    A greedy heuristic approach for the project scheduling with labour allocation problem

    Responding to the growing need of generating a robust project scheduling, in this article we present a greedy algorithm to generate the project baseline schedule. The robustness achieved by integrating two dimensions of the human resources flexibilities. The first is the operators’ polyvalence, i.e. each operator has one or more secondary skill(s) beside his principal one, his mastering level being characterized by a factor we call “efficiency”. The second refers to the working time modulation, i.e. the workers have a flexible time-table that may vary on a daily or weekly basis respecting annualized working strategy. Moreover, the activity processing time is a non-increasing function of the number of workforce allocated to create it, also of their heterogynous working efficiencies. This modelling approach has led to a nonlinear optimization model with mixed variables. We present: the problem under study, the greedy algorithm used to solve it, and then results in comparison with those of the genetic algorithms

    Holistic Learning: A workforce development paradigm

    The development of workforce knowledge, skills and attitudes are widely acknowledged in extant literature as being pivotal levers to deliver process improvement and efficiency. The success of an organisation depends as much on its technical system as on the social system that supports it. Strategies for improving organisational performance need to incorporate arrangements for developing the workforce competences required to implement strategy. Lean construction by definition involves continuous small-step improvements (Kaizen), problem solving and employee involvement at all levels. The argument for providing workplace systems that support life-long learning within construction businesses therefore takes on greater significance. This paper reports on the pilot for a wider research aimed at firmly linking construction businesses to the learning domain. The pilot involved a survey of domain experts (276) which sought to characterise the Nigerian construction industry in terms of its knowledge and learning requirements, the supply systems for construction skills, the individual attributes required for optimal performance, and the appropriate pedagogical approaches for learning construction skills. Findings to date suggest that the Nigerian construction industry exhibits many characteristics of Taylor-Fordist systems but with tendencies towards knowledge-based systems suggesting the need for improved systems of learning. The training systems of construction firms were found to supply a small percentage of skilled workers to the industry pool, but the few were perceived to be the most competent. Construction skilled workers were perceived to require not only cognitive but also emotional and social competencies for optimal performance. This paper posits that the construction industry needs to align its skill provision systems with modern learning theory to create effective learners and learning environments within organisations to drive the learning needed for performance and innovation.     Factors Affecting the Development of Workforce Versatility

    Among all strategies supporting the firms' flexibility and agility, the development of human resources versatility holds a promising place. This article presents an investigation of the factors affecting the development of this flexibility lever, related to the problem of planning and scheduling industrial activities, taking into account two dimensions of flexibility: the modulation of working time, which provides the company with fluctuating work capacities, and the versatility of operators: for all the multi-skilled workers, we adopt a dynamic vision of their competences. Therefore, this model takes into account the evolution of their skills over time, depending on how much they were put in practice in previous periods. The model was solved by using an approach relying on genetic algorithm that used an indirect encoding to build the chromosome genotype, and then a serial scheduling scheme is adopted to build the solution

    Flexible resources allocation techniques: characteristics and modelling

    At the interface between engineering, economics, social sciences and humanities, industrial engineering aims to provide answers to various sectors of business problems. One of these problems is the adjustment between the workload needed by the work to be realised and the availability of the company resources. The objective of this work is to help to find a methodology for the allocation of flexible human resources in industrial activities planning and scheduling. This model takes into account two levers of flexibility, one related to the working time modulation, and the other to the varieties of tasks that can be performed by a given resource (multi–skilled actor). On the one hand, multi–skilled actors will help to guide the various choices of the allocation to appreciate the impact of these choices on the tasks durations. On the other hand, the working time modulation that allows actors to have a work planning varying according to the workload which the company has to face

    Trends for the development of anthropocentric production systems in small less industrialised countries: The case of Portugal

    This paper analyses the problems and trends of the introduction of anthropocentric production systems (APS) in small less industrialized member states of the European Union, specifically the case of Portugal, based on the report for the FAST-Anthropocentric Technology Assessment Project (Monitor Programme) on “Prospects and conditions for APS in Europe by the 21st century”. Research teams from all countries of the European Community, as well as researchers from USA, Japan and Australia were participating in this project. The aim of this paper is to characterize APS and to present some special considerations related to the socioeconomic factors affecting the prospects and conditions for APS in Portugal. APS is defined as a system based on the utilization of skilled human resources and flexible technology adapted to the needs of flexible and participative organization. Among socioeconomic factors, some critical aspects for the development of APS will be focused, namely technological infrastructure, management strategies, perceived impact of introduction of automated systems on the division of labor and organizational structure, educational and vocational training and social actors strategies towards industrial automation. This analysis is based on a sample of industrial firms, built up for qualitative analysis, and on case studies analysis that can be reference examples for further development of APS, and not just for economic policy purposes alone. We have also analyzed the type of existing industrial relations, the union and employer strategies and some aspects of public policies towards the introduction of new technologies in the order to understand the extent to which there exist obstacles to and favorable conditions for the diffusion of anthropocentric systems.     [Excerpt] Even though educational reform marches under a banner of economic renewal, the school subjects that appear to be most directly related to worker productivity-- business education, vocational education, economics, computers--have received little attention from reformers. The five core subjects proposed for periodic assessment are English, mathematics, science, history/civics and geography. Yet, if competitiveness is the objective, it is not clear why geography, a subject that is not taught in most American universities, has higher priority than subjects like computers, economics, management and technology? Some of the reform reports have expressed doubt about the economic benefits of vocational education (Committee on Economic Development 1986). Indeed, new graduation requirements introduced by reformers have contributed to an 8 percent reduction in vocational course taking between 1982and 1987

    Usahawan memainkan peranan penting dalam pembangunan ekonomi sesebuah negara. Walau bagaimanapun, jika dilihat senario sekarang, masih ramai Bumiputera yang kurang berminat untuk menceburi bidang keusahawanan. Justeru itu, kajian ini bertujuan untuk menyelidik tentang tahap kecenderungan keijaya sebagai usahawan di kaiangan pelajar Bumiputera tahun akhir Diploma Akauntansi Politeknik Sultan Haji Ahmad Shah, Kuantan (POLISAS). Secara khususnya, kajian ini akan menyelidik sejauh mana cita-cita pelajar Bumiputera untuk menjadi seorang usahawan dipengaruhi oleh ciri-ciri peribadi pelajar, faktor keluarga, faktor pengajian, pengalaman keija dan faktor persekitaran. Responden kajian terdiri daripada pelajar Bumiputera POLISAS iaitu seramai 51 orang. Data dikumpul menggunakan soal selidik dan dianalisis dengan menggunakan prosedur Ujian T, Crosstabs dan Korelasi Pearson melalui perisian SPSS (Statistical Package For Social Sciences). Dapatan kajian menunjukkan hanya faktor persekitaran (iaitu faktor pihak yang paling mempengaruhi pelajar untuk berniaga) yang dapat menarik minat pelajar untuk melibatkan diri dalam perniagaan. Faktor-faktor lain didapati kurang memberikan sumbangan dalam menarik minat pelajar untuk cenderung kepada bidang keusahawanan. Oleh itu, beberapa cadangan telah dibuat bagi menangani masalah ini agar kaum Bumiputera tidak jauh ketinggalan berbanding kaum lain dan seterusnya memenuhi hasrat kerajaan dalam merealisasikan matlamat Dasar Ekonomi Baru (DEB) yang masih belum dicapai sepenuhnya hingga ke hari ini
