    Sustainable forest management in Iran: a factor analysis

    Since 1996, several Forest Resources Management Plans (FRMPs) have been launched by the Iranian government in order to approach sustainable forest management in the Zagros area in west and south-west Iran. This survey study aimed to provide some policy recommendations in order to launch more successful FRMPs. Using a proportional cluster random sampling method, data were collected from 208 forest-dwellers (beneficiaries) and 90 practitioners. The results showed that the FRMPs are far from satisfactory. There are several reasons for this failure. First, the financial resources allocated to these plans are being used for other purposes. Second, the inputs and supplies needed for effective forest management interventions were not in place in a timely manner. Third, the forest management in the area is far from being decentralized. Both the beneficiaries and practitioners believe that forest-dwellers play a weak role in forest management interventions. Factor analysis revealed that three main factors influencing the Zagros management effectiveness are "the management capabilities of forest-dwellers", "the professional capabilities of practitioners in forest management", and "public support for forest-dwellers". The correlation analysis revealed that all the three factors are also positively and significantly associated with the success of the government's forestry programs. Accordingly, the main recommendation of this study was to reformulate forest management policies in the Zagros area by highlighting participatory approaches, not only as a tool, but also as a goal of FRMPs

    The realization of the detailed local plans in urban areas in Turkey: a model

    The main objective of the realization of local physical plan in urban areas is to constitute the healthy urban structure, to provide land development and to regulate the use of private and public land for public interest. The other important objective is to prevent sprawl of city and chaotic growth. The realization of local physical plan is a process which it express the change in an urban area from irregular plots of rural land to urban plots having infrastructure according to local physical plans. The municipalities are responsible for the realization of local physical urban plans in Turkey. There is not any sufficient research related to realization of local physical plans in urban spaces throughout the Turkey. The purpose of this study is to investigate whether there is a relationship between the realization rate of local physical plans and population, population growth rate, socio-economic index, the number of technical personnel, some dummy variables. For this research, a sample survey method is used and 468 questionnaires are completed by Planning Office of the municipalities of urban areas in Turkey. In this model, the index of realization local physical plan are used as a dependent variable and population, population growth rate, global density in urban areas according to detailed plans, adequacy of budgets, socio-economic index, the number of personnel, Multiple Regression Model is utilized for Turkey. The results of the paper can be used to identify the problems concerning the realization of local physical plans and to suggest solutions to these problems based on existing legislation in Turkey in international context.

    A Special Report By Public Citizen's Global Trade Watch and Critical Mass Energy and Environment Program. A review of U.S. government "system" audits of five nations (Brazil, Mexico, Argentina, Australia and Canada) reveals that the U.S. Department of Agriculture (USDA)'s Food Safety and Inspection Service (FSIS) deemed "equivalent" systems with sanitary measures that differ from FSIS policy, and in some cases, violate the express language of U.S. laws and regulations. Because FSIS has refused to respond to Public Citizen Freedom of Information Act requests for correspondence and other documentation regarding these equivalency decisions, it is impossible to determine what is the current status of these issues and whether they have been resolved by regulators. - The U.S. law requiring meat to be inspected by independent government officials was violated by Brazil and Mexico and they retained their eligibility to export to the United States. - The USDA's zero tolerance policy for contamination by feces was repeatedly violated by Australia, Canada and Mexico. - U.S. regulations requiring monthly supervisory reviews of plants eligible to export be conducted on behalf of USDA by foreign government officials were violated by Argentina, Brazil, Canada and Mexico, several of whom are seeking to avoid this core requirement of U.S. regulation. Monthly reviews are vitally important to remind the meat industry that the meat inspector who works the line in the plant is backed by the weight of the government and to double-check the work of meat inspectors on a regular basis. - Even though U.S. regulations requiring that a government official -- not a company employee -- sample meat for salmonella microbial contamination, the USDA approved company employees performing this task as part of an equivalency determination with Brazil and Canada. - Even though U.S. regulations require certain microbial testing to be performed at government labs, the U.S. approved testing by private labs as part of the equivalency determination with Brazil, Canada and Mexico. - Unapproved and/or improper testing procedures and sanitation violations have been re-identified by FSIS year after year for Australia, Brazil, Canada and Mexico, but the countries have retained their eligibility to export to the United States. - After its regulatory systems was designated "equivalent," Mexico began using alternative procedures for salmonella and E. coli that had never been evaluated by FSIS, yet the country retained its eligibility to import to the United States. - Australia and Canada were allowed to export to the United States while using their own methods and procedures for such matters as E. coli testing, postmortem inspection, monthly supervisory reviews and pre-shipment reviews while awaiting an equivalency determination from FSIS. - FSIS auditors and Canadian food safety officials continue to disagree about whether particular measures have already been found "equivalent" by FSIS, yet Canadian imports remained uninterrupted. - The regulatory systems of Brazil and Mexico have been rated equivalent even though the countries plead insufficient personnel and monetary resources to explain their inability to carry out all required functions

    The total level of the financial resources and the company’s financial power, the capital’s cost as related to the average one on branch and to the competitors, the available capital’s structure and flexibility, the company’s profitability, the liquidity, the debt level, the financial planning quality, the working capital’s level and the efficiency of using it, the budget procedures’ quality, the accounting system’s quality, the level of control procedures and internal audit are only some of the factors that the management has to consider in order to provide the company’s competitiveness on the market. Certainly, the financial forecasting does not avoid for irritable surprises to bring about real crises. Still, the advantage of the financial projection basically consists of determining the managers to take into consideration the possible deviations from the anticipated objectives.     Spatial Patterns and Sequential Sampling Plans for Estimating Densities of Stink Bugs (Hemiptera: Pentatomidae) in Soybean in the North Central Region of the United States

