    New resonance approach to competitiveness interventions in lagging regions: the case of Ukraine before the armed conflict

    Regional competitiveness is considered to be an alternative basis for the determination of regional interventions. However, the composite competitiveness indicator is quite sensitive to the weights of sub-indicators, no matter what methodology is being used. To avoid this uncertainty in the determination of regional interventions, we proposed a new non-compensatory resonance approach that is focused on the hierarchical coincidence between weaknesses of NUTS 1 and NUTS 2 regions measuring the extensive and intensive components of competitiveness. Such a coincidence, being perceived as a resonance effect, is supposed to increase the effectiveness of interventions triggering synergetic effects and stirring up local regional potentials. The components of competitiveness are obtained through synthesising DEA methodology and Hellwig's index, correspondingly focusing on the measurement of technical efficiency and resource level. In analysing Ukrainian regions, no correlation between resonance interventions and the composite competitiveness indicator or GDP per capita was found, pointing toward a completely different direction in resonance approach. In western Ukraine, the congestion of six NUTS 2 regions was defined as a homogeneous area of analogous resonance interventions focused on improving business efficiency.Web of Science171562

    Measuring consistency and inconsistency of pair comparison systems

    summary:In this paper we deal with mathematical modeling of real processes that are based on preference relations in the sense that, for every pair of distinct alternatives, the processes are linked to a value of preference degree of one alternative over the other one. The use of preference relations is usual in decision making, psychology, economics, knowledge acquisition techniques for knowledge-based systems, social choice and many other social sciences. For designing useful mathematical models of such processes, it is very important to adequately represent properties of preference relations. We are mainly interested in the properties of such representations which are usually called reciprocity, consistency and transitivity. In decision making processes, the lack of reciprocity, consistency or transitivity may result in wrong conclusions. That is why it is so important to study the conditions under which these properties are satisfied. However, the perfect consistency or transitivity is difficult to obtain in practice, particularly when evaluating preferences on a set with a large number of alternatives. Under different preference representation structures, the multiplicative and additive preference representations are incorporated in the decision problem by means of a transformation function between multiplicative and additive representations. Some theoretical results on relationships between multiplicative and additive representations of preferences on finite sets are presented and some possibilities of measuring their consistency or transitivity are proposed and discussed. Illustrative numerical examples are provided

    A class of fuzzy linear programming (FLP) problems with fuzzy coefficients based on fuzzy relations is introduced, the concepts of feasible and (α,β)-maximal and minimal solutions are defined. The class of crisp (classical) LP problems can be embedded into the class of FLP ones. Moreover, for FLP problems a new concept of duality is introduced and the weak and strong duality theorems are derived. The introduced concepts and results are illustrated and discussed on a simple numerical example

    Ranking Alternatives by Pairwise Comparisons Matrix and Priority Vector

    The decision making problem considered here is to rank n alternatives from the best to the worst, using information given by the decision maker(s) in the form of an n×n pairwise comparisons (PC) matrix. We investigate pairwise comparisons matrices with elements from a real interval which is a traditional multiplicative approach used in Analytic hierarchy process (AHP). Here, we deal with two essential elements of AHP: measuring consistency of PC matrix and the method of eliciting the priority vector by which the final ranking of alternatives is derived. Classical approaches introduced by T. Saaty in AHP are compared with later approaches based on the AHP criticism published in the literature. Advantages and disadvantages of both approaches are highlighted and discussed
