    Critical Race Theory and Education: racism and anti-racism in educational theory and praxis

    What is Critical Race Theory (CRT) and what does it offer educational researchers and practitioners outside the US? This paper addresses these questions by examining the recent history of antiracist research and policy in the UK. In particular, the paper argues that conventional forms of antiracism have proven unable to keep pace with the development of increasingly racist and exclusionary education polices that operate beneath a veneer of professed tolerance and diversity. In particular, contemporary antiracism lacks clear statements of principle and theory that risk reinventing the wheel with each new study; it is increasingly reduced to a meaningless slogan; and it risks appropriation within a reformist “can do” perspective dominated by the de-politicized and managerialist language of school effectiveness and improvement. In contrast, CRT offers a genuinely radical and coherent set of approaches that could revitalize critical research in education across a range of inquiries, not only in self-consciously "multicultural" studies. The paper reviews the developing terrain of CRT in education, identifying its key defining elements and the conceptual tools that characterise the work. CRT in education is a fast changing and incomplete project but it can no longer be ignored by the academy beyond North America

    Towards an ecology of participation: Process philosophy and co-creation of higher education curricula

    This article brings together the authors' previous work on co-created curricula (Bovill et al., 2011; Bovill, 2013a; Bovill, 2014) and on partnership and ethics (Taylor and Robinson, 2014; Taylor, 2015), to develop the concept of co-created curricula as an ecology of participation. In doing so, it deploys Alfred North Whitehead’s process philosophy to formulate a new way of considering co-creation in the curriculum and co-creation of the curriculum in higher education. Two empirical examples are used to illuminate what such an approach offers. From this, we outline three dimensions of an ecology of participation: a process of becoming which recasts subjectivity; acting well in relation which enacts concern; and an orientation to harmony in which difference in equality is valued. The contribution of the article is twofold: first, the concept of an ecology of participation takes forward current thinking on higher education curricula and partnership ethics; second, its use of process philosophy provides a new lens to consider co-creation in the curriculum and co-creation of the curriculum

    Education policy as an act of white supremacy: whiteness, critical race theory and education reform

    The paper presents an empirical analysis of education policy in England that is informed by recent developments in US critical theory. In particular, I draw on ‘whiteness studies’ and the application of Critical Race Theory (CRT). These perspectives offer a new and radical way of conceptualising the role of racism in education. Although the US literature has paid little or no regard to issues outside North America, I argue that a similar understanding of racism (as a multifaceted, deeply embedded, often taken-for-granted aspect of power relations) lies at the heart of recent attempts to understand institutional racism in the UK. Having set out the conceptual terrain in the first half of the paper, I then apply this approach to recent changes in the English education system to reveal the central role accorded the defence (and extension) of race inequity. Finally, the paper touches on the question of racism and intentionality: although race inequity may not be a planned and deliberate goal of education policy neither is it accidental. The patterning of racial advantage and inequity is structured in domination and its continuation represents a form of tacit intentionality on the part of white powerholders and policy makers. It is in this sense that education policy is an act of white supremacy. Following others in the CRT tradition, therefore, the paper’s analysis concludes that the most dangerous form of ‘white supremacy’ is not the obvious and extreme fascistic posturing of small neonazi groups, but rather the taken-for-granted routine privileging of white interests that goes unremarked in the political mainstream

    Search for continuous gravitational wave emission from the Milky Way center in O3 LIGO--Virgo data

    We present a directed search for continuous gravitational wave (CW) signals emitted by spinning neutron stars located in the inner parsecs of the Galactic Center (GC). Compelling evidence for the presence of a numerous population of neutron stars has been reported in the literature, turning this region into a very interesting place to look for CWs. In this search, data from the full O3 LIGO--Virgo run in the detector frequency band [10,2000] Hz[10,2000]\rm~Hz have been used. No significant detection was found and 95%\% confidence level upper limits on the signal strain amplitude were computed, over the full search band, with the deepest limit of about 7.6×10−267.6\times 10^{-26} at ≃142 Hz\simeq 142\rm~Hz. These results are significantly more constraining than those reported in previous searches. We use these limits to put constraints on the fiducial neutron star ellipticity and r-mode amplitude. These limits can be also translated into constraints in the black hole mass -- boson mass plane for a hypothetical population of boson clouds around spinning black holes located in the GC.Comment: 25 pages, 5 figure

    Promoting and marginalising young children’s social and emotional experiences through SEL

    This paper raises questions about social and emotional learning (SEL) as a facilitator of all children’s social, emotional and behavioural skills. Drawing on qualitative data, in the form of group and individual interviews with a range of primary school and early years staff members across four case studies, the findings indicate that children’s social and emotional behaviours linked to social class, gender and ethnicity were targeted through SEL, revealing a propensity for staff to endorse a normative model of experiences for young children. By clarifying some of the concerns around such monist approaches to SEL, I make the case for an agonistic model (Mouffe, 2005), that not only embraces difference and contestation, but uses them as a focus for learning

    Search for subsolar-mass binaries in the first half of Advanced LIGO’s and Advanced Virgo’s third observing run

    We report on a search for compact binary coalescences where at least one binary component has a mass between 0.2 M_\odot and 1.0 M_\odot in Advanced LIGO and Advanced Virgo data collected between 1 April 2019 1500 UTC and 1 October 2019 1500 UTC. We extend previous analyses in two main ways: we include data from the Virgo detector and we allow for more unequal mass systems, with mass ratio q \geq 0.1. We do not report any gravitational-wave candidates. The most significant trigger has a false alarm rate of 0.14 \mathrm{yr}^-1. This implies an upper limit on the merger rate of subsolar binaries in the range [220–24200] \mathrm{Gpc}^{-3} \, \mathrm{yr}^{-1}, depending on the chirp mass of the binary. We use this upper limit to derive astrophysical constraints on two phenomenological models that could produce subsolar-mass compact objects. One is an isotropic distribution of equal-mass primordial black holes. Using this model, we find that the fraction of dark matter in primordial black holes is f_\mathrm{PBH}\equiv \Omega_\mathrm{PBH}/\Omega_\mathrm{DM}\lesssim 6\%. The other is a dissipative dark matter model, in which fermionic dark matter can collapse and form black holes. The upper limit on the fraction of dark matter black holes depends on the minimum mass of the black holes that can be formed: the most constraining result is obtained at M_\mathrm{min}=1 M_\odot, where f_\mathrm{DBH}\equiv \Omega_\mathrm{PBH}/\Omega_\mathrm{DM}\lesssim 0.003\%. These are the tightest limits on spinning subsolar-mass binaries to date

    All-sky search for gravitational wave emission from scalar boson clouds around spinning black holes in LIGO O3 data

    This paper describes the first all-sky search for long-duration, quasimonochromatic gravitational-wave signals emitted by ultralight scalar boson clouds around spinning black holes using data from the third observing run of Advanced LIGO. We analyze the frequency range from 20 to 610 Hz, over a small frequency derivative range around zero, and use multiple frequency resolutions to be robust towards possible signal frequency wanderings. Outliers from this search are followed up using two different methods, one more suitable for nearly monochromatic signals, and the other more robust towards frequency fluctuations. We do not find any evidence for such signals and set upper limits on the signal strain amplitude, the most stringent being ≈10−25 at around 130 Hz. We interpret these upper limits as both an “exclusion region” in the boson mass/black hole mass plane and the maximum detectable distance for a given boson mass, based on an assumption of the age of the black hole/boson cloud system
