    Cultural consequences of computing technology

    Computing technology is clearly a technical revolution, but will most probably bring about a cultural revolution\ud as well. The effects of this technology on human culture will be dramatic and far-reaching. Yet, computers and\ud electronic networks are but the latest development in a long history of cognitive tools, such as writing and printing.\ud We will examine this history, which exhibits long-term trends toward an increasing democratization of culture,\ud before turning to today's technology. Within this framework, we will analyze the probable effects of computing on\ud culture: dynamical representations, generalized networking, constant modification and reproduction. To address the\ud problems posed by this new technical environment, we will suggest possible remedies. In particular, the role of\ud social institutions will be discussed, and we will outline the shape of new electronic institutions able to deal with the\ud information flow on the internet

    New approaches to learning and teaching, introduced by electronic environment are present in higher educational institutions through the world. Still many institutions are either purposely unaware of them or they do not have organizational infrastructure and willingness to fully adopt them. A rigid internal governance structures that is strongly influenced by academic council in most institutions tends to retain status quo. At the same time Laissez-faire approach to development of training materials and adoption of electronic teaching methods tends to increase expenses with no serious results and no dissemination of knowledge that is gathered from those, in most cases, isolated and enthusiastic projects. Advance in technological development is for many institutions just insignificant external factor that only in a way influences their internal organizational change. Still, in the course of this article it will be shown that only strong willingness to adopt full organizational change in the fields of: governance, organizational model, funding and internal culture change, through new vision statement and detailed strategic plan can fully prepare institution for electronic teaching and learning environment. This assertion will be elaborated both from organizational as well as from financial aspect and some best practices solutions and recommendation will be drafted in order to propose concrete change in governance structure, organizational model, funding and internal culture

The goal of the study is to reveal the potential of university electronic information-educational environments in professional education and identify the trends and perspectives of creating electronic information-educational environments of higher education institutions. Results: A characteristic of the electronic information-educational environment of a university is provided, and its components and resources are identified. The predominant tendencies in the development of e-learning in modern professional education are revealed. The advantages of electronic information-educational environments of universities in professional education are allocated. The prospects for the development of electronic information environments of universities are substantiated

    The article reveals the content of "electronic information and educational environment" as a pedagogical category. Various approaches to the definition of this concept are shown. The article presents the main objectives of the research, which are as follows: to identify the essential characteristics of the electronic information and educational environment, to determine its functions, to characterize the structural components. Distance learning, as one of the main components of the electronic information and educational environment and as one of the innovative educational models that creates the necessary conditions for providing educational services at any distance, without visiting educational institutions, has a number of advantages: it opens up opportunities for education, regardless of age and geographical location, studying the disciplines of the educational program at your own pace, regardless of time and from other participants in the educational process, self-development based on self-education and self-discipline. Thus, the research hypothesis is determined: the electronic information and educational environment of the University is an effective means of forming the professional competence of students. Theoretical analysis and generalization of scientific and methodological literature were used as research methods. The result of the study was the identification of the essential characteristics of the electronic information and educational environment, advantages and disadvantages. Moreover, the author's interpretation of distance learning and electronic educational resources as the main components of the electronic information and educational environment is proposed

    The development of Institutional Repositories (IRs) in the last decade has strengthened gray’s literature gathering in academic institutions while at the same time has contributed to the emergence and diffusion of a significant number of collections with cultural content. Continuous changes in academic publishing create new opportunities for academic institutions to provide added value services, utilizing locally produced data, upgrading that way the role of both the institution and its members. In this paper we will present the results of a research addressed to Map/GIS Librarians in western world regarding the development of geospatial collections from locally produced data. The purpose of the survey was to investigate whether Map/GIS Librarians have responded to the new influences of the electronic environment taking advantage of IRs in order to develop innovative geospatial collections from the data produced by their members. Results highlight policies, open access and cooperation as determinants for the formulation of such collections while the point of view of these specialists is of great interest as to how they conceive the development and management of geospatial collections in the modern information environment

    The priority elements of the e-government system with Blockchain technologies in the most important socially oriented areas are the electronic health system, electronic education and science system, electronic environment, etc., the introduction of which is designed to make public information open to the public, in particular on the state of the environment, directions and volumes of use of public funds, Land Management, the state of development and use of mineral resources, etc.; automate some processes of management of the relevant areas (personnel, monitoring, finance, reporting); improve the Electronic Document Management System in educational and scientific institutions, healthcare and the environment; ensure that users of the system can receive services in the relevant areas through online services, including checking the validity of documents, registering in electronic queues, and so on. It should be noted that educational institutions provide applicants with "information", which in the learning process should turn into "knowledge". We note that the main difference between knowledge and information is the degree of organization and consciousness of Primary Data. In our opinion, the main difference lies not only in the degree of organization and consciousness of primary data but also in the orientation. So, information is the" raw material " for the formation of knowledge, the main resource, service, and product. Knowledge, in our opinion, is systematic, structured information that an individual has. That is, knowledge is a quality of the individual. A modern successful person needs to learn throughout his life. At the same time, the ability to make decisions independently, the ability to think, and the ability to solve complex interdisciplinary problems in non-standard situations become essential. This makes it necessary for a modern person to have the skills to search, analyze and process information in accordance with the methodology of scientific knowledge using digital technologies. The foundation for obtaining knowledge by a person is education, in the process of which educational institutions provide the applicant with "information" that he must turn into "knowledge". The process of converting information into knowledge in the modern environment is possible only if the information and research competencies are formed

    The Glasgow Digital Library (GDL) Project has a significance over and above its primary aim of creating a joint digital library for the citizens of Glasgow. It is also both an important building block in the development of a planned and co-ordinated 'virtual Scotland' and a rich environment for research into issues relevant to that enterprise. Its creation comes at a time of political, social, economic and cultural change in Scotland, and may be seen, at least in part, as a response to a developing Scottish focus in these areas, a key element of which is a new socially inclusive and digitally driven educational vision and strategy based on the Scottish traditions of meritocratic education, sharing and common enterprise, and a fiercely independent approach. The initiative is based at the Centre for Digital Library Research at Strathclyde University alongside a range of other projects of relevance both to the development of a coherent virtual landscape in Scotland and to the GDL itself, a supportive environment which allows it to draw upon the research results and staff expertise of other relevant projects for use in its own development and enables its relationship to virtual Scotland to be both explored and developed more readily. Although its primary aim is the creation of content (based initially on electronic resources created by the institutions, on public domain information, and on joint purchases and digitisation initiatives) the project will also investigate relationships between regional and national collaborative collection management programmes with SCONE (Scottish Collections Network Extension project) and relationships between regional and national distributed union catalogues with CAIRNS (Co-operative Academic Information Retrieval Network for Scotland) and COSMIC (Confederation of Scottish Mini-Clumps).
