    Digital exclusion in later life : a Maltese case-study

    Information and communication technologies (ICTs) are driving profound changes in the way in which individuals, organizations and governments interact. In particular, the internet has been a major force behind the development towards a more globalized, knowledge-based economy. However, in terms of computer access and internet usage, a digital divide between the ‘haves’ and the ‘have nots’ has long been recognized. One key sector of non-users consists of older persons. For various reasons – including no exposure to computers over their lifetime and in their occupations, income levels, physical disability and access to affordable ICT training – only limited percentages of older people have adequate ICT skills. A growing concern is that older adults who do not engage with ICTs face social disadvantages and exclusion. This article reports upon a qualitative study on older non-users of ICTs, with its key goal being to understand what leads to, and the effects of, digital exclusion in later life. Results found that older persons who never made use of ICTs were significantly delineated by gender and socio-economic status patterns - namely, women (especially housewives, who had never been in paid employment), individuals who worked in blue-collar and working-class occupations, and the long-term unemployed. Data also demonstrated that access was not the main issue at hand, and that the failure of older adults to become digital citizens was the result of a continuum of overlapping barriers. This study provided information highlighting the rationales and motivations underlying individuals’ non-use of computers - namely, believing that they were now ‘too old’ to use new technologies, a lack of relevance or ‘life-fit’ of computers, perceived non-usefulness and difficulty to use, anxiety about computer usage, concern about security and privacy issues, and the facing of disability issues.N/

    A framework for accessible m-government implementation

    The great popularity and rapid diffusion of mobile technologies at worldwide level has also been recognised by the public sector, leading to the creation of m-government. A major challenge for m-government is accessibility – the provision of an equal service to all citizens irrespective of their psychical, mental or technical capabilities. This paper sketches the profiles of six citizen groups: Visually Impaired, Hearing Impaired, Motor Impaired, Speech Impaired, Cognitive Impaired and Elderly. M-government examples that target the aforementioned groups are discussed and a framework for accessible m-government implementation with reference to the W3C Mobile Web Best Practices is proposed

    Modeling an ontology on accessible evacuation routes for emergencies

    Providing alert communication in emergency situations is vital to reduce the number of victims. However, this is a challenging goal for researchers and professionals due to the diverse pool of prospective users, e.g. people with disabilities as well as other vulnerable groups. Moreover, in the event of an emergency situation, many people could become vulnerable because of exceptional circumstances such as stress, an unknown environment or even visual impairment (e.g. fire causing smoke). Within this scope, a crucial activity is to notify affected people about safe places and available evacuation routes. In order to address this need, we propose to extend an ontology, called SEMA4A (Simple EMergency Alert 4 [for] All), developed in a previous work for managing knowledge about accessibility guidelines, emergency situations and communication technologies. In this paper, we introduce a semi-automatic technique for knowledge acquisition and modeling on accessible evacuation routes. We introduce a use case to show applications of the ontology and conclude with an evaluation involving several experts in evacuation procedures. © 2014 Elsevier Ltd. All rights reserved

    Sun Devils Together: Breaking Stigmas on Student Homelessness

    abstract: In universities, such as Arizona State, students are becoming homeless at an alarming rate. These homeless ASU students are often invisible, as seen through the lack of information on who they are and what resources the university has developed to help them. Typically, students arrive at university campuses with most of the resources required for them to pursue a degree. However, several economic factors such as unemployment or financial instability can impact these resources which influence students ability to stay enrolled in classes. This feature is reflected in the well understood concept of the starving student. Despite this paradigm, the fact remains that students under this stress are attending classes and are under financial stress to do so while being unable to meet their basic needs. These intertwined elements result in ASU students becoming exposed to cyclical needs-insecurities including homelessness. Therefore, the team decided to develop a project called Sun Devils Together which addresses the needs of ASUs students facing homelessness and overall aims to help increase the accessibility of available resources through reducing the silo effect that occurs due to lack of communication between different departments and increases faculty, staff, and student awareness regarding the issue. In order to achieve this, the team has collaborated with the Assistant Dean of Students to produce a training module for ASU faculty, professional staff, and students. The team is contributing information to the creation of a new website that will have all the resources available to students in one place. In addition, the team will create a coded pamphlet with a map of resources that will be given out to different departments around campus that students may potentially reach out to for help while informing those departments regarding the existence of other departments that work towards the same cause

It also frames asymmetry of information as a public good versus private good versus common good, and checks how it creates externalities.     The paper discusses the possible impact of digital space on a human, as well as human-related directions in cyber-security analysis in the education: levels of cyber-security, social engineering role in cyber-security of education, “cognitive vaccination”. “A Human” is considered in general meaning, mainly as a learner. The analysis is provided on the basis of experience of hybrid war in Ukraine that have demonstrated the change of the target of military operations from military personnel and critical infrastructure to a human in general. Young people are the vulnerable group that can be the main goal of cognitive operations in long-term perspective, and they are the weakest link of the System.У статті обговорюється можливий вплив цифрового простору на людину, а також пов'язані з людиною напрямки кібербезпеки в освіті: рівні кібербезпеки, роль соціального інжинірингу в кібербезпеці освіти, «когнітивна вакцинація». «Людина» розглядається в загальному значенні, головним чином як та, що навчається. Аналіз надається на основі досвіду гібридної війни в Україні, яка продемонструвала зміну цілей військових операцій з військовослужбовців та критичної інфраструктури на людину загалом.     With the increase in the growth of internet since 1990 WorldWide Web have gained a worldwide popularity.Web has become an ultimate source of information throughout the world. The web has been a source of information, knowledge, entertainment and carrying out different tasks such as online shopping, reservation etc. Every one finds ways to the web due to easiness of access and the bulk of information that has been available so ways to make web more attractive and easy to interact with has been an issue under discussion since its inception. In this paper we have focused how to make a webpage more usable for different age group in terms of readability. We have focused on eight eternal readability factors i.e. color contrast, white space, line spacing, font style, font size, text width, headings, graphics and animation. These eight factors are compared that how different age group people behave with the web applications by varying these eight factors. Based on literature review we have proposed an idea that how to make web more readable for people of different age groups e.g. children, teenagers and old /senior users
