    Recruitment and selection processes through an effective GDSS

    [[abstract]]This study proposes a group decision support system (GDSS), with multiple criteria to assist in recruitment and selection (R&S) processes of human resources. A two-phase decision-making procedure is first suggested; various techniques involving multiple criteria and group participation are then defined corresponding to each step in the procedure. A wide scope of personnel characteristics is evaluated, and the concept of consensus is enhanced. The procedure recommended herein is expected to be more effective than traditional approaches. In addition, the procedure is implemented on a network-based PC system with web interfaces to support the R&S activities.     Empowerment of clients is a goal of many social service organizations and yet a concept that is hard to define and often complicated to implement. This professional project looks at the importance and practice of empowering parents in a teenage pregnancy prevention program through a case study. A survey of parents supported the idea of empowering practices leading to parents becoming partners with the organization in the education of the community. In a qualitative study, this researcher offers the practice of taking empowerment a step further in asking participants of the program to take part in the decision of what should be next for the program

    Citizen participation and awareness raising in coastal protected areas. A case study from Italy

    In this chapter, part of the research carried out within the SECOA project (www.projectsecoa.eu) is presented. Attention is devoted to methods and tools used for supporting the participatory process in a case of environmental conflict related to the definition of boundaries of a coastal protected area: the Costa Teatina National Park, in Abruzzo, central Italy. The Costa Teatina National Park was established by the National Law 93/2001. Its territory includes eight southern Abruzzo municipalities and covers a stretch of coastline of approximately 60 km. It is a coastal protected area, which incorporates land but not sea, characterized by the presence of important cultural and natural assets. The Italian Ministry of Environment (1998) defines the area as “winding and varied, with the alternation of sandy and gravel beaches, cliffs, river mouths, areas rich in indigenous vegetation and cultivated lands (mainly olives), dunes and forest trees”. The park boundaries were not defined by the law that set it up, and their determination has been postponed to a later stage of territorial negotiation that has not ended yet (Montanari and Staniscia, 2013). The definition of the park boundaries, indeed, has resulted in an intense debate between citizens and interest groups who believe that environmental protection does not conflict with economic growth and those who believe the opposite. That is why the process is still in act and a solution is far from being reached. In this chapter, the methodology and the tools used to involve the general public in active participation in decision making and to support institutional players in conflict mitigation will be presented. Those tools have also proven to be effective in the dissemination of information and transfer of knowledge. Results obtained through the use of each instrument will not be presented here since this falls outside the purpose of the present essay. The chapter is organized as follows: in the first section the importance of the theme of citizen participation in decision making will be highlighted; the focus will be on participation in the processes of ICZM, relevant to the management of coastal protected areas. In the second section a review of the most commonly used methods in social research is presented; advantages and disadvantages of each of them will be highlighted. In particular, the history and the evolution of the Delphi method and its derivatives are discussed; focus will be on the dissemination value of the logic underlying such iterative methods. In the third section the tools used in the case of the Costa Teatina National Park will be presented; strengths and weaknesses will be highlighted and proposals for their improvement will be advanced.     This working paper reports on an evaluation designed to assess the usefulness of the skills gained during the training course, if the skills learned have been applied and, if so, how the new facilitation tools and techniques have changed meeting processes. The evaluation also identified obstacles to the use of new skills faced by participants, additional follow-on activities that have been conducted by participants, and other related skills that are needed to complement what was learned in the ILAC facilitation course

    Public Participation GIS for sustainable urban mobility planning: methods, applications and challenges

    Sustainable mobility planning is a new approach to planning, and as such it requires new methods of public participation, data collection and data aggregation. In the article we present an overview of Public Participation GIS (PPGIS) methods with potential use in sustainable urban mobility planning. We present the methods using examples from two recent case studies conducted in Polish cities of Poznań and Łodź. Sustainable urban mobility planning is a cyclical process, and each stage has different data and participatory requirements. Consequently, we situate the PPGIS methods in appropriate stages of planning, based on potential benefits they may bring into the planning process. We discuss key issues related to participant recruitment and provide guidelines for planners interested in implementing methods presented in the paper. The article outlines future research directions stressing the need for systematic case study evaluation

