    Making Voting Easier: Election Day Registration in New York

    As policymakers, election officials, and the public consider whether New York should change the way in which voters are allowed to register to participate in elections, and bring New York State election law into compliance with the Help America Vote Act, the following report provides an analysis of the potential impact of election day registration (EDR) in New York. EDR in New York has the potential to increase voter participation for New Yorkers by as much as: Over 12 percentage point increase in turnout by 18-to-25-year-olds. Nearly 10 percentage point increase in turnout by thosewith a grade school education or less.An 11 point increase in turnout by Latinos and nearly 9 percentage point increase in turnout by African Americans.Over 10 percentage point increase in turnout by those who have lived at their current address for less than six months.Over 12 percentage point increase in turnout by naturalized citizens

    A mathematical model of three-dimensional flow in a scraped-surface heat exchanger

    We present a simple mathematical model of fluid flow in a Scraped-Surface Heat Exchanger (SSHE). Specifically we consider steady isothermal flow of a Newtonian fluid around a periodic array of pivoted scraper blades in a channel with one stationary and one moving wall, when there is an applied pressure gradient in a direction perpendicular to the wall motion. The flow is fully three-dimensional, but decomposes naturally into a two-dimensional transverse flow driven by the boundary motion and a longitudinal pressure-driven flow

    Despite playing an extremely important role in shaping communities, the role and contribution of planners is not widely understood or acknowledged. At the same time, there is a shortage of planners in Australia, especially in non-urban areas. Thus, though an online survey of 185 rural and regional planners, this research explores their motivations, expectations and experiences. Most enjoyed and felt confident in their role, explaining that they valued the relaxed family orientated rural lifestyle and the varied nature of the planning work. Although they sometimes felt isolated, the non-urban location provided quicker progression to senior roles, the ability to engage directly with the community and to see the consequences of their decisions. Only half felt their education had prepared them well for their role, citing gaps in terms of computerised modelling, team leadership and conflict resolution skills. Their feedback centred on providing a more practical course, focussing more on regional planning, and encouraging urban and rural experience placements. As the first study to quantifiably explore rural and regional Australian planners perceptions of their role and challenges, the findings illustrate current experiences, key planning challenges, perceived educational gaps and future priorities

    [Introduction]: Septic shock in dogs is caused by cardiovascular and vasomotor failure associated with an uncontrolled intrinsic release of inflammatory mediators [1–5]. The syndrome is characterized by cardiovascular dysfunction, vascular permeability alterations, pulmonary oedema and tissue hypoxia resulting from microthrombi which may culminate in disseminated intravascular coagulation and catastrophic multiple organ failure [6,7]. Systemic bacterial infection, particularly by Gram-negative enterobacteria, haemorrhagic trauma, gastric dilation/volvulus and pancreatitis are the major underlying causes leading tosepsis [8,9]. Because of haemodynamic instability and associated hypovolemia, fluid replacement therapy is generally applied to restore effective circulating volume. The use of fresh frozen plasma has been recommended in cases of coagulopathies as it has been recognized to assist restoration of haemodynamic stability [1,5,10,11]. There is increasing evidence that the drivers of the haemodynamic instability are inflammatory mediators (particularly TNFa) activated primarily by bacterial endotoxin [3,4,12,13]

    NASA Proof-of-Concept 1-W(sub e) Stirling Convertor Development for Small Radioisotope Power Systems

    Low power Stirling convertors are being developed at NASA Glenn Research Center to provide future small spacecraft with electrical power by converting heat from one or more Light Weight Radioisotope Heater Units (LWRHU). An initial design converts multiple watts of heat to one watt of electrical power output using a Stirling convertor. A variety of mission concepts have been studied by NASA and the U. S. Department of Energy that would utilize low power Radioisotope Power Systems (RPS) for probes, landers, rovers, and repeaters. These missions would contain science instruments distributed across planetary surfaces or near objects of interest where solar flux is insufficient for using solar cells. Landers could be used to provide data such as, radiation, temperature, pressure, seismic activity, and other surface measurements for planetary science and to inform future mission planners. The studies propose using fractional versions of the General Purpose Heat Source or multiple LWRHUs to heat power conversion technologies for science instruments and communication. Dynamic power systems are capable of higher conversion efficiencies, which could enable equal power using less fuel or more power using equal fuel, when compared to less efficient static power conversion technologies. Providing spacecraft with more power would decrease duty cycling of basic functions and, therefore, increase the quality and abundance of science data. Efforts to develop the concept have focused on maturation of a 1-We convertor and controller design and performance evaluation of an evacuated metal foil insulation. A proof-of-concept 1-We convertor, controller, and evacuated metal foil insulation package have been fabricated and are undergoing characterization testing. The current status, findings, and path forward for the effort are explained in this paper

