    Governança e modelação de processos de TI

    Estudos efectuados, ao longo dos últimos anos, têm demonstrado como os recursos de Tecnologia de Informação (TI) devem ser usados de maneira a propiciar a criação de ambientes organizacionais mais alinhados com as necessidades de negócio. Actualmente, vivemos um processo competitivo onde as organizações gerem muitos activos – pessoas, dinheiro, instalações, fornecedores, clientes – e investem fortemente em Tecnologia de Informação. Para que a organização consiga extrair benefícios concretos do processo de manipulação do conhecimento é necessário que esta possua mecanismos estruturais de gestão que permitam criar uma base de conhecimento adequada, levando a organização a preservar o seu capital intelectual. A governança de TI, na forma como é debatida actualmente no mercado, está mais focada no uso de boas práticas representadas por metodologias como CobiT (Control Objectives for Information and related Technology) e ITIL (Information Technology Infrastructure Library). No entanto, neste estudo vamos mais além e apresentamos uma visão de como a governança de TI pode ser útil ao alinhamento do negócio com a TI, através do uso de uma nova técnica que permite identificar os níveis de aptidão da gestão de serviços de TI, de modo a avaliar e gerir, não só os problemas complexos dos sistemas de informação e a tecnologia das organizações, mas também questões de gestão, operacionais e culturais. Esta dissertação propõe um método para avaliar o grau de maturidade da governança de TI dentro de uma organização. Simultaneamente, foram recolhidas métricas da complexidade dos processos de TI, as quais foram correlacionadas com os níveis de maturidade. Baseado nestas correlações, foi criado um modelo que interliga a governança de TI com o nível de complexidade dos processos de TI. Começamos por fornecer uma panorâmica sobre o trabalho que tem sido desenvolvido nas áreas de domínio desta dissertação; apresentamos alguns conceitos básicos sobre a governança de TI e qual a sua importância; relatamos detalhadamente a abordagem adaptada para determinar o perfil de governança de TI das empresas portuguesas; formalizamos um conjunto de indicadores quantitativos que permitem exprimir a complexidade de um processo, com recurso à linguagem OCL (Object Constraint Language), sobre um metamodelo BPMN (Business Process Modeling Notation); analisamos os resultados e apresentamos as conclusões.     A framework for e-government implementation at a national level

    This study attempts to explore and investigate empirically how an e-government system can be implemented at a national level; the key issues that might restrict its implementation; and how these issues could be treated in practice. Following a comprehensive review of the relevant literature, an initial conceptual framework for e-government implementation is formulated The framework is then applied in a real world case study to support further data collection and to establish an exhaustive view of the e-government implementation process at a national level. The case study examines the development of an e-government implementation in Qatar and involved 26 semi-structured interviews, 10 observations, 10 electronic reports, analysis of around 50 documents, and numerous newspaper articles and press releases. The interviewees included senior officials from the e-government steering committee, the e-government project team and various government ministries. The documentations included all the key documents relating the e-government project. Based on the data collected the initial framework is then revised by using the interpretive case study approach, which depends on an iterative research cycle where triangulated data are extracted The study then combined the evidence from the literature with the case study data to narrow the gap between e-government implementation theory and practice. As a result, a comprehensive framework including detailed measurements to differentiate four development stages is created. This framework classifies the key issues that might restrict e-government implementation into two main categories, organisational and technological issues, and uses other issues as the development measurements. The framework can be used as a tool to determine the road ahead for implementing an e-government system at a national level and to identify the main practices, processes, possible goals, progress indicators and key conditions to move from one stage to another. It can be claimed that this study has made a novel contribution to the area of e-government and has expanded the boundaries of knowledge, especially for governments that are seeking to implement an egovernment system at a national level

    A hybrid e-learning framework: Process-based, semantically-enriched and service-oriented

