    Kota Surabaya merupakan salah satu kota di Indonesia yang telah menerapkan electronic government di dalam menjalankan urusan pemerintahanya. Untuk meningkatkan layanan publik di Surabaya maka berdasarkan Peraturan Walikota Surabaya nomor 28 tahun 2013 Pada bulan Maret Tahun 2013, Kota Surabaya mulai meluncurkan layanan terpadu bernama Surabaya Single Window (SSW). Layanan ini akan memudahkan warga kota maupun warga asing yang ingin berinvestasi di Surabaya. SSW adalah salah satu layanan pengurusan perijinan pemerintah kota Surabaya yang terintegrasi secara online. Tetapi kendala terbesar masuknya sistem baru ini adalah datang dari masyarakat sendiri. Maka perlunya suatu adopsi e-Government dari masyarakat. SSW saat ini akan terus dikembangkan sesuai dengan kebutuhan masyarakat, sehingga perlunya dilakukan penelitian mengenai faktor-faktor apa saja yang mempengaruhi adopsi e-Government oleh masyarakat terhadap Surabaya Single Window agar masyarakat mau mempelajari, menerima dan menerapkan sistem baru ini. Anal isis penerapan SSW di Surabaya dilakukan menggunakan model Government Adoption Model (GAM) dan untuk penghitungan analisis akan menggunakan Structural Equation Model (SEM) Hasil dari tugas akhir ini adalah berupa analisis penerapan Surabaya Single Window, serta analisisis faktor-faktor kritis yang mempengaruhi masyarakat Surabaya dalam mengadopsi SSW, serta rekomendasi kepada Penerintah Kota Surabaya agar dapat mengembangkan SSW sesuai dengan kebutuhan masyarakat. ============================================================================================================================= Surabaya is one of the big city in Indonesia that have implemented electronic government in running its government affairs. In order to improve public services, based on Surabaya Mayor Regulation number 28 of 2013, in March 2013 the city of Surabaya began launching integrated services called Surabaya Single Window (SSW). This service will facilitate local citizens or foreigners who want to invest in Surabaya. SSW is one of the city government licensing services that integrated online. But the biggest obstacle is the inclusion of the new system is coming from the people themselves. Hence, there is a need for an e-Government adoption of the community. SSW at this time will continue to be be developed according to the needs of the community, thus it is important to do a research on the factors that influence the adoption of e-Government by the people of Surabaya Single Window that encourage people to learn, accept and implement this new system. Analysis of SSW application in Surabaya performed using a model Government Adoption Model (GAM) and for the calculation of the analysis will use the Structural Equation Model (SEM). The results of this thesis is the analysis of the implementation of a Single Window Surabaya, and analysis critical factors that affect the people of Surabaya in adopting SSW, as well as recommendations to Surabaya government in order to develop the SSW according to the needs of the community

    Mapping the Evolving Intellectual Structure of Digital Innovation Research on the Public Sector: a Document Co-citation Analysis

    This paper uses document co-citation analysis (DCA) to explore the underlying and evolving structure of research on digital innovation (DI) in the public sector. As such, the DCA examines (1) what streams of scientific literature have been used in scholarly practices of citation in the study of innovation in the domain of e-government; (2) which are the central documents in the identified research streams and; (3) whether the emerging academic contributions around DI has had an impact on this field of research. Through the DCA of 1082 peer-reviewed papers three clusters of citation are identified, mapped, and categorized as: E-government diffusion and effects; Technology acceptance and adoption; and Digital innovation and infrastructures. The first two clusters are found to be tightly coupled while the last is found to currently be infrequently connected to either clusters.     Identifying the relevance of personal values to e-government portals' success: insights from a Delphi study

    Most governments around the world have put considerable financial resources into the development of e-government systems. They have been making significant efforts to provide information and services online. However, previous research shows that the rate of adoption and success of e-government systems vary significantly across countries. It is argued here that culture can be an important factor affecting e- government success. This paper aims to explore the relevance of personal values to the e-government success from an individual user’s perspective. The ten basic values identified by Schwartz were used. A Delphi study was carried out with a group of experts to identify the most relevant personal values to the e-government success from an individual’s point of view. The findings suggest that four of the ten values, namely Self-direction, Security, Stimulation, and Tradition, most likely affect the success. The findings provide a basis for developing a comprehensive e-government evaluation framework to be validated using a large scale survey in Saudi Arabia

