    MENINGKATKAN KUALITAS PERKULIAHAN DI JURUSAN KIMIA FMIPA UNESA MELALUI KEGIATAN LESSON STUDY

    Guna meningkatkan kualitas perkuliahan di Jurusan Kimia FMIPA Unesa telah dilakukan kegiatan lesson study berbasis jurusan pada dua matakuliah yaitu Kimia Dasar dan Matakuliah Proses Belajar Mengajar II (MKPBM II) dengan melibatkan seluruh tim dosen kedua matakuliah tersebut. Kegiatan lesson study dilaksanakan mulai bulan 9 Pebruari hingga 30 April 2009 dengan tahapan plan, do dan see.Setiap matakuliah dilakukan 4 kali open lesson dan setelah open lesson diberikan angket kepada mahasiswa dan dosen yang terlibat serta dilakukan wawancana kepada sebagian mahasiswa yang mengikuti lesson study. Berdasar data dari angket mahasiswa memperlihatkan bahwa mahasiswa berpendapat cara dosen mengajar berbeda dari biasanya ( 77 %) dan sebanayak 94% menyatakan kegiatan perkuliahan lebih menyenangkan dari sebelumya, serta sebesar 82 % menyatakan setuju perkuliahan yang baru dilakukan diulang pada perkulihan berikutnya. Demikian juga hasil angket terhadap dosen yang terlibat sebagai obsever dan sebagai dosen model menunjukkan bahwa keseluruhan dosen (100%) menyatakan lesson study yang dilaksanakan tidak sama (berbeda) dengan pelatihan yang lain, sebesar 75 % dosen menyatakan mengikuti lesson study dengan antusias dan berkeinginan mengikuti lagi/terus kegiatan tersebut serta 75 % dosen setuju ingin menjadi dosen model dan 25 % menyatakan sangat setuju ingin menjadi dosen model. Hasil wawancara terhadap 5-6 mahasiswa memperlihatkan bahwa sebagian besar mahasiswa merasa tidak terganggu adanya kehadiran dosen sebagai observer selama kegiatan do (perkuliahan), namun mahasiswa menambahkan, agak terganggu bila observer mondar-madir di depan ruang kuliah. Juga sebagian mahasiswa menjawab justru kehadiran dosen sebagai observer dapat memotivasi belajar dan tidak mengantuk terutama pada posisi di belakang. Atas dasar data tersebut dapat disimpulkan bahwa kegiatan lesson study berbasis jurusan di Jurusan Kimia FMIPA Unesa dapat meningkatkan kualitas perkuliahan

    The purpose of this paper is to find out the implementation of monitoring program and media news analysis within the Jakarta Capital City Government managed by Department of Communication, Information and Statistics for Jakarta through the Public Opinion and Aspirations Management Unit. Every aspiration conveyed by the public through the reader letter in the mass media will be analyzed, managed and followed up by the relevant instruments. Furthermore, these public aspirations will be utilized by local governments to determine the direction of development policies. In its implementation, 85% of public aspirations were not responded by related instruments. To find solutions to existing problems the author uses theories from Replay and Franklyn. Data collection from the management unit of public opinion and aspirations in the form of activity documents, reference books and journals on public policy implementation and mass media communication, as well as interviews with stakeholders. In this study, the data obtained were analyzed qualitatively. In the research process found several obstacles in the internal unit so that the targets and objectives have not been achieved, including: there are still implementers who do not carry out standard operational procedures and officers that un-routinely forward and reply emails of analyzed aspirations to the relevant regional. This paper concludes that the implementation of the media news monitoring and analysis program in the Jakarta Capital City Government is not yet on target because of the low level of compliance and smooth implementation

