Digital technology and governance in transition: The case of the British Library
Comment on the organizational consequences of the new information and communications technologies (ICTs) is pervaded by a powerful imagery of disaggregation and a tendency for ?virtual? forms of production to be seen as synonymous with the ?end? of bureaucracy. This paper questions the underlying assumptions of the ?virtual organization?, highlighting the historically enduring, diversified character of the bureaucratic form. The paper then presents case study findings on the web-based access to information resources now being provided by the British Library (BL). The case study evidence produces two main findings. First, radically decentralised virtual forms of service delivery are heavily dependent on new forms of capacity-building and information aggregation. Second, digital technology is embedded in an inherently contested and contradictory context of institutional change. Current developments in the management and control of digital rights are consistent with the commodification of the public sphere. However, the evidence also suggests that scholarly access to information resources is being significantly influenced by the ?information society? objectives of the BL and other institutional players within the network of UK research libraries

Scholarly communication: The quest for Pasteur's Quadrant
The scholarly communication system is sustained by its functions of a) registration, b) certification or legitimization, c) dissemination and awareness d) archiving or curation and e) reward. These functions have remained stable during the development of scholarly communication but the means through which they are achieved have not. It has been a long journey from the days when scientists communicated primarily through correspondence. The
impact of modern-day technological changes is significant and has destabilized the scholarly communication system to some extent because many more options have become available to communicate scholarly information with. Pasteur's Quadrant was articulated by Donald E Stokes in his book Pasteur's Quadrant Basic Science and Technological Innovation. It is the
idea that basic science (as practiced by Niels Bohr) and applied science (as exemplified by Thomas Edison) can be brought together to create a synergy that will produce results of significant benefit, as Louis Pasteur did. Given the theory (fundamental understanding) we have of scholarly communication and given how modern-day technological advances can be applied, a case can be made that use-inspired basic research (Pasteur's Quadrant) should be the focus for current research in scholarly communication. In doing so the different types of digital scholarly resources and their characteristics must be investigated to determine how the
fundamentals of scholarly communication are being supported. How libraries could advocate for and contribute to the improvement of scholarly communication is also noted. These resources could include: e-journals, repositories, reviews, annotated content, data, pre -print and working papers servers, blogs, discussion forums, professional and academic hubs
Interactive context-aware user-driven metadata correction in digital libraries
Personal name variants are a common problem in digital libraries, reducing the precision of searches and complicating browsing-based interaction. The book-centric approach of name authority control has not scaled to match the growth and diversity of digital repositories. In this paper, we present a novel system for user-driven integration of name variants when interacting with web-based information-in particular digital library-systems. We approach these issues via a client-side JavaScript browser extension that can reorganize web content and also integrate remote data sources. Designed to be agnostic towards the web sites it is applied to, we illustrate the developed proof-of-concept system through worked examples using three different digital libraries. We discuss the extensibility of the approach in the context of other user-driven information systems and the growth of the Semantic Web

Teaching and learning in information retrieval
A literature review of pedagogical methods for teaching and learning information retrieval is presented. From the analysis of the literature a taxonomy was built and it is used to structure the paper. Information Retrieval (IR) is presented from different points of view: technical levels, educational goals, teaching and learning methods, assessment and curricula. The review is organized around two levels of abstraction which form a taxonomy that deals with the different aspects of pedagogy as applied to information retrieval. The first level looks at the technical level of delivering information retrieval concepts, and at the educational goals as articulated by the two main subject domains where IR is delivered: computer science (CS) and library and information science (LIS). The second level focuses on pedagogical issues, such as teaching and learning methods, delivery modes (classroom, online or e-learning), use of IR systems for teaching, assessment and feedback, and curricula design. The survey, and its bibliography, provides an overview of the pedagogical research carried out in the field of IR. It also provides a guide for educators on approaches that can be applied to improving the student learning experiences
