    Human-agent collectives

    We live in a world where a host of computer systems, distributed throughout our physical and information environments, are increasingly implicated in our everyday actions. Computer technologies impact all aspects of our lives and our relationship with the digital has fundamentally altered as computers have moved out of the workplace and away from the desktop. Networked computers, tablets, phones and personal devices are now commonplace, as are an increasingly diverse set of digital devices built into the world around us. Data and information is generated at unprecedented speeds and volumes from an increasingly diverse range of sources. It is then combined in unforeseen ways, limited only by human imagination. People’s activities and collaborations are becoming ever more dependent upon and intertwined with this ubiquitous information substrate. As these trends continue apace, it is becoming apparent that many endeavours involve the symbiotic interleaving of humans and computers. Moreover, the emergence of these close-knit partnerships is inducing profound change. Rather than issuing instructions to passive machines that wait until they are asked before doing anything, we will work in tandem with highly inter-connected computational components that act autonomously and intelligently (aka agents). As a consequence, greater attention needs to be given to the balance of control between people and machines. In many situations, humans will be in charge and agents will predominantly act in a supporting role. In other cases, however, the agents will be in control and humans will play the supporting role. We term this emerging class of systems human-agent collectives (HACs) to reflect the close partnership and the flexible social interactions between the humans and the computers. As well as exhibiting increased autonomy, such systems will be inherently open and social. This means the participants will need to continually and flexibly establish and manage a range of social relationships. Thus, depending on the task at hand, different constellations of people, resources, and information will need to come together, operate in a coordinated fashion, and then disband. The openness and presence of many distinct stakeholders means participation will be motivated by a broad range of incentives rather than diktat. This article outlines the key research challenges involved in developing a comprehensive understanding of HACs. To illuminate this agenda, a nascent application in the domain of disaster response is presented

    Crowd sourcing challenges assessment index for disaster management

    Emergency agencies (EA) rely on inter-agency approaches to information management during disasters. EA have shown a significant interest in the use of cloud-based social media such as Twitter and Facebook for crowd-sourcing and distribution of disaster information. While the intentions are clear, the question of what are its major challenges are not. EA have a need to recognise the challenges in the use of social media under their local circumstances. This paper analysed the recent literature, 2010 Haiti earthquake and 2010-11 Queensland flood cases and developed a crowd sourcing challenges assessment index construct specific to EA areas of interest. We argue that, this assessment index, as a part of our large conceptual framework of context aware cloud adaptation (CACA), can be useful for the facilitation of citizens, NGOs and government agencies in a strategy for use of social media for crowd sourcing, in preventing, preparing for, responding to and recovering from disasters. © (2012) by the AIS/ICIS Administrative Office All rights reserved

    The Behavior of Spontaneous Volunteers: A Discrete Choice Experiment on the Decision to Help

    Modern communication technology has enabled new ways to exchange information and is one of the main drivers for citizens’ participation in disaster response. During the last decades, so-called spontaneous volunteers have become an important resource in coping with disasters. However, their unpredictable behavior has also led to several problems. Disaster managers urgently need insights into volunteers’ behavior to effectively use the offered potential. To gain and provide these insights into explaining what drives the decision to help, we performed a discrete choice experiment based on previously identified behavior-affecting attributes. Our results indicate that attributes like the scale of the disaster and the media coverage are among the most important factors in the decision to help. The model correctly predicts volunteers’ scenario-specific decisions with an accuracy of 65\%. Hence, the experiment offers valuable insights into volunteers’ behaviors for disaster research and is a sound foundation for decision support for disaster management

    Neue Organisationsformen, wie evolutionĂ€re Organisationen, bilden in vielen Kooperationsszenarien sozio-technische Konstrukte mit modernen CSCW Anwendungen aus. Daher erfordern VerĂ€nderungen dieser sozialen Systeme eine kontinuierliche Anpassung der technischen Tools an die neuen sozialen Konfigurationen. Diese Dissertation ist als Design Science Research (DSR) Projekt konzipiert und addressiert die folgende Forschungsfrage (RQ): “Wie können soziotechnische, evolutionĂ€re Organisationen die Herausforderungen der joint optimization und des organizational choice wĂ€hrend ihrer autopoietischen VerĂ€nderungsprozesse addressieren?” Die Fallstudie Viva con Agua de St. Pauli e.V. wurde mittels qualitativer und ethnographischer Methoden im Rahmen der entsprechenden DSR Zyklen untersucht. Das Forschungsprojekt fokussiert die Entwicklung von Artefakten indem sowohl eine technische, als auch eine soziale Perspektive eingenommen wird. Aus der technische Perspektive wird die RQ durch eine Microservice-Plattform adressiert. Die Architektur dient der Verteilung von Verantwortlichkeit fĂŒr die Software in einem heterogenen Netzwerk von Entwickler:innen. Dabei mĂŒssen diverse neue Herausforderungen beachtet werden, wie etwa die Verteilung des User Interface. Durch die Betrachtung der RQ aus der sozialen Perspektive wird der USMU Workshop entwickelt. Dieses Artefakt dient der Verbindung der Charakteristika evolutionĂ€rer Organisationen mit agiler Software Entwicklung und mit Methoden des partizipativen Designs. Die Studien zeigen, dass beide Artefakte die RQ adressieren. Zudem konnte ich fĂŒr beide Artefakte wertvolle Verbesserungsmöglichkeiten aufzeigen. Somit motivieren die Ergebnisse den nĂ€chsten Schritt des Projekts und die vorliegende Thesis wird Bestandteil des zyklischen Ablaufs eines DSR Projekts.The emergence of new types of organizational structures, such as evolutionary-teal organizations, almost always leads to the development of socio-technical constructs when it comes to working in collaboration with modern CSCW applications. A consequence of this is that the social system’s autopoietic change processes create challenges that compel one to adjust the implementation of the technical tool to the social system’s new configuration. This thesis is structured according to the design science research (DSR) approach and focuses on the research question (RQ): “How can socio-technical evolutionary-teal organizations address the challenges of joint optimization and organizational choice during their autopoietic processes?” For this purpose, the case study Viva con Agua de St. Pauli e.V. is investigated using a qualitative ethnographical approach during the DSR cycles. Addressing the RQ, two artifacts are designed from a technical as well as a social perspective. While the technical perspective primarily investigates the adjustments of technology, the social perspective focuses on the management of change in socio-technical evolutionary-teal organizations. I propose a microservice platform as an artifact that addresses the RQ from a technical perspective. The microservice architecture aims at spreading the responsibility for the software through a heterogeneous ecosystem of developers. The newly designed USMU workshop is addressing the RQ from the social perspective. It strives to intertwine the characteristics of evolutionary-teal organizations with agile software development and participatory design methods. In my studies, I examine the fact that both artifacts can be used to address the RQ. Additionally, I was able to identify valuable improvements for both of my artifacts. Hence, the project follows the lifecycle of a DSR project by reasoning through the results presented here for its next iteration

