    A recent slew of ENCyclopedia Of DNA Elements (ENCODE) Consortium publications, specifically the article signed by all Consortium members, put forward the idea that more than 80% of the human genome is functional. This claim flies in the face of current estimates according to which the fraction of the genome that is evolutionarily conserved through purifying selection is less than 10%. Thus, according to the ENCODE Consortium, a biological function can be maintained indefinitely without selection, which implies that at least 80 − 10 = 70% of the genome is perfectly invulnerable to deleterious mutations, either because no mutation can ever occur in these “functional” regions or because no mutation in these regions can ever be deleterious. This absurd conclusion was reached through various means, chiefly by employing the seldom used “causal role” definition of biological function and then applying it inconsistently to different biochemical properties, by committing a logical fallacy known as “affirming the consequent,” by failing to appreciate the crucial difference between “junk DNA” and “garbage DNA,” by using analytical methods that yield biased errors and inflate estimates of functionality, by favoring statistical sensitivity over specificity, and by emphasizing statistical significance rather than the magnitude of the effect. Here, we detail the many logical and methodological transgressions involved in assigning functionality to almost every nucleotide in the human genome. The ENCODE results were predicted by one of its authors to necessitate the rewriting of textbooks. We agree, many textbooks dealing with marketing, mass-media hype, and public relations may well have to be rewritten

    Jazz Improvisation and Somatic Experience

    In this article I investigate musical improvisation from a somaesthetic perspective. I first provide a reconstruction of somaesthetics’ relationship to music and explain why, in dealing with improvisation, I mostly focus on jazz. Then I connect the question of improvisation to the pragmatist attempt to reconcile art and life, and argue that improvised music can be understood as somatic knowledge. Finally, I exemplify my ideas by referring to jazz drumming and the improvisational capacities that it allows to display and that are of interest for theoretical, practical and pragmatic somaesthetics

    O presente artigo tem por objetivo identificar as abordagens da literatura internacional sobre o tema da avaliação de desempenho do setor público. Dentro de uma abordagem qualitativa, esta pesquisa aplica o método ProKnow-C para selecionar um portfólio bibliográfico (BP). Revelou-se um arcabouço teórico que demonstra a evolução da avaliação de desempenho no setor público. Em seguida, são relatadas, especificamente, as etapas da revisão, o que também contribui, como guia, para o aprimoramento das revisões da literatura científica em geral. Neste manuscrito, 39 trabalhos de pesquisa foram selecionados a partir de um banco bruto de 2228 artigos. Foram realizadas análises bibliométricas básicas e avançadas para identificar algumas particularidades da área de pesquisa, como autores, artigos e periódicos mais citados, além das preocupações específicas da avaliação de desempenho no setor público, como a necessidade de avaliação de desempenho promovendo a estratégia organizacional

    Knowledge Sharing Among Academics in Higher Education Institutions in Saudi Arabia

    The Ministry of Higher Education (MOHE) in Saudi Arabia aims to move toward a knowledge-based economy and many knowledge management (KM) and knowledge sharing (KS) initiatives have been taken to accelerate the achievement of this goal. Despite the substantial body of research into KS in the business environment, research that investigates factors that promote KS practices among academics in higher education institutions (HEIs) is generally limited, but particularly in Saudi Arabia. To bridge this gap, the goal was to explore what individual and organizational factors contribute to a person’s willingness to share knowledge and develop a profile of the current knowledge sharing culture of academics within HEIs in Saudi Arabia. An online survey was designed based on extant literature and used to collect both quantitative and qualitative data on organizational factors (i.e. leadership, organizational structure, information technology platform, and organizational culture) and individual factors (i.e., willingness to share knowledge, attitude toward KS, expected rewards and associations, expected contribution, and trust) that influence the success of KS in HEIs. A total of 140 completed surveys were analyzed. The quantitative data were analyzed through validity, reliability, descriptive, and multivariate regression analyses. A qualitative coding process was used to analyze the open-ended questions. Quantitative data analysis resulted in a significant main effect for factors of trust, leadership, and attitude toward KS on the person’s willingness to share knowledge. Results for the factors of expected rewards and associations, expected contribution, organizational structure, information technology platform, and organizational culture were not significant. Qualitative analysis revealed that Saudi academics generally have a positive attitude toward knowledge sharing and prefer sharing knowledge face-to-face. Knowledge sharing is mainly related to teaching strategies followed by research. Trust and time are key factors in their willingness to share, as well as, support from their institutions through effective information systems and facilitation of open communication and collaboration. While most academics are intrinsically motivated to share knowledge, some expect extrinsic rewards and recognition. Findings will assist Saudi HEIs to design systems necessary to become knowledge-based institutions, help HEI management plan and apply KS practices, and identify future research opportunities to advance KS in HEIs

    Patterns of redemption: parachronicity in the work of Piero della Francesca, Frank Zappa and Stanley Spencer

    Works of art often refer to one another. Perhaps a closer examination of this relationship occurs if they are theoretically displaced from the sequence of events that contextualise them. Placed side-by-side, they may take on a fresh meaning that might identify artistic intention as universal — as a 'redemptive' statement of Being. Both Piero della Francesca and Stanley Spencer painted 'Resurrection' pictures. The five hundred years that separate them notwithstanding, the reasons for their so doing must bear some comparison. Each made a statement of belief in their depiction of a metaphysical world created primarily in the imagination but housed in cultural milieus that would identify them as 'visionary' amongst their peers. Yet, in many ways, one picture is the antithesis to the other, the first deeply religious, the second highly personal. Regardless of their differences, each work might perpetually and simultaneously strive toward 'the spiritual' in an individual and universal sense. As an artist whose work ostensibly denies any lofty 'spiritual' aspiration whatsoever, Frank Zappa's dismissal of authority, whether couched in religious, musical or sociological terms, marks a valid juxtaposition to current acceptance of artistic form. Not only was it legitimate to invite a musician into the affray, for me it was a vital continuation of my earlier exploration. Zappa seriously challenges the notion of 'feeling' as little more than a pre-set conditioned response to music. I hoped to establish that Zappa's own quest for musical perfection flew in the face of his notorious cynicism, proclaiming his output as 'redemptive' — alongside that of Piero della Francesca and Stanley Spencer. It is the main contention here that as the human predicament requires that the artist should attempt to re-present his vision in order to redefine reality for himself and his peers, the role of artist as 'visionary' is worthy of perennial consideration
