    Innovation Policy Roadmapping for the Future Finnish Smart City Digital Twins : Towards Finland National Digital Twin Programme

    Smart City Digital Twins (SCDTs) emerge as a transforming concept with the ability to redefine the future of cities in the fast-paced evolving landscape of urban development. This qualitative futures research explores thoroughly into the complex interaction of socio-technical dynamics in the Finnish setting, investigating the several ways SCDTs might revolutionise urban spaces and create resilience. By utilizing Innovation Policy Roadmapping (IPRM) method for the first time on SCDTs, it reveals the diverse capacities of SCDTs across domains such as urban planning, scenario developing, What-IF analysis, and public involvement through a rigorous examination of academic literature and multi-level analysis of expert interviews. The research emphasises the critical role of policymakers and sectoral actors in building an environment that allows Finnish SCDTs to survive in the face of technological improvements. Furthermore, it emphasises the convergence of SCDTs and Futures Studies approaches, giving a visionary path to adaptable and forward-thinking urban futures. The contributions of this study extend beyond the scope of Finnish SCDTs, giving inspiration for sustainable smart city transformations, potential foundational insights towards Finland National Digital Twin Programme and paving the way for the incorporation of futures studies methodologies and digital twins to mitigate uncertainties and create resilient urban futures. Longitudinal impact assessments, real-time citizen-centric foresight applications via SCDT, and the investigation of SCDTs' role in disaster mitigation and social well-being are among the identified future research directions, providing a comprehensive roadmap for leveraging SCDTs as transformative tools for building sustainable urban futures

    Social Innovation in Sustainable Urban Development

    How can a city advance from social invention to social innovation, to attain sustainable urban development (SUD)? Many new ideas, initiatives, and showcases for social innovation have been introduced; however, project-based forms of experimentation are often just part of the ongoing urban politics (or governmentality), and consequently somewhat ephemeral, with traditional siloed city administrations remaining a central obstacle to SUD. Our Special Issue presents twelve papers that address the question of social innovation in sustainable urban development from very different angles. The contributions span issues concerning smart cities, innovation in the adaptive reuse of urban heritage, as well as policy options for regions in transition. In terms of social innovation for SUD purposes, the presented solutions range from transferable legal formalizations to the creation of urban ecosystems whose institutional structures ensure the inclusion of the civil society. Instead of a comprehensive, integrative SUD, robust sectoral solutions, or even phased solutions, are more likely to be sought

    The cloud-to-edge-to-IoT continuum as an enabler for search and rescue operations

    When a natural or human disaster occurs, time is critical and often of vital importance. Data from the incident area containing the information to guide search and rescue (SAR) operations and improve intervention effectiveness should be collected as quickly as possible and with the highest accuracy possible. Nowadays, rescuers are assisted by different robots able to fly, climb or crawl, and with different sensors and wireless communication means. However, the heterogeneity of devices and data together with the strong low-delay requirements cause these technologies not yet to be used at their highest potential. Cloud and Edge technologies have shown the capability to offer support to the Internet of Things (IoT), complementing it with additional resources and functionalities. Nonetheless, building a continuum from the IoT to the edge and to the cloud is still an open challenge. SAR operations would benefit strongly from such a continuum. Distributed applications and advanced resource orchestration solutions over the continuum in combination with proper software stacks reaching out to the edge of the network may enhance the response time and effective intervention for SAR operation. The challenges for SAR operations, the technologies, and solutions for the cloud-to-edge-to-IoT continuum will be discussed in this paper

    Exploring Generative AI in Planning: A Scenario-Building Simulation for the Master Plan of Bari, Italy

    When dealing urban and regional planning, communities seek methodological approaches to deliver effective development strategies. Building up future scenarios is nowadays understood as an approach that involves expert and non-expert agents towards the organization of alternative future strategies. The so-called future-workshop approach has been followed in much research and experimentation in the past, both in real communities and in simulated situations. The present research will develop further experimentation to explore some perspectives of involving artificial intelligence agents. For this purpose, a search engine equipped with OpenAI's ChatGPT will be used to simulate future scenarios for the master plan of Bari, Italy. The involvement of generative AI will basically take place following the model of a structured interview with different stakeholders. They will be simulated by artificial intelligence to define a multi-agent knowledge base towards the construction of future scenarios for the Bari master plan

    Misrecognition in a Sustainability Capital: Race, Representation, and Transportation Survey Response Rates in the Portland Metropolitan Area

    US household transportation surveys typically have limited coverage of and responses from people of color (POC), which may lead to inaccurate estimation of POC transportation access and behavior. We recast this technocratic understanding of representativeness as a problem of “racial misrecognition” in which racial group difference is obscured yet foundational for distributive transportation inequities and unsustainability. We linked 2008–2012 population and housing data to an apparent stratified random sample of 6107 household responses to the 2011 Oregon Household Activity Survey (OHAS) in a “sustainability capital”: the Portland, Oregon metropolitan area. We detailed how the 2011 OHAS consistently overrepresented White households and underrepresented Latinx/Nonwhite households in aggregate and at the tract-level. We conducted tract-level spatial pattern and bivariate correlation analyses of our key variables of interest. As expected, our subsequent tract-level spatial error regression analysis demonstrated that the percent of Latinx/Nonwhite householders had a significant negative association with 2011 OHAS household response rates, net of other statistical controls. Further analyses revealed that the majority of the ten “typical” tracts that best represented the spatial error regression results and racial misrecognition in the OHAS exhibited historical and contemporary patterns of racial exclusion and socially unsustainable development in our study area

    Recent years have seen the arise of some early attempts to build virtual cities, utopias or affective dystopias in an embodied Internet, which in some respects appear to be the ultimate expression of the neoliberal city paradigma (even if virtual). Although there is an extensive disciplinary literature on the relationship between planning and virtual or augmented reality linked mainly to the gaming industry, this often avoids design and value issues. The observation of some of these early experiences - Decentraland, Minecraft, Liberland Metaverse, to name a few - poses important questions and problems that are gradually becoming inescapable for designers and urban planners, and allows us to make some partial considerations on the risks and potentialities of these early virtual cities
