    Digital exclusion as a hindrance to the emergence of the information society: the case of Poland

    There is no doubt, that digital transformation (knowledge-based transformation) has emerged as the crucial megatrend in modern civilization. Artificial intelligence (AI), machines and autonomous vehicles, the Internet of Things (IoT), financial technology (Fin/Tech), smart investing and the analysis and processing of big data are the most recent manifestations of this trend, but not the only ones. All of these phenomena have led to the emergence and continuing development of the so-called ‘Information Society’ (IS), which refers to a new type of social organization that is clearly distinct from the earlier forms of society. In this new society, information and knowledge play an essential role in facilitating the Knowledge-Based Economy (KBE), where information is collected, transmitted and processed in a faster and more effective manner, and can subsequently be used to foster accelerated economic growth. Unfortunately, the problem of digital exclusion still occurs, also in Poland. The author in the conclusion comes to opinion that people who are digitally excluded find it much more difficult to overcome psychological rather than technical barriers to having access to the Internet and learning basic computer skills. This situation calls for urgent improvement. In the modern information society, a lack of basic knowledge about computers translates into partial or total digital illiteracy and makes it difficult to perform a range of everyday tasks. It is therefore essential in Poland to prevent digital exclusion. People who do not use the Internet are socially and professionally limited, or virtually handicapped, which results in quantifiable economic losses. This translates to lower creativity and innovativeness and reduced revenue of state budget, and impedes the competitiveness of the economy and the development of a post-modern, post-industrial social model. The main research goal is to show the causes of the phenomenon of digital exclusion in Poland and ways to counteract it. In the course of the research, the most frequently used method was causal and effect analysis as well as institutional and legal analysis. Elements of the decision-making, historical, comparative and statistical methods were also used

    Trapped in the digital divide?:old people in the information society

    Senior citizens have not been amongst the first to start utilising Information and Communication Technology (ICT). Thus there is a danger that they will be excluded from the growing Information Society. In a Danish program, six local experiments are trying out the possibilities of utilising ICT to fulfil the needs of old people. This article will present some of the results of the program. First, I will present the Danish ICT-policy, which shapes the political background for the program. Second, I will present the program. Third, I will give a brief presentation of the methodology and the theoretical framework the study is based on. Through an analysis of two of the local experiments I will show how ICT becomes a part of old people’s everyday life. Finally, I will conclude as to whether or not old people in Denmark are becoming part of the Information Society through these local development projects. *Key words*: social experiment, information society, digital divide

    The Development of eServices in an Enlarged EU: eLearning in the Czech Republic

    In 2005, IPTS launched a project which aimed to assess the developments in eGoverment, eHealth and eLearning in the 10 New Member States at national, and at cross-country level. At that time, the 10 New Member States were Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovenia and Slovakia. A report for each country was produced, describing its educational system and the role played by eLearning within both the formal education system and other aspects of lifelong learning. Each report then analyzes, on the basis of desk research and expert interviews, the major achievements, shortcomings, drivers and barriers in the development of eLearning in one of the countries in question. This analysis provides the basis for the identification and discussion of national policy options to address the major challenges and to suggest R&D issues relevant to the needs of each country ¿ in this case, Czech Republic.JRC.J.4-Information Societ

    Progress in ambient assisted systems for independent living by the elderly

    One of the challenges of the ageing population in many countries is the efficient delivery of health and care services, which is further complicated by the increase in neurological conditions among the elderly due to rising life expectancy. Personal care of the elderly is of concern to their relatives, in case they are alone in their homes and unforeseen circumstances occur, affecting their wellbeing. The alternative; i.e. care in nursing homes or hospitals is costly and increases further if specialized care is mobilized to patients’ place of residence. Enabling technologies for independent living by the elderly such as the ambient assisted living systems (AALS) are seen as essential to enhancing care in a cost-effective manner. In light of significant advances in telecommunication, computing and sensor miniaturization, as well as the ubiquity of mobile and connected devices embodying the concept of the Internet of Things (IoT), end-to-end solutions for ambient assisted living have become a reality. The premise of such applications is the continuous and most often real-time monitoring of the environment and occupant behavior using an event-driven intelligent system, thereby providing a facility for monitoring and assessment, and triggering assistance as and when needed. As a growing area of research, it is essential to investigate the approaches for developing AALS in literature to identify current practices and directions for future research. This paper is, therefore, aimed at a comprehensive and critical review of the frameworks and sensor systems used in various ambient assisted living systems, as well as their objectives and relationships with care and clinical systems. Findings from our work suggest that most frameworks focused on activity monitoring for assessing immediate risks while the opportunities for integrating environmental factors for analytics and decision-making, in particular for the long-term care were often overlooked. The potential for wearable devices and sensors, as well as distributed storage and access (e.g. cloud) are yet to be fully appreciated. There is a distinct lack of strong supporting clinical evidence from the implemented technologies. Socio-cultural aspects such as divergence among groups, acceptability and usability of AALS were also overlooked. Future systems need to look into the issues of privacy and cyber security

    Review of state of knowledge regarding the safety, access and usability needs of children with disabilities

    Within European countries and the European Union, there is wide recognition that special consideration must be given to the needs of both people with disabilities and to young people. In terms of ergonomics design, consideration needs to be given to access to public buildings, safety in the home, school buildings and educational services, ability to make use of public transport, etc. This research focused on children who also have disabilities, an area that is less well understood and where it is uncertain whether standards or legislation exist. Interviews and discussions with experts were conducted to locate knowledge about design for disabled children in different contexts. This document reports the results of the research sponsored by ANEC (www.anec.org). The study identified relevant standards, legislation or guidelines within Europe and outside which could potentially be employed by the standards bodies within the European Union and promulgated more widely. The report also showed that there are gaps in knowledge indicating a requirement for further research to be carried out to generate suitable guidelines for standards bodies to consider
