    Assessment of the integration of geographic information in e-government policy in Europe

    Ponencias, comunicaciones y pósters presentados en el 17th AGILE Conference on Geographic Information Science "Connecting a Digital Europe through Location and Place", celebrado en la Universitat Jaume I del 3 al 6 de junio de 2014.The integration of geographic information and services in a broader e-government context can be considered as a necessary condition for realising the full potential of Spatial Data Infrastructures (SDIs). In recent years, many European countries have started taking actions and initiatives to integrate geographic information in e-government policy. This paper provides an analysis of these actions and initiatives, focusing on the non-technological aspects, such as the development of strategies, the establishment of coordination structures and the implementation of data policies. The analysis shows that several European countries are aware of the need to integrate geographic information in e-government and are taking different types of actions towards a coordinated and integrated ‘information’ policy. However, in none of the European countries that were examined is geographic information fully integrated in e-government policy, and in some countries the integration of location information in e-government is even not considered as a priority

    This volume contains papers presented at E-Vote-ID 2021, the Sixth International Joint Conference on Electronic Voting, held during October 5-8, 2021. Due to the extraordinary situation provoked by Covid-19 Pandemic, the conference is held online for second consecutive edition, instead of in the traditional venue in Bregenz, Austria. E-Vote-ID Conference resulted from the merging of EVOTE and Vote-ID and counting up to 17 years since the _rst E-Vote conference in Austria. Since that conference in 2004, over 1000 experts have attended the venue, including scholars, practitioners, authorities, electoral managers, vendors, and PhD Students. The conference collected the most relevant debates on the development of Electronic Voting, from aspects relating to security and usability through to practical experiences and applications of voting systems, also including legal, social or political aspects, amongst others; turning out to be an important global referent in relation to this issue. Also, this year, the conference consisted of: · Security, Usability and Technical Issues Track · Administrative, Legal, Political and Social Issues Track · Election and Practical Experiences Track · PhD Colloquium, Poster and Demo Session on the day before the conference E-VOTE-ID 2021 received 49 submissions, being, each of them, reviewed by 3 to 5 program committee members, using a double blind review process. As a result, 27 papers were accepted for its presentation in the conference. The selected papers cover a wide range of topics connected with electronic voting, including experiences and revisions of the real uses of E-voting systems and corresponding processes in elections. We would also like to thank the German Informatics Society (Gesellschaft für Informatik) with its ECOM working group and KASTEL for their partnership over many years. Further we would like to thank the Swiss Federal Chancellery and the Regional Government of Vorarlberg for their kind support.     Model for interoperability evaluation in e-government services

The aim of the research consists of identifying the essential aspects to take into consideration to guarantee the information and knowledge interoperability in e-government services. In this context good practices in information interoperability are taken into account and three basic approaches are identified: (1)Information and knowledge management: mark-up languages, open software and formats, and electronic document processing; (2) Metadata for knowledge representation in electronic resources; and (3) Web accessibility to improve access for all.Publicad

    Trustworthy Cross-Border Interoperable Identity System for Developing Countries

    Foundational identity systems (FIDS) have been used to optimise service delivery and inclusive economic growth in developing countries. As developing nations increasingly seek to use FIDS for the identification and authentication of identity (ID) holders, trustworthy interoperability will help to develop a cross-border dimension of e-Government. Despite this potential, there has not been any significant research on the interoperability of FIDS in the African identity ecosystem. There are several challenges to this; on one hand, complex internal political dynamics have resulted in weak institutions, implying that FIDS could be exploited for political gains. On the other hand, the trust in the government by the citizens or ID holders is habitually low, in which case, data security and privacy protection concerns become paramount. In the same sense, some FIDS are technology-locked, thus interoperability is primarily ambiguous. There are also issues of cross-system compatibility, legislation, vendor-locked system design principles and unclear regulatory provisions for data sharing. Fundamentally, interoperability is an essential prerequisite for e-Government services and underpins optimal service delivery in education, social security, and financial services including gender and equality as already demonstrated by the European Union. Furthermore, cohesive data exchange through an interoperable identity system will create an ecosystem of efficient data governance and the integration of cross-border FIDS. Consequently, this research identifies the challenges, opportunities, and requirements for cross-border interoperability in an African context.     Deep Multi-Segmentation Approach for the Joint Classification and Segmentation of the Retinal Arterial and Venous Trees in Color Fundus Images

    Presented at the 4th XoveTIC Conference, A Coruña, Spain, 7–8 October 2021.[Abstract] The analysis of the retinal vasculature represents a crucial stage in the diagnosis of several diseases. An exhaustive analysis involves segmenting the retinal vessels and classifying them into veins and arteries. In this work, we present an accurate approach, based on deep neural networks, for the joint segmentation and classification of the retinal veins and arteries from color fundus images. The presented approach decomposes this joint task into three related subtasks: the segmentation of arteries, veins and the whole vascular tree. The experiments performed show that our method achieves competitive results in the discrimination of arteries and veins, while clearly enhancing the segmentation of the different structures.     Polarization conversion on nanostructured metallic surfaces fabricated by LIPSS

Laser Induced Periodic Surface Structures (LIPSS) have recently started to be studied as waveplates due to the birefringence in-duced by the nanoripples, easily fabricated in a one-step process by laser, where LIPSS morphology is defined by the characteristics of the laser process parameters and the substrate material. The optical properties of these waveplates are defined by LIPSS parameters such as period, depth or width of the ripples. In this work we have deposited thin film coatings on stainless steel samples containing LIPSS for different coating thickness and composition. Results show that thin film coatings are a good candidate for the tunability of LIPSS birefringence since the coating modifies the induced polarization change and reflectivity of the sample depending on coating thickness and composition, as expected from numerical simulations.Depto. de ÓpticaFac. de Ciencias FísicasTRUEUnión Europea. The decomposition of the objective function of a problem into its elementary components can be exploited to compute summary statistics. We present closed-form expressions for the fitness-distance correlation (FDC) based on the elementary landscape decomposition of the problems defined over binary strings in which the objective function has one global optimum.     An Overview of the IberSpeech-RTVE 2022 Challenges on Speech Technologies

    Evaluation campaigns provide a common framework with which the progress of speech technologies can be effectively measured. The aim of this paper is to present a detailed overview of the IberSpeech-RTVE 2022 Challenges, which were organized as part of the IberSpeech 2022 conference under the ongoing series of Albayzin evaluation campaigns. In the 2022 edition, four challenges were launched: (1) speech-to-text transcription; (2) speaker diarization and identity assignment; (3) text and speech alignment; and (4) search on speech. Different databases that cover different domains (e.g., broadcast news, conference talks, parliament sessions) were released for those challenges. The submitted systems also cover a wide range of speech processing methods, which include hidden Markov model-based approaches, end-to-end neural network-based methods, hybrid approaches, etc. This paper describes the databases, the tasks and the performance metrics used in the four challenges. It also provides the most relevant features of the submitted systems and briefly presents and discusses the obtained results. Despite employing state-of-the-art technology, the relatively poor performance attained in some of the challenges reveals that there is still room for improvement.
