    Using causal maps to support ex-post assessment of social impacts of dams

    This paper presents the results of an ex-post assessment of two important dams in Brazil. The study follows the principles of Social Impact Management, which offer a suitable framework for analyzing the complex social transformations triggered by hydroelectric dams. In the implementation of this approach, participative causal maps were used to identify the ex-post social impacts of the Porto Primavera and Rosana dams on the community of Porto Rico, located along the High Paraná River. We found that in the operation of dams there are intermediate causes of a political nature, stemming from decisions based on values and interests not determined by neutral, exclusively technical reasons; and this insight opens up an area of action for managing the negative impacts of dams.Financial support of the Auracaria Foundation of Investment and Research in Paraná, Brazil through projects 9527/2006, 14354/2009, and 13015/2008

    Metaheuristic Approaches for Hydropower System Scheduling

    This paper deals with the short-term scheduling problem of hydropower systems. The objective is to meet the daily energy demand in an economic and safe way. The individuality of the generating units and the nonlinearity of their efficiency curves are taken into account. The mathematical model is formulated as a dynamic, mixed integer, nonlinear, nonconvex, combinatorial, and multiobjective optimization problem. We propose two solution methods using metaheuristic approaches. They combine Genetic Algorithm with Strength Pareto Evolutionary Algorithm and Ant Colony Optimization. Both approaches are divided into two phases. In the first one, to maximize the plant’s net generation, the problem is solved for each hour of the day (static dispatch). In the second phase, to minimize the units’ switching on-off, the day is considered as a whole (dynamic dispatch). The proposed methodology is applied to two Brazilian hydroelectric plants, in cascade, that belong to the national interconnected system. The nondominated solutions from both approaches are presented. All of them meet demand respecting the physical, electrical, and hydraulic constraints

    Circulação de anticorpos contra o vírus amarílico em população simiana da região da usina hidrelétrica de Porto Primavera, São Paulo, Brasil

    Yellow fever (YF) is an acute viral infectious disease transmitted by mosquitoes which occurs in two distinct epidemiological cycles: sylvatic and urban. In the sylvatic cycle, the virus is maintained by monkey's infection and transovarian transmission in vectors. Surveillance of non-human primates is required for the detection of viral circulation during epizootics, and for the identification of unaffected or transition areas. An ELISA (enzyme-linked immunosorbent assay) was standardized for estimation of the prevalence of IgG antibodies against yellow fever virus in monkey sera (Alouatta caraya) from the reservoir area of Porto Primavera Hydroelectric Plant, in the state of São Paulo, Brazil. A total of 570 monkey sera samples were tested and none was reactive to antibodies against yellow fever virus. The results corroborate the epidemiology of yellow fever in the area. Even though it is considered a transition area, there were no reports to date of epizootics or yellow fever outbreaks in humans. Also, entomological investigations did not detect the presence of vectors of this arbovirus infection. ELISA proved to be fast, sensitive, an adequate assay, and an instrument for active search in the epidemiological surveillance of yellow fever allowing the implementation of prevention actions, even before the occurrence of epizootics.A febre amarela (FA) é doença infecciosa aguda de origem viral transmitida por mosquitos. No ciclo silvestre, o vírus é mantido por meio da infecção de macacos e da transmissão transovariana nos vetores. A vigilância sobre populações de primatas não humanos torna-se necessária para detectar a circulação viral, quando ainda está restrito a epizootias, e para determinar sua presença em regiões indenes ou de transição para a doença. Padronizou-se a técnica ELISA (Enzyme Linked Immunosorbent Assay) para determinar a prevalência de anticorpos da classe IgG contra o vírus da FA em soros de bugios (Alouatta caraya) da região do reservatório da Usina Hidrelétrica de Porto Primavera, SP. Foram testados soros de 570 macacos sendo que nenhuma amostra mostrou-se reativa para a presença de anticorpos contra o vírus da FA. Os resultados são coerentes com a epidemiologia da FA na região. Mesmo sendo área de transição, não se conhece, até o momento, ocorrência de epizootia ou surto de FA em humanos e investigações entomológicas não apontaram a presença de vetores para esta arbovirose. A técnica mostrou-se sensível, rápida e útil à vigilância epidemiológica como instrumento de busca ativa permitindo desencadear ações preventivas, como vacinação, antes mesmo do surgimento de epizootias

    Marsh Deer (Blastocerus Dichotomus) ranging patterns in the Paraná River Valley, Brazil

    Twenty-two marsh deer (Blastocerus dichotomus) were capturedand radiocollared four different sites along the Paraná River Brazil, to verify their seasonal movements and home range size. Five of these animals were transported 50 Km away from their capture site to provide data on the effects of translocation on their survival and ranging patterns. Marsh deer were monitored from October 1993 to Decemher 1994, and core areas and home-range sizes were determined by the harmonic mean method. Males had larger home ranges than females, and individual ranges were larger during the flood than during the rest of the year. However, core areas did not differ in size hetween males andfemales or between flood and dry seasons for individual marsh deer. Translocated individuais did not differ in survival or ranging patternsfrom native marsh deer