    PENERAPAN PhET SEBAGAI MEDIA PEMBELAJARAN STRUKTUR ATOM DAN SISTEM PERIODIK DI SMK NAHDLATUL ULAMA SUGIO LAMONGAN

    Tujuan penelitian ini dilakukan untuk mengetahui hasil belajar, aktivitas dan respon dari peserta didikpada penerapan PhET sebagai media pembelajaran struktur atom dan sistem periodik.Subjek..penelitian..adalah peserta..didik kelas X Otomotif SMK Nahdlatul Ulama Sugio KabupatenLamongan. Instrument yang digunakan adalah soal Pre-test..dan..Post-test, lembar observasi aktivitaspeserta didik dan angket respon peserta didik. Desain penelitian yang dilakukan pada penelitian ini adalahOne-Group Pre-test dan Post-test design, penelitian dilakukan dalam 1 kali pertemuan dengan rentangwaktu 3 x 45 menit dan diamati oleh 1 orang observer. Selama penelitian peserta didik dilatihkanmengoperasikan PhET dan melakukan percobaan menggunakan media PhET pada materi struktur atomdan sistem periodik. Kemudian pada akhir kegiatan pembelajaran diberikan tes hasil belajar untukmengetahui ketuntasan peserta didik selama penerapan media PhET dan pembagian lembar angket responpeserta didik setelah menggunakan media PhET. Data yang diperoleh menunjukkan bahwa: (1)ketuntasan yang didapat dari hasil..belajar..peserta..didik termasuk dalam kategori baik dengan mendapatpersentase ketuntasan..sebesar..75%, (2) aktivitas peserta didik selama pembelajaran struktur atom dansistem periodik menggunakan media PhET tergolong dalam predikat sangat aktif dengan ditunjukkanpersentase aktivitas peserta didik yang relevan sebesar 92,59% sedangkan yang tidak relevan sebesar7,41%, dan (3) setelah menggunakan media PhET dalam pembelajaran struktur atom dan sistem periodikrespon peserta didik dikatakan baik, hal ini dibuktikan dengan rata-rata respon positif peserta didiksebesar 92,5% sedangkan respon negatif peserta didik sebesar 7,5%. Bersarkan hasil dari penelitian makapenggunaan PhET sebagai media pembelajaran struktur atom dan sistem periodik dapat meningkatkanhasil belajar dengan kategori baik, aktivitas peserta didik selama pembelajaran sangat aktif dan responpeserta didik baik.Kata Kunci: media pembelajaran PhET, struktur atom, hasil belajar, respon, aktivitas peserta didik AbstractThe purpose of this research is to know the learning outcome, activity and respons of student on theapplication of PhET as learning medium for atomic structure and periodic system. The research subjectswere students of class X Automotive SMK Nahdlatul Ulama Sugio Lamongan Regency. The instrumentsused was a matter of Pre-test and Post-test, observation sheet of student activity and studentquestionnaire responses. The research design carried out in this study is the One-Group Pre-test andPost-test design, the study was conducted in 1 meeting with a span of 3 x 45 minutes and observed by 1observer. During the study students were trained to operate the PhET and conduct experiments using thePhET media on atomic structure and periodic system. Then at the end of the learning activity given a testof learning outcomes to determine the completeness of student during the applicaton of the PhET mediaand the distribution of students questionnaire responses after using the PhET media The data obtainedshows that: (1) completeness of student learning outcomes is included in the good category by getting apercentage of completeness of 75%, (2) The activities of students during the learning of atomic structuresand periodic systems using the PhET media are classified as very active with proven percentage ofrelevant student activity of 92.59% while irrelevant of 7.41%, and (3) After using the PhET media inlearning the atomic structure and the periodic system the response of students is said to be good, this isevidenced by the average positive response of students by 92.5% while the negative response of studentsby 7.5%. Based on the results of the study, the use of PhET as a learning medium for atomic structuresand periodic systems can improve learning outcome in either category, student activity during learning isvery active and student responses are good.Keyword: PhET Learning media, atomic structure atom, learning outcomes, responses, student activities

    The Allocative Efficiency Analysis of Special Allocation Fund for Road Sector in 2015-2019

    Indonesia, as an archipelago, requires connectivity infrastructures to ease mobility and equitable development. However, the current condition has not reflected a decent quality of road infrastructure. The road sector's special allocation funds are the main instrument for financing local road infrastructure development following national priorities. Departs from this, the study analyzes the extent to which the allocation for the Road Sector in 2015- 2019 complied with the Allocative Efficiency principles as part of the public expenditure management (PEM) framework. The research uses a postpositivism approach with primary data analysis (in-depth interviews) and secondary data in literature reviews, regulatory reviews, and descriptive statistics. The study concluded that the 2015-2019 allocation was not optimally in line with priority-based allocations, a weak medium-term budgeting perspective, poor consolidation within the local autonomy, and several contradictions among regulations. Even though there are several weaknesses in the practice of implementing allocative efficiency principles, the Government's strong commitment is reflected in the Cabinet Review annually and the planned issuance of the Presidential Instruction of Regional Roads. This study brought practical recommendations highlighting the need to sharpen priority targets and recipients, adopt the medium-term expenditure framework (MTEF), and regulatory harmonization. In addition, it is essential to revamp the structure of regional capital spending and the need to accommodate roads in the Minimum Standards Services

