Toward projectified environmental governance?
Projects are often praised for their efficiency, responsiveness to local context, and capacity to spur innovation, especially in comparison to more permanent organizations. Projects – crosscutting organizational forms chartered to advance well-defined objectives during a specified period of time – have been a staple organizational form in the private sector, but only recently have scholars started to evaluate their relevance to governance within developed economies. In this paper, we explore projectification – i.e. expanded reliance on temporally bounded organizations – as a conceptual frame to advance understanding of environmental governance and as an empirical vehicle to incorporate temporal scales into a literature that has largely been focused on questions of spatial scale and levels of social organization. Through a case study of the United States Department of Agriculture’s recently created Regional Conservation Partnership Program, we critically assess the concept of projectification. Based on interviews with key policy analysts and administrators and a review of policy documents, we critically evaluate prospects for project forms to empower local actors, produce new knowledge, and disrupt the policy field.Peer reviewe
Valley filter and valley valve in graphene
It is known that the lowest propagating mode in a narrow ballistic ribbon of
graphene may lack the twofold valley degeneracy of higher modes. Depending on
the crystallographic orientation of the ribbon axis, the lowest mode mixes both
valleys or lies predominantly in a single valley (chosen by the direction of
propagation). We show, using a tight-binding model calculation, that a
nonequilibrium valley polarization can be realized in a sheet of graphene, upon
injection of current through a ballistic point contact with zigzag edges. The
polarity can be inverted by local application of a gate voltage to the point
contact region. Two valley filters in series may function as an
electrostatically controlled ``valley valve'', representing a
zero-magnetic-field counterpart to the familiar spin valve.Comment: RevTeX, 4 pages, 5 figure

Приведены статистические данные о количестве, причинах и характере повреждений подземных волоконно-оптических линий связи, которые являются основой транспортной телекоммуникационной первичной сети на примере Донецкой и Луганской областей за период с 2001 по 2010 годы. Сравнение значений этих характеристик со значениями аналогичных параметров за 2001—2005 гг. позволяет разработать рекомендации по повышению надежности телекоммуникационных сетей.В роботі наведено статистичні дані про кількість, причини та характер пошкоджень підземних волоконно-оптичних ліній зв’язку, які є основою транспортної телекомунікаційної первинної мережі, на прикладі Донецької та Луганської областей за період з 2001 по 2010 рр. Порівняння значень цих характеристик із значеннями аналогічних характеристик за 2001—2005 рр. дозволяє розробити рекомендації по підвищенню надійності телекомунікаціїйних мереж.The paper presents statistical data on the number, nature and causes of the damage to underground fiber-optic communication lines, on which the transport telecommunication primary network is based, using an example of Donetsk and Lugansk regions for the period between 2001 and 2010. Comparison of these characteristics with the values of similar parameters over 2001—2005 allows to develop recommendations for the improvement of the reliability of telecommunication networks
Primordial magnetic fields at preheating
Using lattice techniques we investigate the generation of long range
cosmological magnetic fields during a cold electroweak transition. We will show
how magnetic fields arise, during bubble collisions, in the form of magnetic
strings. We conjecture that these magnetic strings originate from the alignment
of magnetic dipoles associated with EW sphaleron-like configurations. We also
discuss the early thermalisation of photons and the turbulent behaviour of the