    Despite the recent innovations in e-Learning, much development is needed to ensure better learning experience for everyone and bridge the research gap in the current state of the art e-Learning artefacts. Contemporary e-learning artefacts possess various limitations as follows. First, they offer inadequate variations of adaptivity, since their recommendations are limited to e-learning resources, peers or communities. Second, they are often overwhelmed with technology at the expense of proper pedagogy and learning theories underpinning e-learning practices. Third, they do not comprehensively capture the e-learning experiences as their focus shifts to e-learning activities instead of e-learning processes. In reality, learning is a complex process that includes various activities and interactions between different roles to achieve certain gaols in a continuously evolving environment. Fourth, they tend more towards legacy systems and lack the agility and flexibility in their structure and design. To respond to the above limitations, this research aims at investigating the effectiveness of combining three advanced technologies (i.e., Business Process Modelling and Enactment, Semantics and Service Oriented Computing – SOC–) with learning pedagogy in order to enhance the e-learner experience. The key design artefact of this research is the development of the HeLPS e-Learning Framework – Hybrid e-Learning Framework that is Process-based, Semantically-enriched and Service Oriented-enabled. In this framework, a generic e-learning process has been developed bottom-up based on surveying a wide range of e-learning models (i.e., practical artefacts) and their underpinning pedagogies/concepts (i.e., theories); and then forming a generic e-learning process. Furthermore, an e-Learning Meta-Model has been developed in order to capture the semantics of e-learning domain and its processes. Such processes have been formally modelled and dynamically enacted using a service-oriented enabled architecture. This framework has been evaluated using a concern-based evaluation employing both static and dynamic approaches. The HeLPS e-Learning Framework along with its components have been evaluated by applying a data-driven approach and artificially-constructed case study to check its effectiveness in capturing the semantics, enriching e-learning processes and deriving services that can enhance the e-learner experience. Results revealed the effectiveness of combining the above-mentioned technologies in order to enhance the e-learner experience. Also, further research directions have been suggested.This research contributes to enhancing the e-learner experience by making the e-learning artefacts driven by pedagogy and informed by the latest technologies. One major novel contribution of this research is the introduction of a layered architectural framework (i.e., HeLPS) that combines business process modelling and enactment, semantics and SOC together. Another novel contribution is adopting the process-based approach in e-learning domain through: identifying these processes and developing a generic business process model from a set of related e-learning business process models that have the same goals and associated objectives. A third key contribution is the development of the e-Learning Meta-Model, which captures a high-abstract view of learning domain and encapsulates various domain rules using the Semantic Web Rule Language. Additional contribution is promoting the utilisation of Service-Orientation in e-learning through developing a semantically-enriched approach to identify and discover web services from e-learning business process models. Fifth, e-Learner Experience Model (eLEM) and e-Learning Capability Maturity Model (eLCMM) have been developed, where the former aims at identifying and quantifying the e-learner experience and the latter represents a well-defined evolutionary plateau towards achieving a mature e-learning process from a technological perspective. Both models have been combined with a new developed data-driven Validation and Verification Model to develop a Concern-based Evaluation Approach for e-Learning artefacts, which is considered as another contribution

    La Siguiente Generación de Sistemas de Fabricación (SGSF) trata de dar respuesta a los requerimientos de los nuevos modelos de empresas, en contextos de inteligencia, agilidad y adaptabilidad en un entono global y virtual. La Planificación de Recursos Empresariales (ERP) con soportes de gestión del producto (PDM) y el ciclo de vida del producto (PLM) proporciona soluciones de gestión empresarial sobre la base de un uso coherente de tecnologías de la información para la implantación en sistemas CIM (Computer-Integrated Manufacturing), con un alto grado de adaptabilidad a la estnictura organizativa deseada. En general, esta implementación se lleva desarrollando hace tiempo en grandes empresas, siendo menor (casi nula) su extensión a PYMEs. La presente Tesis Doctoral, define y desarrolla una nueva metodología de implementación pan la generación automática de la información en los procesos de negocio que se verifican en empresas con requerimientos adaptados a las necesidades de la SGSF, dentro de los sistemas de gestión de los recursos empresariales (ERP), atendiendo a la influencia del factor humano. La validez del modelo teórico de la metodología mencionada se ha comprobado al implementarlo en una empresa del tipo PYME, del sector de Ingeniería. Para el establecimiento del Estado del Arte de este tema se ha diseñado y aplicado una metodología específica basada en el ciclo de mejora continua de Shewhart/Deming, aplicando las herramientas de búsqueda y análisis bibliográfico disponibles en la red con acceso a las correspondientes bases de datos

