    Reducing energy demand through low carbon innovation: a sociotechnical transitions perspective and thirteen research debates

    Improvements in energy efficiency and reductions in energy demand are expected to contribute more than half of the reduction in global carbon emissions over the next few decades. These unprecedented reductions require transformations in the systems that provide energy services. However, the dominant analytical perspectives, grounded in neoclassical economics and social psychology, focus upon marginal changes and provide only limited guidance on how such transformations may occur and how they can be shaped. We argue that a socio-technical transitions perspective is more suited to address the complexity of the challenges involved. This perspective understands energy services as being provided through large-scale, capital intensive and long-lived infrastructures that co-evolve with technologies, institutions, skills, knowledge and behaviours to create broader ‘sociotechnical systems’. To provide guidance for research in this area, this paper identifies and describes thirteen debates in socio-technical transitions research, organized under the headings of emergence, diffusion and impact, as well as more synthetic cross-cutting issues

    Towards multi-system sociotechnical transitions: why simulate

    A number of research frameworks have been developed for studying sociotechnical transitions. These are complex phenomena, particularly those involving multi-system interactions. Given these characteristics, the paper discusses the challenges in studying transitions solely through inductive inference methods. It argues that transition research has reached a point where taking the next step should include modelling and simulation as part of the standard methodological exploratory toolkit for studying the intensity, nature and timing of system interaction that lead to transitions and for producing timely and robust policy recommendations

    A Socio-technical Analysis of Interdependent Infrastructures among the Built Environment, Energy, and Transportation Systems at the Navy Yard and the Philadelphia Metropolitan Region, USA

    This paper reports on a research initiative that explores the interdependencies of the system of systems — the built environment, energy, and transportation — related to the redevelopment of The Navy Yard in Philadelphia and the Philadelphia Metropolitan Region. The overarching goal of the project is a clearer understanding of the dynamics of multi-scale interactions and interdependencies of systems of sociotechnical systems that will be useful to system practitioners. The understanding and the subsequent planning and design of sociotechnical systems are “wicked” problems and one characteristic is there is no definitive formulation. One of the main findings or lessons learned of the work reported for the understanding of interdependencies of infrastructure is the identification of what are the problems or challenges because for wicked problems “[t]he formulation of the problem is the problem!” We find that systems practitioners have an overarching concern of a fragmented regional policy and decision making process. Four main themes of 1. Vulnerability of aging infrastructure, 2. Integration of emerging technology into existing infrastructure, 3. Lifestyle and value changes, and 4. Financial innovations were identified as challenges. Continuing research work explores three possible infrastructure projects for further study as well as the development of a high-level systems of systems model. The principle outcome is the initiation of a planning process so that the system practitioners will learn to better understand the connections among related sociotechnical systems and the constellation of problems they face not within their immediate scope of responsibility yet influences the operations of their systems

    Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities

    This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables. It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring. ‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability

    The outcomes of directionality: Towards a morphology of sociotechnical systems

    The sustainability transitions literature departs from the idea that grand challenges such as climate change and rising inequality call for far-reaching changes in sociotechnical systems of production and consumption. This implies a dual interest in the directionality of innovation; some directions of change can be perceived as more desirable, while others may be more plausible due to the path dependent nature of sociotechnical change. The specific characteristics of the potential outcomes of directionality have, however, received little attention. Our aim is therefore to unpack and conceptualize the multidimensional space in which sociotechnical systems may adopt different shapes and configurations. We also provide three illustrative empirical examples where directionality has resulted in systems with different technical, social and spatial characteristics. The ideas put forward in this paper can be seen as a contribution to a morphology of sociotechnical systems and thereby support efforts to investigate or promote specific directions of change

    Sociology of Interdisciplinarity

    This Open Access book builds upon Science and Technology Studies (STS) and provides a detailed examination of how large-scale energy research projects have been conceived, and with what consequences for those involved in interdisciplinary research, which has been advocated as the zenith of research practice for many years, quite often in direct response to questions that cannot be answered (or even preliminarily investigated) by disciplines working separately. It produces fresh insights into the lived experiences and actual contents of interdisciplinarity, rather than simply commentating on how it is being explicitly advocated. We present empirical studies on large-scale energy research projects from the United Kingdom, Norway, and Finland. The book presents a new framework, the Sociology of Interdisciplinarity, which unpacks interdisciplinary research in practice. This book will be of interest to all those interested in well-functioning interdisciplinary research systems and the dynamics of doing interdisciplinarity, including real ground-level experiences and institutional interdependencies

    Imagined people, behaviour and future mobility: Insights from visions of electric vehicles and car clubs in the United Kingdom

    This study focuses on imagined futures of personal mobility in the United Kingdom in the context of the need to reduce greenhouse gas emissions from transport. Focusing on two innovations, electric vehicles and car clubs, the study investigates how people, behaviour and mobility are imagined in a range of visioning documents about the future up to 2050, a timeline that is critically important for emission reduction targets. We find that people are imagined primarily as consumers in line with the rational actor paradigm, with many visions focusing on low-carbon vehicles as a sustainability solution. This simple technological substitution vision does not play to the strengths of electric vehicles, and diminishes their transformative potential. There are fewer car club visions; these show less car ownership, but retain high mobility and an economic growth perspective. Our findings support the idea that much future mobility visioning is used to support the status quo, rather than to explore a variety of futures with diverse portrayal of people, behaviour and mobility

    From a sociotechnical perspective, improving energy efficiency and reducing energy demand are understood as social processes with complex interactions between multiple actors (firms, researchers, policymakers, consumers) who develop strategies, make investments, learn, open up new markets and develop new routines. A sociotechnical perspective views energy services as being provided through large-scale, capital-intensive and long-lived infrastructures that co-evolve with technologies, institutions, skills, knowledge and behaviours to create broader ‘sociotechnical systems’. This chapter develops a rationale for the sociotechnical approach, describes its general characteristics and identifies some core research debates.
