jury deliberation in the justice system and found an increase in and reinforcement of civic attitudes about citizenship for jury deliberators themselves but not for the larger public. This paper reports on public opinion before and after a public-deliberation event (“Citizen Panel”) in a major Canadian city. A randomly selected group of 5,000 citizens were asked about (a) the value of public deliberation for gathering informed input into major decisions to be made by the municipal government, and (b) the substantive issues that were discussed in the Citizen Panel. Respondents’ willingness to participate in a future public-deliberation event increased in strength from the pre- to post-survey, suggesting that citizens who gained knowledge about the purposes and goals of public deliberation were more likely to be willing to participate.Key words: Citizen Opinion; Citizen Panel; Public Deliberation; Public Involvemen

    Impact of COVID-19 on the self-reported physical activity of people with complete thoracic spinal cord injury full-time manual wheelchair users

The main goal of this study was to analyze the differences in self-reported physical activity of people with complete spinal cord injuries between the time prior to the COVID-19 lockdown and the lockdown period itself. Methods A sample of 20 participants with complete thoracic spinal cord injuries completed the Physical Activity Scale for Individuals with Physical Disabilities before and during the COVID-19 lockdown. Results The results showed differences between the pre-lockdown and lockdown measurements in total self-reported PA (z=−3.92; P<0.001; d=1.28), recreational PA (z=−3.92; P<0.001; d=1.18) and occupational PA (z=−2.03; P=0.042; d=0.55). Nevertheless, no differences were found in housework PA between the two time periods. Furthermore, the results showed differences in total minutes (z=−3.92; P<0.001; d=1.75), minutes spent on recreational activities (z=−3.82; P<0.001; d=1.56) and minutes spent on occupational activities (z=−2.032; P=0.042; d=0.55) of moderate/vigorous intensity. Conclusions Individuals with thoracic spinal cord injuries who were full-time manual wheelchair users displayed lower levels of PA during the pandemic than in the pre-pandemic period. The results suggest that the prohibition and restrictions on carrying out recreational and/or occupational activities are the main reasons for this inactivity. Physical activity promotion strategies should be implemented within this population to lessen the effects of this physical inactivity stemming from the COVID-19 pandemic.This work was supported by the Fundació la Marató de la TV3 under [grant number 201720-10]

    Encouraging People with Spinal Cord Injury to Take Part in Physical Activity in the COVID-19 Epidemic through the mHealth ParaSportAPP

Objective: The main objective of this study was to analyze the effect of the ParaSportAPP on different physical and psychological variables in people with paraplegia. Methods: Fourteen of these subjects made up the final sample. All the participants performed two pre-tests (control period) and a post-test with 8 months between the evaluations (COVID-19 broke out between pre-test 2 and the post-test). The ParaSportAPP was installed on their smartphones when they performed pre-test 2. The same tests were performed in the same order in all the evaluations: (i) the questionnaires PASIPD, HADS, RS-25; SCIM III and AQoL-8D, (ii) respiratory muscle strength, (iii) spirometry and (iv) cardiopulmonary exercise test. Results: The results showed no differences in any of the variables studied between the measurement times. Conclusions: Although none of the variables experienced improvements, the ParaSportAPP mobile application was able to lessen the impact of the pandemic on the variables studied.This work was supported by the Fundació la Marató de la TV3 under grant number 201720-10

    GRB 091127: The cooling break race on magnetic fuel

    Using high-quality, broad-band afterglow data for GRB 091127, we investigate the validity of the synchrotron fireball model for gamma-ray bursts, and infer physical parameters of the ultra-relativistic outflow. We used multi-wavelength follow-up observations obtained with GROND and the XRT onboard the Swift satellite. The resulting afterglow light curve is of excellent accuracy, and the spectral energy distribution is well-sampled over 5 decades in energy. These data present one of the most comprehensive observing campaigns for a single GRB afterglow and allow us to test several proposed emission models and outflow characteristics in unprecedented detail. Both the multi-color light curve and the broad-band SED of the afterglow of GRB 091127 show evidence of a cooling break moving from high to lower energies. The early light curve is well described by a broken power-law, where the initial decay in the optical/NIR wavelength range is considerably flatter than at X-rays. Detailed fitting of the time-resolved SED shows that the break is very smooth with a sharpness index of 2.2 +- 0.2, and evolves towards lower frequencies as a power-law with index -1.23 +- 0.06. These are the first accurate and contemporaneous measurements of both the sharpness of the spectral break and its time evolution. The measured evolution of the cooling break (nu_c propto t^-1.2) is not consistent with the predictions of the standard model, wherein nu_c propto t^-0.5 is expected. A possible explanation for the observed behavior is a time dependence of the microphysical parameters, in particular the fraction of the total energy in the magnetic field epsilon_B. This conclusion provides further evidence that the standard fireball model is too simplistic, and time-dependent micro-physical parameters may be required to model the growing number of well-sampled afterglow light curves.Comment: accepted to A&A, 13 pages, 5 figure