Genetic and biochemical analyses of chromosome and plasmid gene homologues encoding ICL and ArCP domains in Vibrioanguillarum strain 775
Anguibactin, the siderophore produced by Vibrio anguillarum 775 is synthesized from 2,3-dihydroxybenzoic acid (DHBA), cysteine and hydroxyhistamine via a nonribosomal peptide synthetase (NRPS) mechanism. Most of the genes encoding anguibactin biosynthetic proteins are harbored by the pJM1 plasmid. In this work we report the identification of a homologue of the plasmid-encoded angB on the chromosome of strain 775. The product of both genes harbor an isochorismate lyase (ICL) domain that converts isochorismic acid to 2,3-dihydro-2,3-dihydroxybenzoic acid, one of the steps of DHBA synthesis. We show in this work that both ICL domains are functional in the production of DHBA in V. anguillarum as well as in E. coli. Substitution by alanine of the aspartic acid residue in the active site of both ICL domains completely abolishes their isochorismate lyase activity in vivo. The two proteins also carry an aryl carrier protein (ArCP) domain. In contrast with the ICL domains only the plasmid encoded ArCP can participate in anguibactin production as determined by complementation analyses and site-directed mutagenesis in the active site of the plasmid encoded protein, S248A. The site-directed mutants, D37A in the ICL domain and S248A in the ArCP domain of the plasmid encoded AngB were also tested in vitro and clearly show the importance of each residue for the domain function and that each domain operates independently.
Mechanism of action of probiotics
The modern diet doesn't provide the required amount of beneficial bacteria. Maintenance of a proper microbial ecology in the host is the main criteria to be met for a healthy growth. Probiotics are one such alternative that are supplemented to the host where by and large species of Lactobacillus, Bifidobacterium and Saccharomyces are considered as main probiotics. The field of probiotics has made stupendous strides though there is no major break through in the identification of their mechanism of action. They exert their activity primarily by strengthening the intestinal barrier and immunomodulation. The main objective of the study was to provide a deep insight into the effect of probiotics against the diseases, their applications and proposed mechanism of action
Multiple reassortment events in the evolutionary history of H1N1 influenza A virus since 1918
The H1N1 subtype of influenza A virus has caused substantial morbidity and mortality in humans, first documented in the global pandemic of 1918 and continuing to the present day. Despite this disease burden, the evolutionary history of the A/H1N1 virus is not well understood, particularly whether there is a virological basis for several notable epidemics of unusual severity in the 1940s and 1950s. Using a data set of 71 representative complete genome sequences sampled between 1918 and 2006, we show that segmental reassortment has played an important role in the genomic evolution of A/H1N1 since 1918. Specifically, we demonstrate that an A/H1N1 isolate from the 1947 epidemic acquired novel PB2 and HA genes through intra-subtype reassortment, which may explain the abrupt antigenic evolution of this virus. Similarly, the 1951 influenza epidemic may also have been associated with reassortant A/H1N1 viruses. Intra-subtype reassortment therefore appears to be a more important process in the evolution and epidemiology of H1N1 influenza A virus than previously realized
Quantum and classical confinement of resonant states in a trilayer graphene Fabry-Pérot interferometer
The advent of few-layer graphene has given rise to a new family of two-dimensional systems with emergent electronic properties governed by relativistic quantum mechanics. The multiple carbon sublattices endow the electronic wavefunctions with pseudospin, a lattice analogue of the relativistic electron spin, whereas the multilayer structure leads to electric-field-effect tunable electronic bands. Here we use these properties to realize giant conductance oscillations in ballistic trilayer graphene Fabry-Pérot interferometers, which result from phase coherent transport through resonant bound states beneath an electrostatic barrier. We confine these states by selectively decoupling them from the leads, resulting in transport via non-resonant states and suppression of the giant oscillations. The confinement is achieved both classically, by manipulating quasiparticle momenta with a magnetic field, and quantum mechanically, by locally varying the pseudospin character of the carrier wavefunctions. Our results illustrate the unique potential of trilayer graphene as a versatile platform for electron optics and pseudospintronics.United States. Magnetoresistance through a single molecule
The use of single molecules to design electronic devices is an extremely
challenging and fundamentally different approach to further downsizing
electronic circuits. Two-terminal molecular devices such as diodes were first
predicted [1] and, more recently, measured experimentally [2]. The addition of
a gate then enabled the study of molecular transistors [3-5]. In general terms,
in order to increase data processing capabilities, one may not only consider
the electron's charge but also its spin [6,7]. This concept has been pioneered
in giant magnetoresistance (GMR) junctions that consist of thin metallic films
[8,9]. Spin transport across molecules, i.e. Molecular Spintronics remains,
however, a challenging endeavor. As an important first step in this field, we
have performed an experimental and theoretical study on spin transport across a
molecular GMR junction consisting of two ferromagnetic electrodes bridged by a
single hydrogen phthalocyanine (H2Pc) molecule. We observe that even though
H2Pc in itself is nonmagnetic, incorporating it into a molecular junction can
enhance the magnetoresistance by one order of magnitude to 52%.Comment: To appear in Nature Nanotechnology. Present version is the first

Accurate masses and radii of normal stars: modern results and applications
This paper presents and discusses a critical compilation of accurate,
fundamental determinations of stellar masses and radii. We have identified 95
detached binary systems containing 190 stars (94 eclipsing systems, and alpha
Centauri) that satisfy our criterion that the mass and radius of both stars be
known to 3% or better. To these we add interstellar reddening, effective
temperature, metal abundance, rotational velocity and apsidal motion
determinations when available, and we compute a number of other physical
parameters, notably luminosity and distance. We discuss the use of this
information for testing models of stellar evolution. The amount and quality of
the data also allow us to analyse the tidal evolution of the systems in
considerable depth, testing prescriptions of rotational synchronisation and
orbital circularisation in greater detail than possible before. The new data
also enable us to derive empirical calibrations of M and R for single (post-)
main-sequence stars above 0.6 M(Sun). Simple, polynomial functions of T(eff),
log g and [Fe/H] yield M and R with errors of 6% and 3%, respectively.
Excellent agreement is found with independent determinations for host stars of
transiting extrasolar planets, and good agreement with determinations of M and
R from stellar models as constrained by trigonometric parallaxes and
spectroscopic values of T(eff) and [Fe/H]. Finally, we list a set of 23
interferometric binaries with masses known to better than 3%, but without
fundamental radius determinations (except alpha Aur). We discuss the prospects