    Role of Peptide Backbone Conformation on Biological Activity of Chemotactic Peptides

    To investigate the role of peptide backbone conformation on the biological activity of chemotactic peptides, we synthesized a unique analog of N-formyl-Met-Leu-Phe-OH incorporating the C α,α disubstituted residue, dipropylglycine (Dpg) in place of Leu. The conformation of the stereochemically constrained Dpg analog was examined in the crystalline state by x-ray diffraction and in solution using NMR, IR, and CD methods. The secretagogue activity of the peptide on human neutrophils was determined and compared with that of a stereochemically constrained, folded type II β-turn analog incorporating 1-aminocyclohexanecarboxylic acid (Ac6c) at position 2 (f-Met- Ac6c -Phe-OMe), the parent peptide (f-Met-Leu-Phe-OH) and its methyl ester derivative (f-Met-Leu-Phe-OMe). In the solid state, the Dpg analog adopts an extended β-sheet-like structure with an intramolecular hydrogen bond between the NH and CO groups of the Dpg residue, thereby forming a fully extended (C5) conformation at position 2. The ϕ and ψ values for Met and Phe residues are significantly lower than the values expected for an ideal antiparallel beta conformation causing a twist in the extended backbone both at the N and C termini. Nuclear magnetic resonance studies suggest the presence of a significant population of the peptide molecules in an extended antiparallel β conformation and the involvement of Dpg NH in a C5 intramolecular hydrogen bond in solutions of deuterated chloroform and deuterated dimethyl sulfoxide. IR studies provide evidence for the presence of an intramolecular hydrogen bond in the molecule and the antiparallel extended conformation in chloroform solution. CD spectra in methanol, trifluoroethanol, and trimethyl phosphate indicate that the Dpg peptide shows slight conformational flexibility, whereas the folded Ac6c analog is quite rigid. The extended Dpg peptide consistently shows the highest activity in human peripheral blood neutrophils, being approximately 8 and 16 times more active than the parent peptide and the folded Ac6c analog, respectively. However, the finding that all four peptides have ED50 (the molar concentration of peptide to induce half-maximal enzyme release) values in the 10(-8)-10(-9) M range suggests that an induced fit mechanism may indeed be important in this ligand-receptor interaction. Moreover, it is also possible that alterations in the backbone conformation at the tripeptide level may not significantly alter the side chain topography and/or the accessibility of key functional groups important for interaction with the receptor

    Sodium Atoms in the Lunar Exotail: Observed Velocity and Spatial Distributions

    The lunar sodium tail extends long distances due to radiation pressure on sodium atoms in the lunar exosphere. Our earlier observations measured the average radial velocity of sodium atoms moving down the lunar tail beyond Earth (i.e., near the anti-lunar point) to be ~ 12.5 km/s. Here we use the Wisconsin H-alpha Mapper to obtain the first kinematically resolved maps of the intensity and velocity distribution of this emission over a 15 x 15 deg region on the sky near the anti-lunar point. We present both spatially and spectrally resolved observations obtained over four nights bracketing new Moon in October 2007. The spatial distribution of the sodium atoms is elongated along the ecliptic with the location of the peak intensity drifting 3 deg east along the ecliptic per night. Preliminary modeling results suggest the spatial and velocity distributions in the sodium exotail are sensitive to the near surface lunar sodium velocity distribution. Future observations of this sort along with detailed modeling offer new opportunities to describe the time history of lunar surface sputtering over several days