    Glycosylated clusterin species facilitate Aβ toxicity in human neurons

This work was supported by AstraZeneca as part of a CASE studentship and the Valat-Jones Foundation (Nigel and Françoise Jones).Clusterin (CLU) is one of the most significant genetic risk factors for late onset Alzheimer’s disease (AD). However, the mechanisms by which CLU contributes to AD development and pathogenesis remain unclear. Studies have demonstrated that the trafficking and localisation of glycosylated CLU proteins is altered by CLU-AD mutations and amyloid-β (Aβ), which may contribute to AD pathogenesis. However, the roles of non-glycosylated and glycosylated CLU proteins in mediating Aβ toxicity have not been studied in human neurons. iPSCs with altered CLU trafficking were generated following the removal of CLU exon 2 by CRISPR/Cas9 gene editing. Neurons were generated from control (CTR) and exon 2 −/− edited iPSCs and were incubated with aggregated Aβ peptides. Aβ induced changes in cell death and neurite length were quantified to determine if altered CLU protein trafficking influenced neuronal sensitivity to Aβ. Finally, RNA-Seq analysis was performed to identify key transcriptomic differences between CLU exon 2 −/− and CTR neurons. The removal of CLU exon 2, and the endoplasmic reticulum (ER)-signal peptide located within, abolished the presence of glycosylated CLU and increased the abundance of intracellular, non-glycosylated CLU. While non-glycosylated CLU levels were unaltered by Aβ25–35 treatment, the trafficking of glycosylated CLU was altered in control but not exon 2 −/− neurons. The latter also displayed partial protection against Aβ-induced cell death and neurite retraction. Transcriptome analysis identified downregulation of multiple extracellular matrix (ECM) related genes in exon 2 −/− neurons, potentially contributing to their reduced sensitivity to Aβ toxicity. This study identifies a crucial role of glycosylated CLU in facilitating Aβ toxicity in human neurons. The loss of these proteins reduced both, cell death and neurite damage, two key consequences of Aβ toxicity identified in the AD brain. Strikingly, transcriptomic differences between exon 2 −/− and control neurons were small, but a significant and consistent downregulation of ECM genes and pathways was identified in exon 2 −/− neurons. This may contribute to the reduced sensitivity of these neurons to Aβ, providing new mechanistic insights into Aβ pathologies and therapeutic targets for AD.Peer reviewe

    Design of a deployable helix antenna at L-Band for a 1-Unit CubeSat: from theoretical analysis to flight model results

    The 3Cat-4 mission aims at demonstrating the capabilities of a CubeSat to perform Earth Observation (EO) by integrating a combined GNSS-R and Microwave Radiometer payload into a 1-Unit CubeSat. One of the greatest challenges is the design of an antenna that respects the 1-Unit CubeSat envelope while operating at the different frequency bands: Global Positioning System (GPS) L1 and Galileo E1 band (1575 MHz), GPS L2 band (1227 MHz), and the microwave radiometry band (1400–1427 MHz). Moreover, it requires between 8 and 12 dB of directivity depending on the band whilst providing at least 10 dB of front-to-back lobe ratio in L1 and L2 GPS bands. After a trade-off analysis on the type of antenna that could be used, a helix antenna was found to be the most suitable option to comply with the requirements, since it can be stowed during launch and deployed once in orbit.     Spitzer 24 um Survey for Dust Disks around Hot White Dwarfs

    Two types of dust disks around white dwarfs (WDs) have been reported: small dust disks around cool metal-rich WDs consisting of tidally disrupted asteroids, and a large dust disk around the hot central WD of the Helix planetary nebula (PN) possibly produced by collisions among Kuiper Belt-like objects. To search for more dust disks of the latter type, we have conducted a Spitzer MIPS 24 um survey of 71 hot WDs or pre-WDs, among which 35 are central stars of PNe (CSPNs). Nine of these evolved stars are detected and their 24 um flux densities are at least two orders of magnitude higher than their expected photospheric emission. Considering the bias against detection of distant objects, the 24 um detection rate for the sample is >~15%. It is striking that seven, or ~20%, of the WD and pre-WDs in known PNe exhibit 24 um excesses, while two, or 5-6%, of the WDs not in PNe show 24 um excesses and they have the lowest 24 um flux densities. We have obtained follow-up Spitzer IRS spectra for five objects. Four show clear continuum emission at 24 um, and one is overwhelmed by a bright neighboring star but still show a hint of continuum emission. In the cases of WD 0950+139 and CSPN K1-22, a late-type companion is present, making it difficult to determine whether the excess 24 um emission is associated with the WD or its red companion.     Robust evidence for bats as reservoir hosts is lacking in most African virus studies : a review and call to optimize sampling and conserve bats

Supplementary material is available online [223].Africa experiences frequent emerging disease outbreaks among humans, with bats often proposed as zoonotic pathogen hosts. We comprehensively reviewed virus–bat findings from papers published between 1978 and 2020 to evaluate the evidence that African bats are reservoir and/or bridging hosts for viruses that cause human disease. We present data from 162 papers (of 1322) with original findings on (1) numbers and species of bats sampled across bat families and the continent, (2) how bats were selected for study inclusion, (3) if bats were terminally sampled, (4) what types of ecological data, if any, were recorded and (5) which viruses were detected and with what methodology. We propose a scheme for evaluating presumed virus–host relationships by evidence type and quality, using the contrasting available evidence for Orthoebolavirus versus Orthomarburgvirus as an example. We review the wording in abstracts and discussions of all 162 papers, identifying key framing terms, how these refer to findings, and how they might contribute to people’s beliefs about bats. We discuss the impact of scientific research communication on public perception and emphasize the need for strategies that minimize human–bat conflict and support bat conservation.
