    On non-monotonic Choquet integrals as aggregation functions

    This paper deals with non-monotonic Choquet integral, a generalization of the regular Choquet integral. The discrete non-monotonic Choquet integral is considered under the viewpoint of aggregation. In particular we give an axiomatic characterization of the class of non-monotonic Choquet integrals.We show how the Shapley index, in contrast with the monotonic case, can assume positive values if the criterion is in average a benefit, depending on its effect in all the possible coalition coalitions, and negative values in the opposite case of a cost criterion.

    Public participation in watershed management:international practices for inclusiveness

    This paper outlines a number of examples from around the world of participatory processes for watershed decision-making, and discusses how they work, why they are important, their social and ecological potential, and the practical details of how to start, expand and develop them. Because of longstanding power differentials in all societies along gender, class and ethnic lines, equitable public participation requires the recognition that different members of society have different kinds of relationships with the environment in general, and with water in particular. From a range of political perspectives, inclusive participatory governance processes have many benefits. The author has recently completed a 5 year project linking universities and NGOs in Brazil and Canada to develop methods of broadening public engagement in local watershed management committees, with a special focus on gender and marginalized communities. The innovative environmental education and multi-lingual international public engagement practices of the Centre for Socio-Environmental Knowledge and Care of the La Plata Basin (which spans Brazil, Argentina, Uruguay, Paraguay and Bolivia) are also discussed in this paper.This research was supported by the International Development Research Centr

    iAggregator: Multidimensional Relevance Aggregation Based on a Fuzzy Operator

    International audienceRecently, an increasing number of information retrieval studies have triggered a resurgence of interest in redefining the algorithmic estimation of relevance, which implies a shift from topical to multidimensional relevance assessment. A key underlying aspect that emerged when addressing this concept is the aggregation of the relevance assessments related to each of the considered dimensions. The most commonly adopted forms of aggregation are based on classical weighted means and linear combination schemes to address this issue. Although some initiatives were recently proposed, none was concerned with considering the inherent dependencies and interactions existing among the relevance criteria, as is the case in many real-life applications. In this article, we present a new fuzzy-based operator, called iAggregator, for multidimensional relevance aggregation. Its main originality, beyond its ability to model interactions between different relevance criteria, lies in its generalization of many classical aggregation functions. To validate our proposal, we apply our operator within a tweet search task. Experiments using a standard benchmark, namely, Text REtrieval Conference Microblog,1 emphasize the relevance of our contribution when compared with traditional aggregation schemes.     Linking Weak and Strong Sustainability Indicators: The Case of Global Warming

    The aim of this paper is to describe and discuss the weak and strong sustainability approach of assessing climate change and to show reasonable applications, weaknesses, possible improvements and linkages of both approaches. Main features of ?weak? and ?strong? sustainability approaches are characterized. Damage cost studies of global warming representing weak sustainability indicators are discussed. Further, the examples of the ?inverse scenario? approach of the German Advisory Council on Global Change (WBGU) and the environmental space concept of the Dutch Advisory Council for Research on Nature and Environment (RMNO) are described and discussed for illustrating advantages and weaknesses of strong sustainability indicators.     Derivative of functions over lattices as a basis for the notion of interaction between attributes

    The paper proposes a general notion of interaction between attributes, which can be applied to many fields in decision making and data analysis. It generalizes the notion of interaction defined for criteria modelled by capacities, by considering functions defined on lattices. For a given problem, the lattice contains for each attribute the partially ordered set of remarkable points or levels. The interaction is based on the notion of derivative of a function defined on a lattice, and appears as a generalization of the Shapley value or other probabilistic values