    Evaluating Government Websites Using Extended Heuristic Method: A Case Study of Lao PDR

    E-government websites have become very important tools for governments and citizens for providing and receiving information and services such as tax payment, registration for driver license, e-learning and many others. In order to make sure that information is adequately presented through E-government websites, it is necessary for governments to adopt a mechanism for validating websites to effectively publishing and disseminating of information online. In this study, a Heuristic Evaluation method was extended with Technology Acceptance Model (TAM), Diffusion of Innovation (DOI), Trust and Web Content Accessibility Guidelines (WCAG) to produce a new method to evaluate government websites. The study outcome has produced a set of 18 Heuristic rules for evaluating government websites, using Lao government websites as a case study. The results have indicated that most of Lao government websites need to pay more attention to these factors such as: Trust, Ease of Use, Service, Awareness, Usefulness, Style, Navigation and Flexibility

    Developing a model and validating an instrument for measuring the adoption and utilisation of mobile government services adoption in Saudi Arabia

    Many governments worldwide are taking advantage of the latest developments in mobile technology to take the digital delivery of government information and services (egovernment) to their citizens a stage further. Accessing government information and services via a mobile device is known as m-government, a system designed to serve citizens, companies and government agencies alike. M-government also has unique advantages over e-government, not least enabling users to access government services at any time and from any location. This paper presents a pilot study of the MGAUM model that was developed to analyze factors influencing the adoption rate of m-government services in Saudi Arabia. With the aim of validating a survey instrument with which to conduct the main study in Saudi Arabia, a pilot survey instrument was developed and modified by using previous instruments from research into both e-government and mgovernment. This pilot questionnaire was distributed to 71 Saudi citizens in the UK, and the final sample was 58 valid responses. The results of this pilot study reveal that all items in the survey instrument were reliable and valid within the range of acceptable academic research and suitable for use in the main study. The results of this pilot study were analyzed using SPSS

    Understanding Factors Influencing E-Government Implementation in Saudi Arabia from an Organizational Perspective

    The purpose of this paper is to explore the organizational factors influencing the implementation of the egovernment project within the public sector in Saudi Arabia. This project (also known as the Yesser programme) was established in Saudi Arabia in 2005 to control the e-government transformation process. The aims of the project are to provide a collaborative environment for government organizations to implement egovernment and increase effectiveness and efficiency within the public sector. This paper sheds light on the organizational factors that have delayed implementation and achievement of the government’s vision and plans for Yesser. A qualitative approach was employed to understand those factors, by conducting a series of interviews with government officials for the data collection required. The analysis of the data uncovered seven organizational factors that are needed to advance implementation of the e-government project in Saudi Arabia and other similar states

This paper takes a stock of scholarly publications on m-government adoption since the year 2000 and reports findings and future directions based on meta-analysis of secondary data. The articles were classified into research themes, delivery mode, theory and methods. The paper identifies the dearth of scholarly work and calls for more in-depth work to make important contribution in this area

    E-INVOICING AND E-GOVERNMENT – IMPACT ON BUSINESS PROCESSES

    Electronic invoicing (eINV) presents a possibility to use information communication technology for both the automating and redesigning business processes. Therefore, several initiatives at European level have been raised in order to facilitate the eINV environment. From the 1st of January 2015, eINV has become compulsory for the Slovenian public sector and companies with a registered office in Slovenia providing public services. However, since not every “e-initiative” is successful, the paper examines the effect of using eINV on business process performance. The paper therefore analyses whether eINV is streamlining administrative procedures, enhancing security and cutting costs. Moreover, it also analyses whether business processes were merely automated or also redesigned. Even though at the moment the regulation only concerns public sector, it may also present a large incentive to eINV in the private sector and therefore it is important to outline both its advantages and its pitfalls
