    Development of Hesitant Fuzzy-Based Project Selection Method with Consideration of Benefits, Opportunities, Costs and Risks

    PT X, a power generation company, hasn’t been able to meet their target in the business development segment over the past few years. This is due to a problem detected in their Project Portfolio Management, in which PT X’s project selection method hasn’t considered the ambiguity nature of project’s information and risks. This study is going to develop a project selection method for PT X using MCDM (multi criteria decision making) with BOCR (benefit, opportunity, cost, risk) Concept to evaluate many criteria that need to be considered by the company, especially conflicting criteria such as benefit with cost and opportunity with risk. Not only that, hesitant fuzzy will be used because project itself has many uncertain or ambiguous information, so stakeholder will face difficulties in determining the value for the evaluation. From the integration of those things in this study, it is found that for PT X, Benefit has the biggest priority, followed by Opportunity, Risk, and Cost in Project Selection for PT X. It is also found that based on additive-BOCR, Project C gives the optimal value for PT X, followed by Project B, Project A, Project D, dan Project E.

    New Challenges in Neutrosophic Theory and Applications

    Neutrosophic theory has representatives on all continents and, therefore, it can be said to be a universal theory. On the other hand, according to the three volumes of “The Encyclopedia of Neutrosophic Researchers” (2016, 2018, 2019), plus numerous others not yet included in Encyclopedia book series, about 1200 researchers from 73 countries have applied both the neutrosophic theory and method. Neutrosophic theory was founded by Professor Florentin Smarandache in 1998; it constitutes further generalization of fuzzy and intuitionistic fuzzy theories. The key distinction between the neutrosophic set/logic and other types of sets/logics lies in the introduction of the degree of indeterminacy/neutrality (I) as an independent component in the neutrosophic set. Thus, neutrosophic theory involves the degree of membership-truth (T), the degree of indeterminacy (I), and the degree of non-membership-falsehood (F). In recent years, the field of neutrosophic set, logic, measure, probability and statistics, precalculus and calculus, etc., and their applications in multiple fields have been extended and applied in various fields, such as communication, management, and information technology. We believe that this book serves as useful guidance for learning about the current progress in neutrosophic theories. In total, 22 studies have been presented and reflect the call of the thematic vision. The contents of each study included in the volume are briefly described as follows. The first contribution, authored by Wadei Al-Omeri and Saeid Jafari, addresses the concept of generalized neutrosophic pre-closed sets and generalized neutrosophic pre-open sets in neutrosophic topological spaces. In the article “Design of Fuzzy Sampling Plan Using the Birnbaum-Saunders Distribution”, the authors Muhammad Zahir Khan, Muhammad Farid Khan, Muhammad Aslam, and Abdur Razzaque Mughal discuss the use of probability distribution function of Birnbaum–Saunders distribution as a proportion of defective items and the acceptance probability in a fuzzy environment. Further, the authors Derya Bakbak, Vakkas Uluc¸ay, and Memet S¸ahin present the “Neutrosophic Soft Expert Multiset and Their Application to Multiple Criteria Decision Making” together with several operations defined for them and their important algebraic properties. In “Neutrosophic Multigroups and Applications”, Vakkas Uluc¸ay and Memet S¸ahin propose an algebraic structure on neutrosophic multisets called neutrosophic multigroups, deriving their basic properties and giving some applications to group theory. Changxing Fan, Jun Ye, Sheng Feng, En Fan, and Keli Hu introduce the “Multi-Criteria Decision-Making Method Using Heronian Mean Operators under a Bipolar Neutrosophic Environment” and test the effectiveness of their new methods.     Reconciliation, Restoration and Reconstruction of a Conflict Ridden Country

    Conflict has sadly been a constant part of history. Winning a conflict and making a lasting peace are often not the same thing. While a peace treaty ends a conflict and often dictates terms from the winners’ perspective, it may not create a lasting peace. Short of unconditional surrender, modern conflict ends with a negotiated cessation of hostilities. Such accords may have some initial reconstruction agreements, but Reconciliation, Restoration and Reconstruction (RRR) is a long term process. This study maintains that to achieve a lasting peace: 1) The culture and beliefs of the conflict nation must be continuously considered and 2) RRR is a long term effort which will occur over years not just in the immediate wake of signing a treaty or agreement. To assure the inclusion of all stakeholders and gain the best results in dealing with this “wicked problem”, an array of Operations Research techniques can be used to support the long term planning and execution of a RRR effort. The final decisions will always be political, but the analysis provided by an OR support team will guide the decision makers to better execute consensus decisions that consider all stakeholder needs. The development of the value hierarchy framework in this dissertation is a keystone of building a rational OR supported long term plan for a successful RRR. The primary aim of the research is to propose a framework and associated set of guidelines derived from appropriate techniques of OR, Decision Analysis and Project Management (right from development of a consensus based value hierarchy to its implementation, feedback and steering corrections) that may be applied to help RRR efforts in any conflict ridden country across the globe. The framework is applicable to any conflict ridden country after incorporating changes particular to any country witnessing a prolonged conflict

    VIKOR Technique:A Systematic Review of the State of the Art Literature on Methodologies and Applications