    Adaptation pathways to reconcile hydropower generation and aquatic ecosystems restoration

    The growing demands for water, food and energy, in addition to the need to protect ecosystems, pose significant challenges to water management and the operation of water systems. In hydropower-dominated basins, where reservoirs capture flow variability for energy generation, the modification of the natural flow regime disrupts the natural equilibrium of aquatic ecosystems. Migratory fish species and the associated ecosystem services are particularly vulnerable as the migration and recruitment success relies on the synchronization between the hydrologic flow regime and the reproductive cycle. While there is a consensus on the importance of restoring impacted ecosystems in balance with multiple uses, the current water governance framework lacks a comprehensive understanding of the tradeoffs involved and mechanisms for ensuring the equitable distribution of the adaptation costs among users. The present study brings a contribution to the field by proposing solutions to improve the water governance of river basins, combining the (1) identification of flow-ecological relationships by measuring the response of multiple options of flow regime restoration with a clear ecosystem indicator, (2) incorporation of the flow-ecological relationships and hydroclimatic conditions into the operation decisions of hydropower systems to create dynamic environmental flow solutions (termed Dynamic Adaptive Environmental flows – DAE-flows) with better long-term performance, (3) calculation of the reoperation trade-offs between alternative levels of environmental flow regime restoration and (4) development of mechanisms to share the adaptation costs among stakeholders. The electricity market is proposed as an institutional arrangement and financing mechanism to support the restoration of flow regimes in environmentally sensitive areas. The Upper Paraná River Basin, in Brazil, where consecutive hydropower impoundments have reduced the original floodplain along the last decades, is a recurrent example where reservoirs’ operation need to be reconciled with ecosystem functionality, which makes the basin an important study area. The findings of this dissertation indicate that it is possible to enhance the capacity of water systems to incorporate historically suppressed environmental water demands without imposing a hard constraint to economic uses. The consideration of the long-term effects of operation when designing operating strategies for multiple users leads to improved performance in both hydropower generation and meeting ecosystem demands. So, during severe droughts the water can still be reallocated to hydropower (as it is currently done) but at a lesser cost to the environment.As demandas crescentes por água, alimentos e energia, além da necessidade de proteger os ecossistemas, tornam a gestão dos recursos hídricos, bem como a operação de sistemas hídricos, uma tarefa desafiadora. Em bacias com aproveitamento hidrelétrico, a modificação do regime de vazões decorrente da operação dos reservatórios altera o equilíbrio natural dos ecossistemas aquáticos. Espécies migratórias de peixes e serviços ecossistêmicos associados ficam particularmente vulneráveis, uma vez que o sucesso da migração e recrutamento depende da sincronização entre o regime de vazão e o ciclo reprodutivo. Embora haja consenso sobre a importância de restaurar as demandas ecossistêmicas suprimidas e alcançar um equilíbrio que permita múltiplos usos, o atual quadro de governança carece de uma compreensão abrangente dos trade-offs envolvidos e dos mecanismos para garantir a distribuição equitativa dos custos de adaptação entre os usuários. O presente estudo contribui para o campo, propondo soluções para aprimorar a governança de bacias antropizadas, combinando (1) a identificação das relações vazão-ecológicas por meio da quantificação da resposta de múltiplas opções de restauração do regime de vazão por meio de um indicador de desempenho do ecossistema, (2) a incorporação dessas relações vazão-ecológicas juntamente com condições hidroclimáticas nas decisões operacionais de sistemas hidrelétricos (denominadas Vazões Ambientais Dinâmicas e Adaptativas - DAE-flows) para criar soluções dinâmicas de operação de reservatórios, (3) o cálculo dos trade-offs de reoperação de múltiplos níveis de restauração de regime de vazão ambiental e (4) o desenvolvimento de mecanismos para compartilhar os custos relacionados entre as partes interessadas. Nesse sentido, o mercado de eletricidade é proposto como arranjo institucional e mecanismo de financiamento para apoiar a restauração de regimes de vazão em áreas ambientalmente sensíveis. A Bacia Hidrográfica do Alto Paraná, Brasil, caracterizada como uma das mais represadas da América do Sul, com 65 usinas hidrelétricas integradas ao Sistema Integrado Nacional, é um exemplo recorrente da necessidade de reconciliação entre a geração de energia e a conservação de serviços ecossistêmicos, sendo utilizada como área de estudo. Os resultados indicam que podemos aumentar a capacidade dos sistemas hídricos para incorporar demandas ambientais historicamente suprimidas sem impor uma restrição rígida aos usos econômicos. Ao considerar os efeitos de longo prazo da operação ao projetar estratégias de operação para múltiplos usuários, obtemos um desempenho aprimorado tanto na geração de energia hidrelétrica quanto no atendimento às demandas do ecossistema. Assim, durante períodos de seca severa, a água ainda pode ser realocada para a produção de energia hidrelétrica (como é feito atualmente), porém com menor impacto ambiental

