    Electronic information sharing in local government authorities: Factors influencing the decision-making process

To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems.     Trade development strategy, regional economic development and cooperation: The case of the Murmansk region, Russia

    The purpose of the article is to explore the concept of a trade development strategy and to identify its impact on cross-border trade and cooperation. The case focuses on the Murmansk region and cross-border trade with Finland. This study is designed as a qualitative, single-case, embedded study. Primary data collection was executed by means of a survey and semi-structured interviews. The acquired data were analyzed by developing a case description. In this study trade development strategy is understood from the practice theory perspective and is defined as a set of strategic activities initiated by formal and informal institutions. The concept of a trade development strategy includes activities related to (1) intelligent growth, (2) trade promotion, (3) infrastructure development, and (4) support for market access and international trade cooperation. This study reveals that the absence of a thoroughly devised international trade´development strategy in the Murmansk region does not allow for the streamlining of strategizing activities related to trade development; therefore the activities tend to be uncoordinated and unbalanced

    Orchestrating Forest Policy in Italy: Mission Impossible?

    In the Italian political and economic agenda the forest sector occupies a marginal role. The forest sector in Italy is characterized by a high institutional fragmentation and centralized decision-making processes dominated by Public Forest Administrations. Public participation in forest policy processes has been implemented since the 1990s at national, regional and local levels in several cases. However, today no significant changes have been observed in the overall governance of the forest sector and stakeholders' involvement in Italian forest policy decision-making is still rather limited. The aims of this paper are to describe the state of forest-related participatory processes in Italy at various levels (national, regional and local) and identify which factors and actors hinder or support the establishment and implementation of participatory forest-related processes in the country. The forest-related participatory processes are analyzed adopting a qualitative-based approach and interpreting interactive, complex and non-linear participatory processes through the lens of panarchy theory

    Managing and monitoring equality and diversity in UK sport: An evaluation of the sporting equals Racial Equality Standard and its impact on organizational change

    Despite greater attention to racial equality in sport in recent years, the progress of national sports organizations toward creating equality of outcomes has been limited in the United Kingdom. The collaboration of the national sports agencies, equity organizations and national sports organizations (including national governing bodies of sport) has focused on Equality Standards. The authors revisit an earlier impact study of the Racial Equality Standard in sport and supplement it with another round of interview material to assess changing strategies to manage diversity in British sport. In particular, it tracks the impact on organizational commitment to diversity through the period of the establishment of the Racial Equality Standard and its replacement by an Equality Standard that deals with other diversity issues alongside race and ethnicity. As a result, the authors question whether the new, generic Equality Standard is capable of addressing racial diversity and promoting equality of outcomes. © 2006 Sage Publications

    Individual Budgets : Lessons from Early Users' Experiences

    Within the context of modernization, there has been a trend towards 'cash-for-care' schemes designed to bring choice and control closer to the service user. In England, Individual Budgets (IBs) are being piloted, with the aim of promoting personalized support for disabled people and other users of social care services. This paper reports on the experiences and outcomes of early IB users two to three months after first being offered an IB. The users included adults with physical/sensory impairments, learning difficulties, mental health problems and older people. Semi-structured interviews were carried out with nine service users and five proxies. The findings suggest that IBs have the potential to be innovative and life-enhancing. However, achieving this potential in practice depends on a range of other factors, including changes in the routine practices and organizational culture of adult social care services and ensuring users have access to appropriate documentation and support. Any conclusions drawn from the experiences of these early IB users must be treated with caution. The findings nevertheless indicate some of the issues that will need to be addressed as IBs are implemented more widely to replace conventional forms of adult social care provision

    Longitudinal Study of Children's Reintegration in Moldova

    This report documents a 22-month longitudinal study of the reintegration of children in residential care in Moldova. This research was carried out by Partnerships for Every Child, a Moldovan Non- Governmental Organisation (NGO), with the support of Family for Every Child, a network of national NGOs. The overall study -- which also examines the reintegration of street children in Mexico and of child domestic workers in Nepal -- aims to identify successful elements in strategies to ensure the sustainable reintegration of children without parental care by examining the reintegration process over four phases.Moldova leads the region in the proportion of its children living in residential care: 2.2 per cent of boys and girls live without parental care, with over 6,000 in residential care and more than 10,000 in family-based care (out of a population of approximately 750,000).
