    The ambivalent shadow of the pre-Wilsonian rise of international law

    The generation of American international lawyers who founded the American Society of International Law in 1906 and nurtured the soil for what has been retrospectively called a “moralistic legalistic approach to international relations” remains little studied. A survey of the rise of international legal literature in the U.S. from the mid-19th century to the eve of the Great War serves as a backdrop to the examination of the boosting effect on international law of the Spanish American War in 1898. An examination of the Insular Cases before the US Supreme Court is then accompanied by the analysis of a number of influential factors behind the pre-war rise of international law in the U.S. The work concludes with an examination of the rise of natural law doctrines in international law during the interwar period and the critiques addressed.by the realist founders of the field of “international relations” to the “moralistic legalistic approach to international relation

    Shadow poles in a coupled-channel problem calculated with Berggren basis

    In coupled-channel models the poles of the scattering S-matrix are located on different Riemann sheets. Physical observables are affected mainly by poles closest to the physical region but sometimes shadow poles have considerable effect, too. The purpose of this paper is to show that in coupled-channel problem all poles of the S-matrix can be calculated with properly constructed complex-energy basis. The Berggren basis is used for expanding the coupled-channel solutions. The location of the poles of the S-matrix were calculated and compared with an exactly solvable coupled-channel problem: the one with the Cox potential. We show that with appropriately chosen Berggren basis poles of the S-matrix including the shadow ones can be determined.Comment: 11 pages, 4 figures, 59 reference

    Bali cattle is very popular Indonesian local beef related to their status in community living process of farmers in Indonesia, especially as providers of meat and exotic animal. Bali cattle were able to adapt the limited environment and becoming local livestock that existed until recently. In our early study by microsatellites showed that Bali cattle have specific allele. In this study we analyzed the variance of partly sex related Y (SRY) gene sequence in Bali cattle bull as a source of cement for Artificial Insemination (AI). Blood from 17 two location of AI center, Singosari, Malang and Baturiti, Bali was collected and then extracted to get the DNA genome. PCR reaction was done to amplify partially of SRY gene segment and followed by sequencing PCR products to get the DNA sequence of SRY gene. The SRY gene sequence was used to determine the genetic variation and phylogenetic relationship. We found that Bali cattle bull from Singosari has relatively closed genetic relationship with Baturiti. It is also supported that in early data some Bali bulls of Singosari were came from Baturiti. It has been known that Baturiti is the one source of Bali cattle bull with promising genetic potential. While, in general that Bali bull where came from two areas were not different on reproductive performances. It is important to understand about the genetic variation of Bali cattle in molecular level related to conservation effort and maintaining the genetic characters of the local cattle. So, it will not become extinct or even decreased the genetic quality of Indonesian indigenous cattle

    Dynamical modeling of collective behavior from pigeon flight data: flock cohesion and dispersion

    Several models of flocking have been promoted based on simulations with qualitatively naturalistic behavior. In this paper we provide the first direct application of computational modeling methods to infer flocking behavior from experimental field data. We show that this approach is able to infer general rules for interaction, or lack of interaction, among members of a flock or, more generally, any community. Using experimental field measurements of homing pigeons in flight we demonstrate the existence of a basic distance dependent attraction/repulsion relationship and show that this rule is sufficient to explain collective behavior observed in nature. Positional data of individuals over time are used as input data to a computational algorithm capable of building complex nonlinear functions that can represent the system behavior. Topological nearest neighbor interactions are considered to characterize the components within this model. The efficacy of this method is demonstrated with simulated noisy data generated from the classical (two dimensional) Vicsek model. When applied to experimental data from homing pigeon flights we show that the more complex three dimensional models are capable of predicting and simulating trajectories, as well as exhibiting realistic collective dynamics. The simulations of the reconstructed models are used to extract properties of the collective behavior in pigeons, and how it is affected by changing the initial conditions of the system. Our results demonstrate that this approach may be applied to construct models capable of simulating trajectories and collective dynamics using experimental field measurements of herd movement. From these models, the behavior of the individual agents (animals) may be inferred

    La présente étude menée dans la région de Maradi (Niger), plus  précisément dans le sud du département d’Aguié, vise à recenser et à classer les différents usages de Prosopis africana. La méthode de collecte des informations s’est appuyée sur une enquête ethnobotanique au niveau des ménages. Les résultats de ces investigations révèlent que les principaux usages faits de Prosopis africana dans cette zone sont  l’alimentation humaine, le fourrage, le bois énergie, la pharmacopée  traditionnelle, le bois d’artisanat et de service. Parmi ceux-ci, les deux (2) derniers sont les plus importants et portent sérieusement atteinte à l’état sanitaire des individus végétaux. La cueillette, bien que moins pratiquée que ces deux (2), n’est pas moins importante à cause de son impact sur la régénération en diminuant le stock des semences.Mots clés : Prosopis africana, fourrage, bois, pharmacopée traditionnelle, Niger

Importantly, this is done via simple global broadcast signals, based on the observed average swarm location, with no need to send control signals to any specific agent in the swarm

    On the kinematics of the Local cosmic void

    We collected the existing data on the distances and radial velocities of galaxies around the Local Void in the Aquila/Hercules to examine the peculiar velocity field induced by its underdensity. A sample of 1056 galaxies with distances measured from the Tip of the Red Giant Branch, the Cepheid luminosity, the SNIa luminosity, the surface brightness fluctuation method, and the Tully-Fisher relation has been used for this purpose. The amplitude of outflow is found to be ~300 km/s. The galaxies located within the void produce the mean intra-void number density about 1/5 of the mean external number density of galaxies. The void's population has a lower luminosity and a later morphological type with the medians: M_B = -15.7^m and T = 8 (Sdm), respectively.Comment: Version 1. 14 pages, 8 figures, 2 tables.
