    Techniques for the Publication of Accessible Multimedia Content on the Web

    Multimedia has become one of the most important sources of information and communication on the web. However, despite recent technological progress, people with disabilities and the elderly face difficulties accessing multimedia on the web. In some cases, these difficulties are impossible to overcome and are a fundamental cause of digital exclusion. Given the importance of this topic, several investigations on the problems of accessing multimedia resources have been carried out. Some organizations have also proposed certain standards to guide the creation and publication of accessible web content. Nevertheless, the authoring tools used in the process of publishing multimedia on the web do not offer all the accessibility features required. Authoring tools can also be used by people who do not have knowledge about web accessibility or programming, resulting in web publications lacking accessibility. This research proposes 278 novel techniques to guide authors, designers, programmers, and testers in the publication of accessible and inclusive multimedia on the web. These techniques are designed to guarantee the compliance with the recommended success criteria of Authoring Tools Accessibility Guidelines (ATAG) 2.0 of the World Wide Web Consortium. Moreover, these techniques can be used to evaluate the accessibility of the existing authoring tools used to create multimedia for the web. Additionally, we present 80 possible failures that can cause the non-fulfillment of ATAG 2.0.     A System to Generate SignWriting for Video Tracks Enhancing Accessibility of Deaf People

    Video content has increased much on the Internet during last years. In spite of the efforts of different organizations and governments to increase the accessibility of websites, most multimedia content on the Internet is not accessible. This paper describes a system that contributes to make multimedia content more accessible on the Web, by automatically translating subtitles in oral language to SignWriting, a way of writing Sign Language. This system extends the functionality of a general web platform that can provide accessible web content for different needs. This platform has a core component that automatically converts any web page to a web page compliant with level AA of WAI guidelines. Around this core component, different adapters complete the conversion according to the needs of specific users. One adapter is the Deaf People Accessibility Adapter, which provides accessible web content for the Deaf, based on SignWritting. Functionality of this adapter has been extended with the video subtitle translator system. A first prototype of this system has been tested through different methods including usability and accessibility tests and results show that this tool can enhance the accessibility of video content available on the Web for Deaf people

    Innovation and social learning in higher education institutions

    Considering the existing experiences and the concrete needs of the hearing - impaired and visually - impaired groups for accessing HEI programmes, this handboook brings some important innovations: 1. A functional approach, proposing the methods and procedures to be used for developing and delivering ICT based learning offer valid also for these target group (not specially done for them, but designed in such a way that correspond also to their specific needs). This is that will support the target groups in their education and also social inclusion. 2. A subsequent proposal of a kind of “Quality Label”, to establish quality standards and assessment procedures and instruments to be used for evaluating whether Higher Educational Institutions’ offers and training programmes correspond to the ISOLearn standards regarding the accessibility of these groups to their learning offer. 3. Both the Handbook and the “Quality Label” should be tested on a specific qualification which should become a benchmark for the HEI ICT based learning programmes.     Improving Deaf Accessibility to Web-based Multimedia

    Internet technologies have expanded rapidly over the past two decades, making information of all sorts more readily available. Not only are they more cost-effective than traditional media, these new media have contributed to quality and convenience. However, proliferation of video and audio media on the internet creates an inadvertent disadvantage for deaf Internet users. Despite technological and legislative milestones in recent decades in making television and movies more accessible, there has been little progress with online access. A major obstacle to providing captions for internet media is the high cost of captioning and transcribing services. To respond to this problem, a possible solution lies in automatic speech recognition (ASR). This research investigates possible solutions to Web accessibility through utilization of ASR technologies. It surveys previous studies that employ visualization and ASR to determine their effectiveness in the context of deaf accessibility. Since there was no existing literature indicating the area of greatest need, a preliminary study identified an application that would serve as a case study for applying and evaluating speech visualization technology. A total of 20 deaf and hard-of-hearing participants were interviewed via video phone and their responses in American Sign Language were transcribed to English. The most common theme was concern over a lack of accessibility for online news. The second study evaluated different presentation strategies for making online news videos more accessible. A total of 95 participants viewed four different caption styles. Each style was presented on different news stories with control for content level and delivery. In addition to pre-test and post-test questionnaires, both performance and preference measures were conducted. Results from the study offer emphatic support for the hypothesis that captioning the online videos makes the Internet more accessible to the deaf users. Furthermore, the findings lend strong evidence to the idea of utilizing automatic captions to make videos comprehensible to the deaf viewers at a fraction of the cost. The color-coded captions that used highlighting to reflect the accuracy ratings were found neither to be beneficial nor detrimental; however, when asked directly about the benefit of color-coding there was support for the concept. Further development and research will be necessary to find the appropriate solution

    Factors Affecting the Accessibility of IT Artifacts : A Systematic Review

    Accessibility awareness and development have improved in the past two decades, but many users still encounter accessibility barriers when using information technology (IT) artifacts (e.g., user interfaces and websites). Current research in information systems and human-computer interaction disciplines explores methods, techniques, and factors affecting the accessibility of IT artifacts for a particular population and provides solutions to address these barriers. However, design realized in one solution should be used to provide accessibility to the widest range of users, which requires an integration of solutions. To identify the factors that cause accessibility barriers and the solutions for users with different needs, a systematic literature review was conducted. This paper contributes to the existing body of knowledge by revealing (1) management- and development-level factors, and (2) user perspective factors affecting accessibility that address different accessibility barriers to different groups of population (based on the International Classification of Functioning by the World Health Organization). Based on these findings, we synthesize and illustrate the factors and solutions that need to be addressed when creating an accessible IT artifact.© 2022 by the Association for Information Systems.     Accessibility in health mobile applications

    Abstract. Nowadays, there is a vast number of mobile devices capable of storing an individual’s entire life. There are applications for everything, from banking to ordering food and clothes, but also different health applications targeted towards different impairments and self-health care management. Self-health care management applications can have a significant impact on individuals with various diseases and impairments. However, it is essential that these applications are accessible to users with different impairments such as motor and vision impairments. The purpose of this study was to examine accessibility concerns in mobile health applications for individuals with multiple sclerosis and evaluate how these concerns were addressed. Multiple sclerosis was chosen as the focus of this study because its symptoms encompass a range of impairments, including vision, motion, hearing, and cognitive limitations. The study was conducted with benchmarking multiple sclerosis applications obtained in Google Play store. Benchmarking focused on accessibility, and measurements and metrics were gathered testing applications with Google Accessibility Scanner and TalkBack screen reader. Measurements were based on web content accessibility guidelines (WCAG) 2 and accessibility guidelines for mobile applications. None of the tested applications followed accessibility guideline requirements based on benchmarking metrics. When examining the metrics from the perspective of impairments, it was found that applications had accessibility concerns related to motor and vision impairments. The applications addressed requirements for hearing impairments in applicable features, while testing cognitive impairment requirements proved challenging with the selected testing tools. In the future, it is recommended to conduct additional accessibility testing for cognitive impairments using methods such as manual accessibility testing and user testing
