    San Diego, 2050 is Calling: How Will We Answer?

    Recent public opinion surveys have found that an overwhelming majority -- 84% -- of San Diego County residents believe climate change is happening, and almost as many expect the impacts to affect them, their families and future generations. This report is meant to provide those who live, do business and govern in our region with up to date scientific understanding of how the impacts of climate change are likely to affect our region and how regional leaders are already responding to those impacts. Better understanding can help us, individually and collectively, decide which paths will define the kind of future we want to create. Information for this report was provided by a group of more than 40 multidisciplinary experts from local universities, governments, public sector agencies, nonprofits and private sector organizations throughout the San Diego region. Working together, these experts collected the most up to date science based on historical data and current trends, as well as complex models that project the various impacts of climate change expected in the region related to extreme weather events, water supply, wildfires, natural resources and public health

    Integrated Coastal Zone Management in the People’s Republic of China – An Assessment of Structural Impacts on Decision-making Processes

    Integrated Coastal Zone Management (ICZM) forms a generally accepted concept to ensure sustainable development in the coastal zone. The implementation of the ICZM framework as formulated, e.g. by the World Coast Conference, is often constrained by the political system within which it should be applied. This is the case in the People’s Republic of China. This study takes a political science perspective based on approaches inherent in neo-institutional and administrative theories. This way the relevant political structures are explained and the impacts that the transformation of the socio-economic system had on institutions are located. This is extended by the reflection of related political power distribution. This part of the analysis mainly contains existing knowledge on (integrated) CZM in China but evaluates it from a so far neglected point of view. The second part of the paper is taking the successful local ICZM approach of Xiamen and a proposed approach for Shanghai as an example to show that the adaptation of a working approach to other parts of the country is impossible without modifications to the organizational structures of decision-making and implementation. So far the literature emphasizes mostly modifications in content. An important reason for structural elements being comparably important is the choice of ICZM issues and the local power distribution. It furthermore shows that these are also the determining factors obstructing the upscaling of a local approach to the national level, a fact which constrains the formulation of national guidelines in China and leaves only the bottom-up alternative of introducing ICZM to China – a hard task that leaves a disproportional responsibility to the local governmental level.Integrated Coastal Zone Management, People’s Republic of China, Political Structure, Power Distribution, Jurisdictional Overlaps

    European policies and legislation targeting ocean acidification in european waters - Current state

    Ocean acidification (OA) is a global problem with profoundly negative environmental, social and economic consequences. From a governance perspective, there is a need to ensure a coordinated effort to directly address it. This study reviews 90 legislative documents from 17 countries from the European Economic Area (EEA) and the UK that primarily border the sea. The primary finding from this study is that the European national policies and legislation addressing OA is at best uncoordinated. Although OA is acknowledged at the higher levels of governance, its status as an environmental challenge is greatly diluted at the European Union Member State level. As a notable exception within the EEA, Norway seems to have a proactive approach towards legislative frameworks and research aimed towards further understanding OA. On the other hand, there was a complete lack of, or inadequate reporting in the Marine Strategy Framework Directive by the majority of the EU Member States, with the exception of Italy and the Netherlands. We argue that the problems associated with OA and the solutions needed to address it are unique and cannot be bundled together with traditional climate change responses and measures. Therefore, European OA-related policy and legislation must reflect this and tailor their actions to mitigate OA to safeguard marine ecosystems and societies. A stronger and more coordinated approach is needed to build environmental, economic and social resilience of the observed and anticipated changes to the coastal marine systems

    Adaptation and the Courtroom: Judging Climate Science

    Climate science is increasingly showing up in courtroom disputes over the duty to adapt to climate change. While judges play a critical role in evaluating scientific evidence, they are not apt to be familiar with the basic methods of climate science nor with the role played by peer review, publication, and training of climate scientists. This Article is an attempt to educate the bench and the bar on the basics of the discipline of climate science, which we contend is a distinct scientific discipline. We propose a series of principles to guide a judge’s evaluation of the reliability and weight to be accorded a given climate scientists’ claim or opinion. The principles are designed to aid a judge in evaluating whether the expert’s testimony complies with the Daubert test for the admissibility of scientific evidence but are broadly applicable to a judge’s evaluation of agency science-based decisions
