    A critical review of the formation of mono- and dicarboxylated metabolic intermediates of alkylphenol polyethoxylates during wastewater treatment and their environmental significance

Copyright @ 2010 Taylor & Francis.Alkylphenoxyacetic acids, the metabolic biodegradation products of alkylphenol ethoxylates, are commonly found in wastewaters and sewage effluents. These persistent hydrophilic derivatives possess intrinsic estrogenic activity, which can mimic natural hormones. Their concentrations increase through the sewage treatment works as a result of biodegradation and biotransformation, and when discharged can disrupt endocrine function in fish. These acidic metabolites represent the dominant alkylphenolic compounds found in wastewater effluent and their presence is cause for concern as, potentially, through further biotransformation and biodegradation, they can act as sources of nonylphenol, which is toxic and estrogenic. The authors aim to assess the mechanisms of formation as well as elimination of alkylphenoxyacetic acids within conventional sewage treatment works with the emphasis on the activated sludge process. In addition, they evaluate the various factors influencing their degradation and formation in laboratory scale and full-scale systems. The environmental implications of these compounds are considered, as is the need for tertiary treatment processes for their removal

    Energy policy under austerity localism: what role for local authorities?

    In the UK, local authorities (LAs) have been placed at the forefront of domestic energy-reduction strategies as the responsible actors for coordinating policy in this sector. Yet, there has been little research regarding the role of LAs in this policy agenda, and their abilities to bring together stakeholders in the successful design and implementation of strategies to reduce energy demands. The paper aims to fill this gap by highlighting the relevance and importance of the energy policy sphere to local government studies, building on the idea of resilient LAs within the context of tensions between the localism agenda and the actual implementation of energy efficiency polices. This is achieved through multiple rounds of semi-structured interviews with LA officers. Our findings reveal that LAs, operating under a localism agenda, lack the freedoms and resources from central government to meet the needs of multiple stakeholders, resorting to short-term policies

    Abstract Technical energy models operate within social systems and those that perform particular social as well as technical functions are more likely to be used. We illustrate this with the example of the MARKAL energy system model in the UK, a model that is also widely used internationally. In the UK, MARKAL modelling has a long history helping underpin government energy and climate policy. We trace the use of the model from its initial development in the mid-1970s to the present day, highlighting attributes that contribute to its role as a successful ‘boundary object’ for different but interconnecting energy policy communities. We suggest that changing images of the energy policy problem have enabled MARKAL to shift from an initial role in identifying technologies to reduce oil dependency to playing a key role in target-oriented climate policy. Furthermore, we argue that the ability of MARKAL to perform different roles for different groups has served to embed and institutionalise the model in the energy policy community. Moreover, the capacity of the model to represent detailed technology options has accorded with a technological focus that has suited prevailing, shared conceptions of the energy-climate policy problem

    UK bioenergy innovation priorities: Making expectations credible in state-industry arenas

    AbstractThe UK government has promoted bioenergy for several policy aims. Future expectations for bioenergy innovation encompass various pathways and their potential benefits. Some pathways have been relatively favoured by specific state-industry arrangements, which serve as ‘arenas of expectations’. Through these arrangements, some expectations have been made more credible, thus justifying and directing resource allocation. Conversely, to incentivise private-sector investment, government has sought credibility for its commitment to bioenergy innovation. These dual efforts illustrate the reciprocal character of promise-requirement cycles, whereby promises are turned into requirements for state sponsors as well as for innovators.Collective expectations have been shaped by close exchanges between state bodies, industry and experts. As promoters build collective expectations, their credibility has been linked with UK economic and environmental aims. When encountering technical difficulties or delays in earlier expectations, pathways and their benefits have been broadened, especially through new arenas—as grounds to allocate considerable state investment. Thus the concept ‘arenas of expectations’ helps to explain how some pathways gain favour as innovation priorities

    Can participatory emissions budgeting help local authorities to tackle climate change?

    A lack of concerted action on the part of local authorities and their citizens to respond to climate change is argued to arise partly from a poor relationship between the two. Meanwhile, local authorities could have a significant impact on community-wide levels of greenhouse gas emissions because of their influence over many other actors, but have had limited success with orthodox voluntary behaviour change methods and hold back from stricter behaviour change interventions. Citizen participation may offer an effective means of improving understanding between citizens and government concerning climate change and, because it is inherently a dialogue, avoids many of the pitfalls of more orthodox attempts to effect behaviour change. Participatory budgeting is a form of citizen participation which seems well suited to the task in being quantitative, drawing a diverse audience and, when successfully run, engendering confidence amongst authority stakeholders. A variant of it, participatory emissions budgeting, would introduce the issue of climate change in a way that required citizens to trade off greenhouse gas emissions with wider policy goals. It may help citizens to appreciate the nature of the challenge and the role of local government in responding; this may in turn provide authority stakeholders with increased confidence in the scope to implement pro-environmental agendas without meeting significant resistance