    A Methodology for the Selection of Multi-Criteria Decision Analysis Methods in Real Estate and Land Management Processes

    Real estate and land management are characterised by a complex, elaborate combination of technical, regulatory and governmental factors. In Europe, Public Administrators must address the complex decision-making problems that need to be resolved, while also acting in consideration of the expectations of the different stakeholders involved in settlement transformation. In complex situations (e.g., with different aspects to be considered and multilevel actors involved), decision-making processes are often used to solve multidisciplinary and multidimensional analyses, which support the choices of those who are making the decision. Multi-Criteria Decision Analysis (MCDA) methods are included among the examination and evaluation techniques considered useful by the European Community. Such analyses and techniques are performed using methods, which aim to reach a synthesis of the various forms of input data needed to define decision-making problems of a similar complexity. Thus, one or more of the conclusions reached allow for informed, well thought-out, strategic decisions. According to the technical literature on MCDA, numerous methods are applicable in different decision-making situations, however, advice for selecting the most appropriate for the specific field of application and problem have not been thoroughly investigated. In land and real estate management, numerous queries regarding evaluations often arise. In brief, the objective of this paper is to outline a procedure with which to select the method best suited to the specific queries of evaluation, which commonly arise while addressing decision-making problems. In particular issues of land and real estate management, representing the so-called “settlement sector”. The procedure will follow a theoretical-methodological approach by formulating a taxonomy of the endogenous and exogenous variables of the multi-criteria analysis method

    Analysis of pavement condition survey data for effective implementation of a network level pavement management program for Kazakhstan

    Pavement roads and transportation systems are crucial assets for promoting political stability, as well as economic and sustainable growth in developing countries. However, pavement maintenance backlogs and the high capital costs of road rehabilitation require the use of pavement evaluation tools to assure the best value of the investment. This research presents a methodology for analyzing the collected pavement data for the implementation of a network level pavement management program in Kazakhstan. This methodology, which could also be suitable in other developing countries’ road networks, focuses on the survey data processing to determine cost-effective maintenance treatments for each road section. The proposed methodology aims to support a decision-making process for the application of a strategic level business planning analysis, by extracting information from the survey data

    Staff Development and Student Achievement: Making the Connection in Georgia Schools

    The purpose of this study is to examine the connection between staff development and student achievement and to develop a base of knowledge for improving staff development in Georgia. Since 1985, the state has appropriated funds for staff development under the Quality Basic Education Act, one of the most comprehensive statewide initiatives for school improvement in the United States. In fiscal year 1998, Georgia appropriated over $35 million for staff development in schools and school districts. The Georgia Department of Education has collected information about uses of resources, levels of participation, and accomplishments of effectiveness of staff development in Georgia schools have not been conducted. Indeed, evaluations of staff development programs at a state level are rare. This study provides information to policy makers about whether or not state staff development funds are used in such a way as to have an impact on student achievement. The study also provides information that can be used to help schools maximize the effectiveness of their staff development efforts.While staff development can be defined in a number of ways, for this study we used the following definition: An organized learning opportunity for teachers to acquire knowledge and skills to help them become more effective teachers. Staff development activities may consist of activities such as a single workshop, a conference, a workshop series, summer institutes, college coursework, or organized peer coaching and study group sessions. A staff development activity may be sponsored by many entities including a school, the school district, Regional Education Service Agencies, state agencies, teacher academies, colleges, or professional networks and organizations.In this study we ask the question, "Do differences in the ways schools and school districts provide staff development for their teachers account for some of the variation in student achievement across Georgia schools?" The general strategy for the investigation was to select a sample of higher and lower achieving schools across a full range of socio-economic status, to gather data on staff development in these schools, and to test the extent to which the characteristics of staff development varied in the two groups of schools. Sixty schools in 35 districts participated in the study. At each school, we interviewed school administrators, conducted a focus group discussion with six to ten teachers, and surveyed teachers in the school (1,150 teachers responded). At the district office, we interviewed the staff development coordinator, personnel director, and finance director to determine the context in which staff development occurred at the schools