    A system engineering study and concept development for a Humanitarian Aid and Disaster Relief Operations Management Platform

    This thesis develops a concept and initial system definition of a Humanitarian Aid and Disaster Relief (HADR) Operations Management Platform (OMP) that supports various stakeholders involved in time critical humanitarian response efforts. The concept for the OMP explores the various functions necessary to manage HADR operations to include facilitation of information exchange, collaboration among disaster responders, and a common operating picture (COP) that informs decision makers of the operational environment. The development of the OMP uses system engineering methodologies and a tailored development process to identify the requirements, functions, and architecture necessary to support the platform. The OMP concept also includes multiple data sources for near real-time information and support tools for assessments, planning, implementation, execution, and evaluation. This thesis also assesses advances in technology and applications to more effectively support and manage HADR efforts. As such, the OMP takes into consideration how current HADR operations are conducted today, and the role of virtual volunteers in supporting the platform.     Crowdsourcing as a tool for urban emergency management: lessons from the literature and typology

    Recently, citizen involvement has been increasingly used in urban disaster prevention and management, taking advantage of new ubiquitous and collaborative technologies. This scenario has created a unique opportunity to leverage the work of crowds of volunteers. As a result, crowdsourcing approaches for disaster prevention and management have been proposed and evaluated. However, the articulation of citizens, tasks, and outcomes as a continuous flow of knowledge generation reveals a complex ecosystem that requires coordination efforts to manage interdependencies in crowd work. To tackle this challenging problem, this paper extends to the context of urban emergency management the results of a previous study that investigates how crowd work is managed in crowdsourcing platforms applied to urban planning. The goal is to understand how crowdsourcing techniques and quality control dimensions used in urban planning could be used to support urban emergency management, especially in the context of mining-related dam outages. Through a systematic literature review, our study makes a comparison between crowdsourcing tools designed for urban planning and urban emergency management and proposes a five-dimension typology of quality in crowdsourcing, which can be leveraged for optimizing urban planning and emergency management processes

    Disaster response and climate change in the Pacific

    AbstractDisasters, and therefore disaster response, in the Pacific are expected to be affected by climate change. This research addressed this issue, and focused on the immediate humanitarian needs following a disaster, drawing upon adaptive capacity as a concept to assess the resilience of individual organisations and the robustness of the broader system of disaster response. Four case study countries (Fiji, Cook Islands, Vanuatu and Samoa) were chosen for deeper investigation of the range of issues present in the Pacific. The research process was guided by a Project Reference Group, which included key stakeholders from relevant organisations involved in Pacific disaster response to guide major decisions of the research process and to influence its progression.Given the complexity of issues involved, including the contested definitions of adaptive capacity, the research team developed a conceptual framework to underpin the research. This framework drew upon concepts from a range of relevant disciplines including Earth System Governance, climate change adaptation, health resources, resilience in institutions and practice theory. Objective and subjective determinants of adaptive capacity were used to assess the ‘disaster response system’, comprised of actors and agents from government and non-government sectors, and the governance structures, policies, plans and formal and informal networks that support them.Results revealed the most important determinant of adaptive capacity in the Pacific to be communications and relationships, with both informal and formal mechanisms found to be essential. Capacity (including human, financial and technical); leadership, management and governance structures; and risk perceptions were also highly important determinants of adaptive capacity. The research also found that in small Pacific island bureaucracies, responsibility and capacity often rests with individuals rather than organisations. Leadership, trust, informal networks and relationships were found to have a strong influence on the adaptive capacity of organisations and the broader disaster response system.A common finding across all four case study countries affecting adaptive capacity was the limited human resources for health and disaster response more generally, both in times of disaster response and in day-to-day operations. Another common finding was the gap in psychosocial support after a disaster. Water, sanitation and hygiene (WASH) as an immediate post-disaster humanitarian need was relatively well established amongst responding organisations (although long term WASH issues were not resolved), while other humanitarian needs (health care, and food and nutrition) had varying stages of capacity – often limited by human, financial and technical resources. Adaptive capacity was therefore constrained by current gaps which need addressing alongside a future focus where risk is changing.Drawing on these and other findings, recommendations for addressing key determinants of adaptive capacity were developed for relevant stakeholder groups including policy makers and practitioners in the disaster and emergency response sectors in Australia and the Pacific