    The main objective of this paper is to present a systematic review of the VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) method in several application areas such as sustainability and renewable energy. This study reviewed a total of 176 papers, published in 2004 to 2015, from 83 high-ranking journals; most of which were related to Operational Research, Management Sciences, decision making, sustainability and renewable energy and were extracted from the “Web of Science and Scopus” databases. Papers were classified into 15 main application areas. Furthermore, papers were categorized based on the nationalities of authors, dates of publications, techniques and methods, type of studies, the names of the journals and studies purposes. The results of this study indicated that more papers on VIKOR technique were published in 2013 than in any other year. In addition, 13 papers were published about sustainability and renewable energy fields. Furthermore, VIKOR and fuzzy VIKOR methods, had the first rank in use. Additionally, the Journal of Expert Systems with Applications was the most significant journal in this study, with 27 publications on the topic. Finally, Taiwan had the first rank from 22 nationalities which used VIKOR technique

    RISK PRIORITY EVALUATION OF POWER TRANSFORMER PARTS BASED ON HYBRID FMEA FRAMEWORK UNDER HESITANT FUZZY ENVIRONMENT

    The power transformer is one of the most critical facilities in the power system, and its running status directly impacts the power system's security. It is essential to research the risk priority evaluation of the power transformer parts. Failure mode and effects analysis (FMEA) is a methodology for analyzing the potential failure modes (FMs) within a system in various industrial devices. This study puts forward a hybrid FMEA framework integrating novel hesitant fuzzy aggregation tools and CRITIC (Criteria Importance Through Inter-criteria Correlation) method. In this framework, the hesitant fuzzy sets (HFSs) are used to depict the uncertainty in risk evaluation. Then, an improved HFWA (hesitant fuzzy weighted averaging) operator is adopted to fuse risk evaluation for FMEA experts. This aggregation manner can consider different lengths of HFSs and the support degrees among the FMEA experts. Next, the novel HFWGA (hesitant fuzzy weighted geometric averaging) operator with CRITIC weights is developed to determine the risk priority of each FM. This method can satisfy the multiplicative characteristic of the RPN (risk priority number) method of the conventional FMEA model and reflect the correlations between risk indicators. Finally, a real example of the risk priority evaluation of power transformer parts is given to show the applicability and feasibility of the proposed hybrid FMEA framework. Comparison and sensitivity studies are also offered to verify the effectiveness of the improved risk assessment approach

    The risk assessment of construction project investment based on prospect theory with linguistic preference orderings

    Multiple experts decision-making (MEDM) can be regarded as a situation where a group of experts are invited to provide their opinions by evaluating the given alternatives, and then select the optimal alternative(s). As a useful linguistic expression model, linguistic preference orderings (LPOs) were established in which the order of alternatives and the relationships between two adjacent alternatives are fused well. Considering that prospect theory has the superiority in depicting risk attitudes (risk seeking for losses and risk aversion for gains) during the uncertain decision-making process, this paper develops a consensus model based on prospect theory to deal with MEDM problems with LPOs. Firstly, each LPO provided by expert is transformed into the responding DHLPR with complete consistency. Then, the reference point of expert is determined and the prospect preference matrix is established. Moreover, we can obtain the overall prospect consensus degree for a MEDM problem by calculating the similarity degree between individual and collective prospect preference matrix. Furthermore, a consensus improvement method is developed to complete the consensus reaching process.     Research Agenda on Multiple-Criteria Decision-Making: New Academic Debates in Business and Management

    [EN] Systemic disruptions are becoming more continuous, intense, and persistent. Their effects have a severe impact on the economy in volatile, uncertain, complex, and ambiguous (VUCA) environments that are increasingly transversal to productive sectors and activities. Researchers have intensified their academic production of multiple-criteria decision-making (MCDM) in recent years. This article analyzes the research agenda through a systematic review of scientific articles in the Web of Science Core Collection according to the Journal Citation Report (JCR), both in the Social Sciences Citation Index (SSCI) and in the Science Citation Index Expanded (SCIE). According to the selected search criteria, 909 articles on MCDM published between 1979 and 2022 in Web of Science journals in the business and management categories were located. A bibliometric analysis of the main thematic clusters, the international collaboration networks, and the bibliographic coupling of articles was carried out. In addition, the analysis period is divided into two subperiods (1979¿2008 and 2009¿2022), establishing 2008 as the threshold, the year of the Global Financial Crisis (GFC), to assess the evolution of the research agenda at the beginning of systemic disruptions. The bibliometric analysis allows the identification of the motor, basic, specialized, and emerging themes of each subperiod. The results show the similarities and differences between the academic debate before and after the GFC. The evidence found allows academics to be guided in their high-impact research in business and management using MCDM methodologies to address contemporary challenges.     Software quality evaluation: a bibliometric analysis and future perspectives

    The theme of “Software Quality Evaluation”, and its importance, concerns the standardization of the development processes, in order to guarantee a higher quality of the systems. In this scenario, this theme has gained importance in academic research, due to the emphasis that the theme has increasingly presented to organizations, since they understand that the main objective is to guarantee a final product that satisfies the expectations of the client. In order to verify the scientific scenario in recent years, this work aims to carry out a review of the literature on “Software Quality Evaluation”, based on a bibliometric analysis and review. For this, the method of bibliographic revision with four different phases proposed by Marasco (2008) was used. From the data extracted from the Scopus database, the results of the systematic review and bibliometric analysis were analyzed from the information on publications, citations and approaches of the papers that deal with this subject. As results, the present article showed the academic and practical importance of the studies on “Software Quality Evaluation”. In addition, it is possible to identify gaps in the scientific literature that can be filled by future work in the area, based on the studies developed by specialists