    Multimedia-Streaming in Benutzergruppen

    At the time being, multimedia services using IP technology like IPTV or video on-demand are a hot topic. Technically, they can be classified under the notion of streaming. A server sends media data in a continuous fashion to one or several clients, which consume and display data portions as soon as they arrive. Using a feedback channel customers may influence the play-back, watching programs time-shifted or pausing the program. An enhancement of such streaming services is to watch those movies with a group of people on several devices in parallel. Similar approaches have been developed using IP multicast. However, users cannot control the presentation: pausing or skipping of more unimportant parts is impossible. Moreover, members cannot be added to the session directly within the application. The costream architecture developed in this works offers a collaborative streaming service without these limitations: People may join others watching a movie or invite others to such a collaborative streaming session. Dependent on the desired course of the session the participants' control operations are executed for all users, or the group is split into subgroups to let watchers follow their own time-lines. A group management controls this by means of user roles. Separate from the group management, the so-called association service provides for streaming session control and synchronization among participants. This separation of duties is advantageous in the sense that standard components can be used: For group management, SIP conferencing servers are suitable, whereas session control can best be handled using RTSP proxies as already used for caching of media data. Eventually, the evaluation of this architecture shows that such a service offers both low latency for clients and an acceptable synchronization of media streams to different client devices. Moreover, the communication overhead compared to usual conferencing or streaming systems is very low.Mit Hilfe der IP-Technologie erbrachte Multimedia-Dienste wie IPTV oder Video-on-Demand sind zur Zeit ein gefragtes Thema. Technisch werden solche Dienste unter dem Begriff "Streaming" eingeordnet. Ein Server sendet Mediendaten kontinuierlich an Empfänger, welche die Daten sofort weiterverarbeiten und anzeigen. Über einen Rückkanal hat der Kunde die Möglichkeit der Einflussnahme auf die Wiedergabe. Eine Weiterentwicklung dieser Streaming-Dienste ist die Möglichkeit, gemeinsam mit anderen denselben Film auf mehreren Geräten anzusehen. Ähnliche Ansätze gibt es im Internet bereits durch IP-Multicast. Allerdings können Benutzer hierbei keinen Einfluss auf die Übertragung nehmen - das Überspringen von Teilen ist zum Beispiel nicht möglich. Andere Benutzer können nicht direkt zur Streaming-Sitzung eingeladen werden. Collaborative Streaming ohne solche Einschränkungen bietet die in dieser Arbeit entwickelte costream-Architektur: Sie erlaubt es, andere zum gemeinsamen Betrachten eines Filmes einzuladen oder sich selbst in eine Benutzergruppe einzuklinken. Abhängig vom gewünschten Ablauf der Sitzung wird die Steuerung für alle Teilnehmer durchgeführt oder die Gruppe aufgeteilt. Eine Gruppenverwaltung regelt dies mit Hilfe von Rollenzuweisungen. Davon getrennt sorgt eine weitere Komponente für die Steuerung der Streaming-Sitzungen und die Synchronisation zwischen Teilnehmern. Diese Aufteilung hat den Vorteil, dass von der IETF entwickelte Standardprotokolle eingesetzt werden können. Für die Gruppenverwaltung sind SIP-Konferenzsysteme geeignet, während für die Sitzungssteuerung ein RTSP-Zwischensystem benutzt wurde. Die Evaluierung dieser Architektur zeigt schließlich, dass ein solcher Dienst nicht nur geringe Wartezeiten aufweist, sondern eine akzeptable Synchronisation der Datenströme auf die verschiedenen Ausgabegeräte der Benutzer erreicht wird. Zudem ist der Zusatzaufwand verglichen mit üblichen Konferenz- oder Streaming-Systemen sehr gering
