    Final report on the farmer's aid in plant disease diagnoses

    This report is the final report on the FAD project. The FAD project was initiated in september 1985 to test the expert system shell Babylon by developing a prototype crop disease diagnosis system in it. A short overview of the history of the project and the main problems encountered is given in chapter 1. Chapter 2 describes the result of an attempt to integrate JSD with modelling techniques like generalisation and aggregation and chapter 3 concentrates on the method we used to elicit phytopathological knowledge from specialists. Chapter 4 gives the result of knowledge acquisition for the 10 wheat diseases most commonly occurring in the Netherlands. The user interface is described briefly in chapter 5 and chapter 6 gives an overview of the additions to the implementation we made to the version of FAD reported in our second report. Chapter 7, finally, summarises the conclusions of the project and gives recommendations for follow-up projects

    Verbal Autopsy Methods with Multiple Causes of Death

    Verbal autopsy procedures are widely used for estimating cause-specific mortality in areas without medical death certification. Data on symptoms reported by caregivers along with the cause of death are collected from a medical facility, and the cause-of-death distribution is estimated in the population where only symptom data are available. Current approaches analyze only one cause at a time, involve assumptions judged difficult or impossible to satisfy, and require expensive, time-consuming, or unreliable physician reviews, expert algorithms, or parametric statistical models. By generalizing current approaches to analyze multiple causes, we show how most of the difficult assumptions underlying existing methods can be dropped. These generalizations also make physician review, expert algorithms and parametric statistical assumptions unnecessary. With theoretical results, and empirical analyses in data from China and Tanzania, we illustrate the accuracy of this approach. While no method of analyzing verbal autopsy data, including the more computationally intensive approach offered here, can give accurate estimates in all circumstances, the procedure offered is conceptually simpler, less expensive, more general, as or more replicable, and easier to use in practice than existing approaches. We also show how our focus on estimating aggregate proportions, which are the quantities of primary interest in verbal autopsy studies, may also greatly reduce the assumptions necessary for, and thus improve the performance of, many individual classifiers in this and other areas.     Putting Theory into Practice: Market Failure and Market Based Instruments (MBIs)

    The use of market-based instruments (MBIs) to provide and protect ecosystem services has gained significant attention in Australia. Despite their popularity, MBIs are not appropriate for the provision of all ecosystem services. Rather, MBIs must be carefully designed given the ecosystem service outcomes desired, while meeting the needs of participants. In this paper we detail the importance of a robust theoretical structure to underpin the selection and design of an MBI. In particular, we demonstrate the role of identifying and analysing the nature of the market failures present, and their implications for instrument design.     The tourism sector is one of the largest and fastest growing global industries and is a significant contributor to national and local economies around the world. The interface between climate and tourism is multifaceted and complex, as climate represents both a vital resource to be exploited and an important limiting factor that poses risks to be managed by the tourism industry and tourists alike. All tourism destinations and operators are climate-sensitive to a degree and climate is a key influence on travel planning and the travel experience. This chapter provides a synopsis of the capacities and needs for climate services in the tourism sector, including current and emerging applications of climate services by diverse tourism end-users, and a discussion of key knowledge gaps, research and capacity-building needs and partnerships that are required to accelerate the application of climate information to manage risks to climate variability and facilitate successful adaptation to climate change

    The interplay between societal concerns and the regulatory frame on GM crops in the European Union

    Recapitulating how genetic modification technology and its agro-food products aroused strong societal opposition in the European Union, this paper demonstrates how this opposition contributed to shape the European regulatory frame on GM crops. More specifically, it describes how this opposition contributed to a de facto moratorium on the commercialization of new GM crop events in the end of the nineties. From this period onwards, the regulatory frame has been continuously revised in order to slow down further erosion of public and market confidence. Various scientific and technical reforms were made to meet societal concerns relating to the safety of GM crops. In this context, the precautionary principle, environmental post-market monitoring and traceability were adopted as ways to cope with scientific uncertainties. Labeling, traceability, co-existence and public information were installed in an attempt to meet the general public request for more information about GM agro-food products, and the specific demand to respect the consumers' and farmers' freedom of choice. Despite these efforts, today, the explicit role of public participation and/or ethical consultation during authorization procedures is at best minimal. Moreover, no legal room was created to progress to an integral sustainability evaluation during market procedures. It remains to be seen whether the recent policy shift towards greater transparency about value judgments, plural viewpoints and scientific uncertainties will be one step forward in integrating ethical concerns more explicitly in risk analysis. As such, the regulatory frame stands open for further interpretation, reflecting in various degrees a continued interplay with societal concerns relating to GM agro-food products. In this regard, both societal concerns and diversely interpreted regulatory criteria can be inferred as signaling a request – and even a quest – to render more explicit the broader-than-scientific dimension of the actual risk analysis

    Trading-off payments and accuracy in online classification with paid stochastic experts

    We investigate online classification with paid stochastic experts. Here, before making their prediction, each expert must be paid. The amount that we pay each expert directly influences the accuracy of their prediction through some unknown Lipschitz “productivity” function. In each round, the learner must decide how much to pay each expert and then make a prediction. They incur a cost equal to a weighted sum of the prediction error and upfront payments for all experts. We introduce an online learning algorithm whose total cost after T rounds exceeds that of a predictor which knows the productivity of all experts in advance by at most O(K2(lnT)T−−√) where K is the number of experts. In order to achieve this result, we combine Lipschitz bandits and online classification with surrogate losses. These tools allow us to improve upon the bound of order T2/3 one would obtain in the standard Lipschitz bandit setting. Our algorithm is empirically evaluated on synthetic data
