    Analysis of unmitigated large break loss of coolant accidents using MELCOR code

    In the framework of severe accident research activity developed by ENEA, a MELCOR nodalization of a generic Pressurized Water Reactor of 900 MWe has been developed. The aim of this paper is to present the analysis of MELCOR code calculations concerning two independent unmitigated large break loss of coolant accident transients, occurring in the cited type of reactor. In particular, the analysis and comparison between the transients initiated by an unmitigated double-ended cold leg rupture and an unmitigated double-ended hot leg rupture in the loop 1 of the primary cooling system is presented herein. This activity has been performed focusing specifically on the in-vessel phenomenology that characterizes this kind of accidents. The analysis of the thermal-hydraulic transient phenomena and the core degradation phenomena is therefore here presented. The analysis of the calculated data shows the capability of the code to reproduce the phenomena typical of these transients and permits their phenomenological study. A first sequence of main events is here presented and shows that the cold leg break transient results faster than the hot leg break transient because of the position of the break. Further analyses are in progress to quantitatively assess the results of the code nodalization for accident management strategy definition and fission product source term evaluation

    Civil Liability, Safety and Nuclear Parks: Is Concentrated Management Better?

    Ultra-hazardous risky activities as nuclear industry cannot be considered as “normal industries” i.e. industries without abnormal environmental and health risks. Consequently, the industrial organization of these specific sectors is of the utmost importance. This paper aims at studying this question. We focus on the associated costs of prevention and civil liability. We analyze how civil liability rules may contribute to extend or to discourage the expansion of nuclear parks to new operators. The paper compares the consequences of extending the management of nuclear stations to several independent operators. This question can apply to the unification process of the European electricity market in which several public and private nuclear power operators are running. The paper shows that the choice between either a monopolistic scheme (one operator managing several plants) or a decentralized one (one operator by station) depends on the condition of application of the legal civil liability regime and on the strength of the safety control exerted by the Nuclear Regulatory Authorities. It is shown that when the control is high, then the safety costs generated by the monopolistic organization are less than the same costs of a decentralized one. However, conditions on the insurance policy can mitigate this result.Strict Liability, Electric Energy, Nuclear Plants

    GEN-IV LFR development: Status & perspectives

    Since Lead-cooled Fast Reactors (LFR) have been conceptualized in the frame of Generation IV International Forum (GIF), great interest has focused on the development and testing of new technologies related to Heavy Liquid Metal (HLM) nuclear reactors. In this frame, ENEA developed one of the larger European experimental fleet of experimental facilities aiming at investigating HLM thermal-hydraulics, coolant chemistry control, corrosion behavior for structural materials, and at developing components, instrumentations and innovative systems, supported by experiments and numerical tools. The present work aims at highlighting the capabilities and competencies developed by ENEA so far in the frame of the liquid metal technologies for GEN-IV LFR. In particular, an overview on the ongoing R&D experimental program will be depicted considering the actual fleet of facilities: CIRCE, NACIE-UP, LIFUS5, LECOR and HELENA. CIRCE (CIRColazione Eutettico) is the largest HLM pool facility presently in operation worldwide. Full scale component tests, thermal stratification studies, operational and accidental transients and integral tests for the nuclear safety and SGTR (Steam Generator Tube Rupture) events in a large pool system can be studied. NACIE-UP (NAtural CIrculation Experiment-UPgraded) is a loop with a HLM primary and pressurized water secondary side and a 250 kW power Fuel Pin Simulator working in natural and mixed convection. LIFUS5 (lithium for fusion) is a separated effect facility devoted to the HLM/Water interaction. HELENA (HEavy Liquid metal Experimental loop for advanced Nuclear applications) is a pure lead loop with a mechanical pump for high flow rates experiments. LECOR (LEad CORrosion) is a corrosion loop facility with oxygen control system installed. All the experiment actually ongoing on these facilities are described in the paper, depicting their role in the context of GEN-IV LFR development