    Stink bugs are an emerging threat to soybean (Fabales: Fabaceae) in the North Central Region of the United States. Consequently, region-specific scouting recommendations for stink bugs are needed. The aim of this study was to characterize the spatial pattern and to develop sampling plans to estimate stink bug population density in soybean fields. In 2016 and 2017, 125 fields distributed across nine states were sampled using sweep nets. Regression analyses were used to determine the effects of stink bug species [Chinavia hilaris (Say) (Hemiptera: Pentatomidae) and Euschistus spp. (Hemiptera: Pentatomidae)], life stages (nymphs and adults), and field locations (edge and interior) on spatial pattern as represented by variance–mean relationships. Results showed that stink bugs were aggregated. Sequential sampling plans were developed for each combination of species, life stage, and location and for all the data combined. Results for required sample size showed that an average of 40–42 sample units (sets of 25 sweeps) would be necessary to achieve a precision of 0.25 for stink bug densities commonly encountered across the region. However, based on the observed geographic gradient of stink bug densities, more practical sample sizes (5–10 sample units) may be sufficient in states in the southeastern part of the region, whereas impractical sample sizes (\u3e100 sample units) may be required in the northwestern part of the region.     Science-based restoration monitoring of coastal habitats, Volume One: A framework for monitoring plans under the Estuaries and Clean Waters Act of 2000 (Public Law 160-457)

    Executive Summary: The Estuary Restoration Act of 2000 (ERA), Title I of the Estuaries and Clean Waters Act of 2000, was created to promote the restoration of habitats along the coast of the United States (including the US protectorates and the Great Lakes). The NOAA National Centers for Coastal Ocean Science was charged with the development of a guidance manual for monitoring plans under this Act. This guidance manual, titled Science-Based Restoration Monitoring of Coastal Habitats, is written in two volumes. It provides technical assistance, outlines necessary steps, and provides useful tools for the development and implementation of sound scientific monitoring of coastal restoration efforts. In addition, this manual offers a means to detect early warnings that the restoration is on track or not, to gauge how well a restoration site is functioning, to coordinate projects and efforts for consistent and successful restoration, and to evaluate the ecological health of specific coastal habitats both before and after project completion (Galatowitsch et al. 1998). The following habitats have been selected for discussion in this manual: water column, rock bottom, coral reefs, oyster reefs, soft bottom, kelp and other macroalgae, rocky shoreline, soft shoreline, submerged aquatic vegetation, marshes, mangrove swamps, deepwater swamps, and riverine forests. The classification of habitats used in this document is generally based on that of Cowardin et al. (1979) in their Classification of Wetlands and Deepwater Habitats of the United States, as called for in the ERA Estuary Habitat Restoration Strategy. This manual is not intended to be a restoration monitoring “cookbook” that provides templates of monitoring plans for specific habitats. The interdependence of a large number of site-specific factors causes habitat types to vary in physical and biological structure within and between regions and geographic locations (Kusler and Kentula 1990). Monitoring approaches used should be tailored to these differences. However, even with the diversity of habitats that may need to be restored and the extreme geographic range across which these habitats occur, there are consistent principles and approaches that form a common basis for effective monitoring. Volume One, titled A Framework for Monitoring Plans under the Estuaries and Clean Waters Act of 2000, begins with definitions and background information. Topics such as restoration, restoration monitoring, estuaries, and the role of socioeconomics in restoration are discussed.     Prokrastinering, eller att mot bättre vetande skjuta upp något, är ett stort problem i samhället i allmänhet och för studenter i synnerhet. I denna artikel beskriver vi en utbildningsmodul om prokrastinering som vi introducerat på två civilingenjörsprogram på KTH, varav denna rapport behandlar datateknikprogrammet där 466 studenter deltog. Utvärderingen hade 100% svarsfrekvens, och visar att 95% av studenterna hade problem med prokrastinering varav 43% hade stora eller mycket stora problem. 88% ansåg att prokrastinering var ett bra tema att ha med i utbildningen, och 57% ansåg att momentet haft positiva effekter på deras studievanor. Endast 7% ansåg att momentet inte hade gett några märkbara effekter på studierna. Då modulen endast kräver ca 8 timmars arbete från studenternas sida anser vi att fördelarna är så stora att denna eller en liknande modul borde ingå i samtliga utbildningsprogram.QC 20131216</p

    The emergence of international food safety standards and guidelines: understanding the current landscape through a historical approach

    Following the Second World War, the Food and Agriculture Organization (FAO) and the World Health Organization (WHO) teamed up to construct an International Codex Alimentarius (or 'food code') which emerged in 1963. The Codex Committee on Food Hygiene (CCFH) was charged with the task of developing microbial hygiene standards, although it found itself embroiled in debate with the WHO over the nature these standards should take. The WHO was increasingly relying upon the input of biometricians and especially the International Commission on Microbial Specifications for Foods (ICMSF) which had developed statistical sampling plans for determining the microbial counts in the final end products. The CCFH, however, was initially more focused on a qualitative approach which looked at the entire food production system and developed codes of practice as well as more descriptive end-product specifications which the WHO argued were 'not scientifically correct'. Drawing upon historical archival material (correspondence and reports) from the WHO and FAO, this article examines this debate over microbial hygiene standards and suggests that there are many lessons from history which could shed light upon current debates and efforts in international food safety management systems and approaches
