    New resonance approach to competitiveness interventions in lagging regions: the case of Ukraine before the armed conflict

    Regional competitiveness is considered to be an alternative basis for the determination of regional interventions. However, the composite competitiveness indicator is quite sensitive to the weights of sub-indicators, no matter what methodology is being used. To avoid this uncertainty in the determination of regional interventions, we proposed a new non-compensatory resonance approach that is focused on the hierarchical coincidence between weaknesses of NUTS 1 and NUTS 2 regions measuring the extensive and intensive components of competitiveness. Such a coincidence, being perceived as a resonance effect, is supposed to increase the effectiveness of interventions triggering synergetic effects and stirring up local regional potentials. The components of competitiveness are obtained through synthesising DEA methodology and Hellwig's index, correspondingly focusing on the measurement of technical efficiency and resource level. In analysing Ukrainian regions, no correlation between resonance interventions and the composite competitiveness indicator or GDP per capita was found, pointing toward a completely different direction in resonance approach. In western Ukraine, the congestion of six NUTS 2 regions was defined as a homogeneous area of analogous resonance interventions focused on improving business efficiency.Web of Science171562

    Why we measure period fertility

    Four reasons for measuring period fertility are distinguished: to explain fertility time trends, to anticipate future fertility, to construct theoretical models and to communicate with non-specialist audiences. The paper argues that not all measures are suitable for each purpose, and that tempo adjustment may be appropriate for some objectives but not others. In particular, it is argued that genuine timing effects do not bias or distort measures of period fertility as dependent variable. Several different concepts of bias or distortion are identified in relation to period fertility measures. Synthetic cohort indicators are a source of confusion since they conflate measurement and forecasting. Anticipating future fertility is more akin to forecasting than to measurement. Greater clarity about concepts and measures in the fertility arena could be achieved by a stronger emphasis on validation. Period incidence and occurrence-exposure rates have a straightforward interpretation. More complex period fertility measures are meaningful only if a direct or indirect criterion can be specified against which to evaluate them. Their performance against that criterion is what establishes them as valid or useful

    Measuring the Information Society in Europe: From Definitions to Description

    Information Society (IS) indicators describe the level of information society development achieved in a particular society in quantitative terms. They can serve a range of purposes related to providing a view of the society’s state: for example, following the evolution of IS or benchmarking IS with other territories. By considering changes over time, IS indicators also comprise a critical tool in the monitoring, evaluation and improvement of IS policy. Inevitably, the primary benefit of indicators lies in this capacity to guide policy-makers into proactive thinking i.e. to focus their attention on future priorities. The aims of this article are to examine how the evolution of the information society has been measured, and to relate European territories with each other by these measures. Constructing a comprehensive set of IS indicators requires a sound definition of the Information Society to establish meaningful benchmarks and to measure change. The task becomes complicated as it seems that IS is more or less ‘undefined’ at the moment. This means that IS is what one wants it to be: countries held as “information societies†are those countries, which people think of being such – and not defined by, for example, achieving a level measured by some quantitative IS-related indicators. Tentative results show that despite this lack of a clear and single definition of Information Society (IS) one can derive some conclusions about what IS consists of by taking a look at previous IS projects having collected IS indicators. They indicate three different levels of IS. These levels range from the narrow technological and the intermediate techno-economic definitions to the broad, all-inclusive IS definition. The indicators used to measure IS can also be grouped by a lifecycle model. While there seems to be a lack of available consistent territorial data on IS, there is plenty of data available on the national level. Using this data and background variables the European state of IS is analyzed from a territorial perspective.     A generalised dynamic factor model for the Belgian economy - Useful business cycle indicators and GDP growth forecasts

    This paper aims to extract the common variation in a data set of 509 conjunctural series as an indication of the Belgian business cycle. The data set contains information on business and consumer surveys of Belgium and its neighbouring countries, macroeconomic variables and some worldwide watched indicators such as the ISM and the OECD confidence indicators. The statistical framework used is the One-sided Generalised Dynamic Factor Model developed by Forni, Hallin, Lippi and Reichlin (2005). The model splits the series in a common component, driven by the business cycle, and an idiosyncratic component. Well-known indicators such as the EC economic sentiment indicator for Belgium and the NBB overall synthetic curve contain a high amount of business cycle information. Furthermore, the richness of the model allows to determine the cyclical properties of the series and to forecast GDP growth all within the same unified setting. We classify the common component of the variables into leading, lagging and coincident with respect to the common component of quarter-on-quarter GDP growth. 22% of the variables are found to be leading. Amongst the most leading variables we find asset prices and international confidence indicators such as the ISM and some OECD indicators. In general, national business confidence surveys are found to coincide with Belgian GDP, while they lead euro area GDP and its confidence indicators. Consumer confidence seems to lag. Although the model captures the dynamic common variation contained in the data set, forecasts based on that information are insufficient to deliver a good proxy for GDP growth as a result of a nonnegligible idiosyncratic part in GDP's variance. Lastly, we explore the dependence of the model's results on the data set and show through a data reduction process that the idiosyncratic part of GDP's quarter-on-quarter growth can be dramatically reduced.     Confidential Boosting with Random Linear Classifiers for Outsourced User-generated Data

    User-generated data is crucial to predictive modeling in many applications. With a web/mobile/wearable interface, a data owner can continuously record data generated by distributed users and build various predictive models from the data to improve their operations, services, and revenue. Due to the large size and evolving nature of users data, data owners may rely on public cloud service providers (Cloud) for storage and computation scalability. Exposing sensitive user-generated data and advanced analytic models to Cloud raises privacy concerns. We present a confidential learning framework, SecureBoost, for data owners that want to learn predictive models from aggregated user-generated data but offload the storage and computational burden to Cloud without having to worry about protecting the sensitive data. SecureBoost allows users to submit encrypted or randomly masked data to designated Cloud directly. Our framework utilizes random linear classifiers (RLCs) as the base classifiers in the boosting framework to dramatically simplify the design of the proposed confidential boosting protocols, yet still preserve the model quality. A Cryptographic Service Provider (CSP) is used to assist the Cloud's processing, reducing the complexity of the protocol constructions. We present two constructions of SecureBoost: HE+GC and SecSh+GC, using combinations of homomorphic encryption, garbled circuits, and random masking to achieve both security and efficiency. For a boosted model, Cloud learns only the RLCs and the CSP learns only the weights of the RLCs. Finally, the data owner collects the two parts to get the complete model. We conduct extensive experiments to understand the quality of the RLC-based boosting and the cost distribution of the constructions. Our results show that SecureBoost can efficiently learn high-quality boosting models from protected user-generated data

    This text will attempt to delineate the underlying theoretical premises and the definition of the output of an immersive learning approach pertaining to the visual arts to be implemented in online, three dimensional synthetic worlds. Deviating from the prevalent practice of the replication of physical art studio teaching strategies within a virtual environment, the author proposes instead to apply the fundamental tenets of Roy Ascott’s “Groundcourse”, in combination with recent educational approaches such as “Transformative Learning” and “Constructionism”. In an amalgamation of these educational approaches with findings drawn from the fields of Metanomics, Ludology, Cyberpsychology and Presence Studies, as well as an examination of creative practices manifest in the metaverse today, the formulation of a learning strategy for creative enablement unique to online, three dimensional synthetic worlds; one which will focus upon “Play” as well as Role Play, virtual Assemblage and the visual identity of the avatar within the pursuits, is being proposed in this chapter