    Review of river fisheries valuation in Central and South America

    Unlike Africa and Asia, where a large part of the population are heavily dependent upon fishing for their livelihoods, fishing for a living in the interior of Central and South America (CSA) remains a marginal occupation for all but the most isolated of families. As such, the economics and management of fisheries on the continent have received little attention from within the continent and the rest of the world. This study shows that while a number of studies have been carried out on fishing in the region, they tend to be limited in their geographical focus and time scale. Although fishing of freshwater species may appear to be comparatively insignificant in the region, the rivers of CSA are very important. This report attempts to analyze the literature available on CSA river fisheries and attempts to draw out an economic value of these fisheries. It is divided into a number of sections. First, the authors describe the major river basins on the continent, characterize their fisheries, and place freshwater fisheries in CSA into a global context. Second, the authors provide a review of valuation techniques for fisheries and use this analytical framework to review the principal literature on freshwater fisheries in the region. Then they turn their attention to the economic impact of dams and water abstraction schemes, reviewing the available literature to ascertain how/if economic values are computed for the impact on fisheries. Finally, they offer some conclusions and recommendations on the direction for future studies of freshwater fisheries in CSA

    Ecology of Anopheles (Nyssorhynchus) darlingi Root in the installation area of a hydroelectric scheme on the border between the States of Mato Grosso do Sul and São Paulo

    INTRODUÇÃO: Hidrelétricas alteram o fluxo das águas e provocam impactos sobre a composição de mosquitos, justificando-se essa pesquisa. O objetivo da pesquisa foi estudar anofelinos de área sob a influência de um novo lago e avaliar a vulnerabilidade relativa à malária. MÉTODOS: Foram feitas coletas de Anopheles nas margens da Represa Porto Primavera, durante as fases do alagamento até sua cota máxima. Utilizaram-se as técnicas: atrativa humana, de armadilha de Shannon e concha entomológica. Os indicadores Riqueza e Diversidade foram utilizados para medir o impacto. A análise das distribuições temporais foi realizada pelo teste Mann-Whitney, considerando localidade, cota e método de captura como variáveis independentes (α=0,05). RESULTADOS: A densidade de Anopheles darlingi oscilou entre as localidades A, B e C, sendo que os maiores picos foram para B e C. Com a estabilidade do lago, no último nível, evidenciou-se a tendência de redução da densidade de Anopheles darlingi. CONCLUSÕES: Sugere-se que o risco de autoctonia de malária nas proximidades do lago permanece inalterado, ficando o alerta para esporádicas infecções humanas.IINTRODUCTION: Hydroelectric schemes modify the water flow and cause an impact on mosquito composition, thus justifying investigations. The aim of this study was to study anophelines in the area under the influence of a new lake and to evaluate their relative vulnerability to malaria. METHODS: Anopheles specimens were collected from the edges of the Porto Primavera reservoir, during the phases of reservoir filling until its maximum level was reached. The techniques used were attraction to humans, Shannon traps and entomological scoops. The richness and diversity indexes were used to measure the impact. The temporal distribution analysis was performed using the Mann-Whitney test, taking the site, level and capture method as independent variables (α = 0.05). RESULTS: The density of Anopheles darlingi oscillated among the sites A, B and C, and the biggest peaks were located at B and C. After the lake reached its stable maximum level, there was a tendency for the density to decrease. CONCLUSIONS: It is suggested that the risk of autochthonous malaria in the vicinity of the lake remained unchanged, but it is necessary to remain alert regarding sporadic human infections.Brasil - Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP

    The effect of habitat fragmentation on the genetic structure of a top predator: loss of diversity and high differentiation among remnant populations of Atlantic Forest jaguars (Panthera onca)

    Habitat fragmentation may disrupt original patterns of gene flow and lead to drift‐induced differentiation among local population units. Top predators such as the jaguar may be particularly susceptible to this effect, given their low population densities, leading to small effective sizes in local fragments. On the other hand, the jaguar’s high dispersal capabilities and relatively long generation time might counteract this process, slowing the effect of drift on local populations over the time frame of decades or centuries. In this study, we have addressed this issue by investigating the genetic structure of jaguars in a recently fragmented Atlantic Forest region, aiming to test whether loss of diversity and differentiation among local populations are detectable, and whether they can be attributed to the recent effect of drift. We used 13 microsatellite loci to characterize the genetic diversity present in four remnant populations, and observed marked differentiation among them, with evidence of recent allelic loss in local areas. Although some migrant and admixed individuals were identified, our results indicate that recent large‐scale habitat removal and fragmentation among these areas has been sufficiently strong to promote differentiation induced by drift and loss of alleles at each site. Low estimated effective sizes supported the inference that genetic drift could have caused this effect within a short time frame. These results indicate that jaguars’ ability to effectively disperse across the human‐dominated landscapes that separate the fragments is currently very limited, and that each fragment contains a small, isolated population that is already suffering from the effects of genetic drift.Fil: Haag, Taiana.
