    A Survey of Fuzzy Systems Software: Taxonomy, Current Research Trends, and Prospects

    Fuzzy systems have been used widely thanks to their ability to successfully solve a wide range of problems in different application fields. However, their replication and application require a high level of knowledge and experience. Furthermore, few researchers publish the software and/or source code associated with their proposals, which is a major obstacle to scientific progress in other disciplines and in industry. In recent years, most fuzzy system software has been developed in order to facilitate the use of fuzzy systems. Some software is commercially distributed, but most software is available as free and open-source software, reducing such obstacles and providing many advantages: quicker detection of errors, innovative applications, faster adoption of fuzzy systems, etc. In this paper, we present an overview of freely available and open-source fuzzy systems software in order to provide a well-established framework that helps researchers to find existing proposals easily and to develop well-founded future work. To accomplish this, we propose a two-level taxonomy, and we describe the main contributions related to each field. Moreover, we provide a snapshot of the status of the publications in this field according to the ISI Web of Knowledge.     The research objectives of the 280 projects placed under contract in the National Aeronautics and Space Administration (NASA) 1990 Small Business Innovation Research (SBIR) Phase 1 program are described. The basic document consists of edited, non-proprietary abstracts of the winning proposals submitted by small businesses in response to NASA's 1990 SBIR Phase 1 Program Solicitation. The abstracts are presented under the 15 technical topics within which Phase 1 proposals were solicited. Each project was assigned a sequential identifying number from 001 to 280, in order of its appearance in the body of the report. The document also includes Appendixes to provide additional information about the SBIR program and permit cross-reference in the 1990 Phase 1 projects by company name, location by state, principal investigator, NASA field center responsible for management of each project, and NASA contract number

    Condition Assessment of Concrete Bridge Decks Using Ground and Airborne Infrared Thermography

    Applications of nondestructive testing (NDT) technologies have shown promise in assessing the condition of existing concrete bridges. Infrared thermography (IRT) has gradually gained wider acceptance as a NDT and evaluation tool in the civil engineering field. The high capability of IRT in detecting subsurface delamination, commercial availability of infrared cameras, lower cost compared with other technologies, speed of data collection, and remote sensing are some of the expected benefits of applying this technique in bridge deck inspection practices. The research conducted in this thesis aims at developing a rational condition assessment system for concrete bridge decks based on IRT technology, and automating its analysis process in order to add this invaluable technique to the bridge inspector’s tool box. Ground penetrating radar (GPR) has also been vastly recognized as a NDT technique capable of evaluating the potential of active corrosion. Therefore, integrating IRT and GPR results in this research provides more precise assessments of bridge deck conditions. In addition, the research aims to establish a unique link between NDT technologies and inspector findings by developing a novel bridge deck condition rating index (BDCI). The proposed procedure captures the integrated results of IRT and GPR techniques, along with visual inspection judgements, thus overcoming the inherent scientific uncertainties of this process. Finally, the research aims to explore the potential application of unmanned aerial vehicle (UAV) infrared thermography for detecting hidden defects in concrete bridge decks. The NDT work in this thesis was conducted on full-scale deteriorated reinforced concrete bridge decks located in Montreal, Quebec and London, Ontario. The proposed models have been validated through various case studies. IRT, either from the ground or by utilizing a UAV with high-resolution thermal infrared imagery, was found to be an appropriate technology for inspecting and precisely detecting subsurface anomalies in concrete bridge decks. The proposed analysis produced thermal mosaic maps from the individual IR images. The k-means clustering classification technique was utilized to segment the mosaics and identify objective thresholds and, hence, to delineate different categories of delamination severity in the entire bridge decks. The proposed integration methodology of NDT technologies and visual inspection results provided more reliable BDCI. The information that was sought to identify the parameters affecting the integration process was gathered from bridge engineers with extensive experience and intuition. The analysis process utilized the fuzzy set theory to account for uncertainties and imprecision in the measurements of bridge deck defects detected by IRT and GPR testing along with bridge inspector observations. The developed system and models should stimulate wider acceptance of IRT as a rapid, systematic and cost-effective evaluation technique for detecting bridge deck delaminations. The proposed combination of IRT and GPR results should expand their correlative use in bridge deck inspection. Integrating the proposed BDCI procedure with existing bridge management systems can provide a detailed and timely picture of bridge health, thus helping transportation agencies in identifying critical deficiencies at various service life stages. Consequently, this can yield sizeable reductions in bridge inspection costs, effective allocation of limited maintenance and repair funds, and promote the safety, mobility, longevity, and reliability of our highway transportation assets

    The symposium presented issues involved in the development of scheduling systems that can deal with resource and time limitations. To qualify, a system must be implemented and tested to some degree on non-trivial problems (ideally, on real-world problems). However, a system need not be fully deployed to qualify. Systems that schedule actions in terms of metric time constraints typically represent and reason about an external numeric clock or calendar and can be contrasted with those systems that represent time purely symbolically.     Government Augmented Intelligence - The Use of AI to Improve Citizen Relationship Management

    Dissertation presented as the partial requirement for obtaining a Master's degree in Information Management, specialization in Knowledge Management and Business IntelligenceArtificial Intelligence (AI) is increasingly influencing everyday life and has become a key technology for government to improve citizen relationship management (CitRM): to establish, strengthen and boost the connection and interaction between public administration and citizens, in order to improve public service delivery and achieve effectiveness and efficiency. However, constraints such as the lack of awareness and knowledge regarding the potential of AI can explain the absence of a deeper adoption of this technological breakthrough. Thus, the aim of this study is to provide a better understanding of the abilities and possible uses of AI, more specifically how it can contribute to government augmented intelligence to improve CitRM. For this purpose to be achieved, this dissertation follows a Design Science Research methodology. A theoretical framework is performed on Artificial Intelligence and Government, and a systematic literature review is carried out to disclose relevant applications of AI in government. On the basis of the knowledge acquired, it is proposed a framework with a succinct set of recommendations that provides concrete information on possible AI-based applications and solutions to be adopted and used in Portuguese local government, namely at municipal level. Interviews with local government decision makers and experts in local government relationship with citizens confirm the usefulness and relevance of the framework and its possibility to provide a clear view on how AI can be used to improve CitRM. Despite a few concerns on challenges, opportunities such as optimising processes, improving and modernising public services, promoting citizen engagement and improving the relationship between citizens and municipalities were recognised by interviewees. This way, while helping public administration deal with the complexity surrounding Artificial Intelligence, the framework is expected to promote and underpin the adoption of AI solutions in government. Moreover, by adding knowledge to the use of AI in government, it is expected an intense scientific research and progress on the subject
