The past 12 years begin to take on the aspect of an historical watershed separating the earlier structure of international relations which emerged in the aftermath of World War II from a new equilibrium which has not yet evolved but whose main outlines now seem dimly visible. The questions are; What were the primary catalytic factors forcing change in this period? How did the United States, the Soviet Union and the People\u27s Republic of China react to the crises and opportunities each faced during these years? What impact will Mao\u27s death have on the likely shape of the future equilibrium

Producción cepalina sobre educación

El siguiente trabajo presenta una visión global del conjunto de la producción de la Comisión Económica para América Latina y el Caribe (CEPAL) sobre educación, mediante la clasificación y análisis de las publicaciones cepalinas relacionadas con el tema educativo desde 1949 hasta 2002. Para dar esa visión dividí los documentos bajo tres criterios temporales y bajo cuatro clasificaciones. Los criterios temporales fueron: anualmente, en dos periodos (1949-1976 y 1977-2002) y en seis etapas (1949-1960, 1961-1963, 1964-1976, 1977-1986, 1987-1989 y 1990-2002). У статті запропоновано та коротко проаналізовано три етапи (1950-ті – 1964 рр.; 1964-1976 рр.; 1976 – І-е десятиліття 2000-х рр.) у діяльності М. І. Сікорського по врятуванню історико-культурної спадщини затопленого Придніпров'я.В статье предложено и кратко проанализировано три этапа (1950-е – 1964 гг.; 1964-1976 гг.; 1976 - первое десятилетие 2000-х гг.) в деятельности М. И. Сикорского по спасению историко-культурного наследия затопленного Приднепровья.The article describes and short analyzes three phases (1950’s – 1964’s; 1964’s-1976’s; 1976’s – the first decade 2000’s) on the M. Local government and coloured residential segregation in Port Elizabeth, 1964-1976

Studies of racial territorial segregation affecting the coloured population in Port Elizabeth tend to perceive it as an outcome of a power struggle between central and local government over the implementation of apartheid legislation. This paper explores the underlying economic forces on the local government to bring about residential segregation and address the coloured housing crisis in the city. It is proposed that whereas central government motives for segregation were primarily political, local government was influenced largely by economic considerations. Local government objectives were severely compromised through both local industrial interests and the implementation of central government Group Areas policies

Archival light curves from the Bamberg Sky Patrol - CFOctantis, 1964-1976

We use the archive of the Bamberg Sky Patrol to obtain light curves of the active K subgiant CF Octantis for the interval 1964-1976. Digitised images of the field near CF Oct were obtained with a flat-bed scanner. Aperture photometry was performed of photo-positives of these images. Using a transformation to second order in plate magnitude, and first order in B-V, for 9 field stars for each plate, the B magnitudes of CF Octantis were obtained for just over 350 plates. The estimated precision of an individual determination of the B magnitude of CF Oct is 0.05 mag. Analysis of the resulting data reveals the known 20 d rotational variation of this star, and shows the evolution of the light curves from year to year. We obtain light curves with good phase coverage for 1964 to 1969 inclusive, partial light curves for 1970 and 1976, and a few data points from 1971. The amplitude of variation ranges from ~0.2 to \~0.4 mag. There is evidence that the characteristic rotation period of the star in the 1960s was slightly less than that measured from photoelectric photometry in the 1980s.Comment: 11 pages, 11 figures, accepted for publication in MNRA

Department of Chemistry (University of Maine) Records

The University of Maine Department of Chemistry offers both undergraduate and graduate programs in chemistry, including a Ph.D. program, the establishment of which is documented in these records. The Department is housed in Aubert Hall which was constructed in 1914 and named in honor of the first University of Maine chemistry professor, Professor Albert Aubert, who came to the University of Maine in 1874, and departed in 1909. The majority of the records were created during the tenures of John William Beamesderfer (1952-1964) and James Langdon Wolfhagen (1964-1976) as chairs of the Department of Chemistry. There is also material from the tenures of Charles Andrew Brautlecht (1919-1935), Wilber Elmore Bradt (1936-1941), Irwin Bruce Douglass (1941-1952), and Raymond C. Fort (1985-1991).