    Predicting the cost of the consequences of a large nuclear accident in the UK

    Nuclear accidents have the potential to lead to significant off-site effects that require actions to minimise the radiological impacts on people. Such countermeasures may include sheltering, evacuation, restrictions on the sale of locally-grown food, and long-term relocation of the population amongst others. Countries with nuclear facilities draw up emergency preparedness plans, and put in place such provisions as distributing instructions and iodine prophylaxis to the local population. Their plans are applied in simulated exercises on a regular basis. The costs associated with emergency preparedness and the safety provisions to reduce the likelihood of an accident, and/or mitigate the consequences, are justified on the basis of the health risks and accident costs averted. There is, of course, only limited actual experience to indicate the likely costs so that much of the costing of accidents is based on calculations. This paper reviews the methodologies used, in particular the approach that has been developed in the UK, to appraise the costs of a hypothetical nuclear accident. Results of analysing a hypothetical nuclear accident at a fictitious reactor site within the United Kingdom are discussed in relation to the accidents at Three Mile Island 2, Chernobyl and Fukushima Dai-ichi

    Chornobyl as an Open Air Museum: A Polysemic Exploration of Power and Inner Self

    This study focuses on nuclear tourism, which flourished a decade ago in the Exclusion Zone, a regimented area around the Chornobyl Nuclear Power Plant (Ukraine) established in 1986, where the largest recorded nuclear explosion in human history occurred. The mass pilgrimage movement transformed the place into an open air museum, a space that preserves the remnants of Soviet culture, revealing human tragedies of displacement and deaths, and the nature of state nuclear power. This study examines the impact of the site on its visitors and the motivations for their persistence and activities in the Zone, and argues that through photography, cartography, exploration, and discovery, the pilgrims attempt to decode the historical and ideological meaning of Chornobyl and its significance for future generations. Ultimately, the aesthetic and political space of the Zone helps them establish a conceptual and mnemonic connection between the Soviet past and Ukraine’s present and future. Their practices, in turn, help maintain the Zone’s spatial and epistemological continuity. Importantly, Chornobyl seems to be polysemic in nature, inviting interpretations and shaping people’s national and intellectual identities

    Introducing the STAMP method in road tunnel safety assessment

    After the tremendous accidents in European road tunnels over the past decade, many risk assessment methods have been proposed worldwide, most of them based on Quantitative Risk Assessment (QRA). Although QRAs are helpful to address physical aspects and facilities of tunnels, current approaches in the road tunnel field have limitations to model organizational aspects, software behavior and the adaptation of the tunnel system over time. This paper reviews the aforementioned limitations and highlights the need to enhance the safety assessment process of these critical infrastructures with a complementary approach that links the organizational factors to the operational and technical issues, analyze software behavior and models the dynamics of the tunnel system. To achieve this objective, this paper examines the scope for introducing a safety assessment method which is based on the systems thinking paradigm and draws upon the STAMP model. The method proposed is demonstrated through a case study of a tunnel ventilation system and the results show that it has the potential to identify scenarios that encompass both the technical system and the organizational structure. However, since the method does not provide quantitative estimations of risk, it is recommended to be used as a complementary approach to the traditional risk assessments rather than as an alternative.     Air Traffic Management Safety Challenges

    The primary goal of the Air Traffic Management (ATM) system is to control accident risk. ATM safety has improved over the decades for many reasons, from better equipment to additional safety defences. But ATM safety targets, improving on current performance, are now extremely demanding. Safety analysts and aviation decision-makers have to make safety assessments based on statistically incomplete evidence. If future risks cannot be estimated with precision, then how is safety to be assured with traffic growth and operational/technical changes? What are the design implications for the USA’s ‘Next Generation Air Transportation System’ (NextGen) and Europe’s Single European Sky ATM Research Programme (SESAR)? ATM accident precursors arise from (eg) pilot/controller workload, miscommunication, and lack of upto- date information. Can these accident precursors confidently be ‘designed out’ by (eg) better system knowledge across ATM participants, automatic safety checks, and machine rather than voice communication? Future potentially hazardous situations could be as ‘messy’ in system terms as the Überlingen mid-air collision. Are ATM safety regulation policies fit for purpose: is it more and more difficult to innovate, to introduce new technologies and novel operational concepts? Must regulators be more active, eg more inspections and monitoring of real operational and organisational practices
