Geopolityczna rozgrywka pandemią COVID-19: rosyjski ekosystem dezinformacji i propagandy
Both disinformation and propaganda are not new activities, but they have been accompanying societies practically since their inception. What’s more, their usefulness in the actions of states is confirmed not only by numerous historical examples, but also by those we are currently witnessing and are closely related with the spread of the COVID-19 pandemic. The article is an attempt to define and describe not only the Russian ecosystem of disinformation and propaganda, but also an attempt to answer the question of how different pillars of this ecosystem play different roles, feed each other and strengthen each other.Zarówno dezinformacja, jak i propaganda nie są działaniami nowymi, ale towarzyszą społeczeństwom praktycznie od samego ich powstania. Co więcej, ich użyteczność w działaniach państw potwierdzają nie tylko liczne przykłady historyczne, ale również te, których jesteśmy obecnie świadkami i są ściśle związane z rozprzestrzenianiem się pandemii COVID-19. Cognitive Warfare: what is our actual knowledge and how to build state resilience?
Contemporary national security systems face many challenges related to the changes
taking place in the security and operating environments. Cognitive warfare, listed as one
of such challenges, is often described as “the struggle for hearts and minds” because in
cognitive warfare it is the human mind that becomes the battlefield. The aim of the paper
is to identify and explore the key assumptions of cognitive warfare. The research process
is focused on the following study questions: (1) What are the characteristics of cognitive
warfare? (2) How can cognitive operations build an advantage over a competitor? (3) How
to build resilience to cognitive operations? The analysis is based on the data collected
with the use of the method of narrative literature review. Moreover, the authors’ participatory
observations and lessons from national and international military research projects
contributed to understanding and discussing the gist of cognitive warfare
Doświadczenia z udziału Sił Zbrojnych RP w misjach i operacjach NATO
Participation in operations abroad is an important instru-ment of the State’s security policy as well as foreign policy, which can impact on the international security. In addition to the implementation of the political, national and strategic objectives, engagement of Polish Armed Forces (PAF) in operations also results in gathering new expe-riences, enabling the improvement of existing and acquisition of new operational capabilities. This is particularly true of emergency response capabilities and conducting combat operations with unequal military strengths, which include factors such as: training, quality of human resources, weapons and military equipment. In light of the potential challenges associated with the continued growth of operational capabili-ties in terms of changes in the security environment, an analysis of the conclusions and experiences has been conducted. They will probably have the greatest impact on the development of the PAF as well as the whole NATO.Udział SZ RP w misjach i operacjach zagranicznych jest ważnym instrumentem polityki bezpieczeństwa państwa, jak i polityki zagranicznej. Jednocześnie udział ten jest cennym źródłem nowych doświadczeń umożliwiających poprawę istniejących i pozyskiwanie nowych zdolności operacyjnych SZ RP. Jest to szczególnie ważne w kontekście zdolności reagowania kryzysowego i prowadzenia operacji w środowisku asymetrii potencjałów stron. W związku z tym, w świetle potencjalnych wyzwań współczesnego środowiska bezpieczeństwa, celem niniejszego artykułu jest przedstawienie w uogólnionej formie doświadczeń przede wszystkim poziomu polityczno-wojskowego z udziału SZ RP w sojuszniczych misjach i operacjach, które w opinii autora stanowią wartość dodaną w zachodzących aktualnie procesach profesjonalizacji i transformacji polskiej armii oraz jej integracji w ramach Sojuszu

Polish Armed Forces Lessons Learned from participation in NATO missions and operations

Celem artykułu jest zidentyfikowanie oraz zbadanie kluczowych zjawisk i trendów w środowisku
bezpieczeństwa, jakie wystąpiły w ciągu ostatnich dwóch dekad, a także mają
wpływ na jego przyszłość. Proces badawczy został skoncentrowany na poszukiwaniu odpowiedzi
na następujące pytania problemowe: (1) Jakie były kluczowe zjawiska i trendy
w środowisku bezpieczeństwa w ciągu ostatnich dwóch dekad? (2) Jakie są potencjalne
skutki tych zjawisk i trendów w przyszłym środowisku bezpieczeństwa? Całość została
opracowana na podstawie zebranych danych z wywiadów ekspertów, przeglądu literatury
i danych statystycznych opublikowanych przez organizacje międzynarodowe w następujących
obszarach środowiska bezpieczeństwa: geopolityka, gospodarka, społeczeństwo,
technologia i środowisko naturalne.The aim of the paper is to identify and explore the key forces and trends within the security
environment, which have taken place in the last two decades and are likely to shape
the future. The research process is focused on the following study questions: (1) What
have been the key forces and trends within the security environment in the last two
decades? (2) What are potential impacts of these forces and trends on the future security
environment? The analysis includes such issues as: geopolitics, economy, society, technology,
and the natural environment. It is based on the data collected from unstructured
expert interviews, narrative literature review and statistical data published by international
organizations.Das Ziel dieses Textes ist es, die treibenden Kräfte und Trends im Sicherheitsumfeld in
den letzten beiden Jahrzehnten zu identifizieren und zu erörtern, die aller Voraussicht
nach auch Einfluss auf die Zukunft haben werden. Die Studie basiert auf folgenden
Forschungsfragen: (1) Was waren die treibenden Kräfte und Trends im Sicherheitsumfeld
in den letzten beiden Jahrzehnten? (2) Welche potenziellen Folgen werden diese Kräfte
und Trends auf das Sicherheitsumfeld in der Zukunft haben? Die Analyse umfasst Aspekte, wie Geopolitik, Wirtschaft, Gesellschaft, Technologie und Natur. Sie stützt sich auf Daten
aus unstrukturierten Experteninterviews, einem Literaturüberblick und statistischen
Daten, die von internationalen Organisationen veröffentlicht wurden.В статье указаны и рассмотрены ключевые явления и тенденции в области безопас-
ности, которые произошли в последние два десятилетия, а также влияют на обеспе-
чение безопасности в будущем. Исследовательский процесс был сосредоточен на
поиске ответов на следующие проблемные вопросы: (1) Каковы были ключевые яв-
ления и тенденции в сфере безопасности за последние два десятилетия? (2) Какими
будут потенциальные последствия этих явлений и тенденций в будущей сфере безо-
пасности? Исследование основано на данных, полученных во время интервью с экс-
пертами, обзора литературы и анализа статистических данных, опубликованных
международными организациями в следующих областях безопасности: геополи-
тика, экономика, общество, технология и окружающая среда

From Introduction: "This issue is different from all previous ones. Thus, an introduction to it needs
to be different from earlier ones. There has to be a place for reflection, which
used to be included in an interview preceding academic articles. Clever readers
will find out soon why this is so if they only think about the professional path of
one of the editors. However, it is not the only reason. A special character of this
issue is also due to the anniversary, the 20th already, of the September 11, 2001
attacks which have changed the world around us. They led it onto a new path
which became the global war on international terrorism, or rather with terrorists
and organisations bringing them together. The fight was joined by many states
whose governments reached for armed forces, regarding this as the best tool
for winning the war. They forgot that this was a way to eliminate only one generation
of terrorists, but not the sources of the phenomenon which would motivate
a generation after generation. For example, according to the wave theory
of terrorism, those who did not participate directly in the struggle watched it
carefully, and everybody felt its consequences, both as ongoing wars and their
aftermath, changes in internal legislature perceived as limiting civil liberties,
and terrorist attacks happening in various places. Attacks which were tragic and
spectacular, but not with as many casualties as on September 11."(...