    Geometrichem Game to Improve Students' Learning Autonomy in Molecular Shape Topic

    Learning media can help teachers to convey material to students. One of the learning media that can be used is the game. The aim of this research is to determine the feasibility of Geometrichem game as a learning medium to improve student learning autonomy in molecular shape topic according to validity, practicality, and effectiveness. Geometrichem game is expected to improve student learning autonomy. The research method applied was Research and Development: (1) preliminary study, (2) development of the product, (3) trial. The trial was conducted to 18 students of SMAN 1 Gresik. The result showed that Goemterichem game is feasible as a learning medium in molecular shape topic as (1) validity reached 89,29% or very valid, (2) practicality reached 84,03% or very practical according to response questionnaire, and 78,79% or good according to student activity observation, (3) effectiveness reached 77,78% according to classical completeness. Geometrichem game improved student learning autonomy in student motivation, the use of learning resources, self-evaluation, and environmental factor aspects, but not in learning strategy, planning, and self-monitoring aspects

    Innovation in Complaints about Targeted Electricity Subsidy Participation in the Context of Improving Public Services

    In order to improve the quality of public services, one of the efforts made by the government is to make a new breakthrough through the targeted electricity subsidy complaint application (PEDULI). This research aims to analyze innovations in improving public services using the mobile-based PEDULI application. This research uses 5 (five) innovation indicators according to Rogers, namely relative advantage, compatibility, complexity, triability, and observability which are used to analyze improvements in public services, in this case the targeted electricity subsidy complaint service through the mobile-based PEDULI application. This research uses post-positivism methods which are carried out using data collection techniques using in-depth interviews, observation and documentation studies. Based on the research, the results show that in mobile-based public service innovation complaints about targeted electricity subsidies (PEDULI) have experienced a good increase and have met the public's need to make complaints regarding targeted electricity subsidy membership

    Strategy and Effectivity of Sufi Healing as a Therapeutic Process for Curing Diseases

    Modern humans experience psychosocial stressors that affect physical and psychological health. This article discusses the strategy and effectiveness of Sufi healing on physical and psychological illnesses as practised at the Rehab Hati Foundation, Cirebon. This study used a phenomenological approach to understand the therapy process and strategy based on Sufi healing. Primary data were obtained from the leaders of the Rehab Hati Foundation, therapists, patients, and guidebooks used by therapists as references in treatment. This study revealed that the Sufi healing-based therapy uses the ruqyah method accompanied by thibbun nabawi (herbal medicine, honey, dates, etc.) and adapted to the disease experienced by the patient and also with spiritual advice. The ruqyah therapy techniques are two kinds, namely ruqyah therapy carried out directly by a therapist, and independent ruqyah therapy carried out by the patient himself or with the help of his family at home.Contribution: This study provides a perspective that the treatment of human illnesses, both physical and psychological, is not only done medically based on medical science. Sufistic therapy, with ruqyah and thibbun Nabawi, can be an alternative to healing human illnesses

    Regulatory Review on Policy of Special Allocation Fund for Road Sector in 2015-2019

    Regulation is one of the critical instruments for implementing a policy. State regulations function at least to provide legal certainty, guidelines/instructions, frameworks, and limitations of program/policy implementation. The special allocation fund is an intergovernmental transfer for financing road infrastructure under the local government authority and aligned with national priorities. This study aims to analyze the regulatory framework that governs the implementation of this capital grant for the road sector by taking the 2015-2019 timeframe. The research is qualitative and uses a normative juridical method through a statute approach using primary material in the form of laws and regulations related to the 2015-2019 capital grants for the road sector. The results showed several regulatory incompleteness, discrepancies in content both horizontally and vertically, and weaknesses in legal blanket for monitoring and evaluation. This study recommends strengthening the harmonization of regulations to ensure no inconsistencies or contradictions. Furthermore, the study also emphasizes the importance of conducting regulatory review considering that the long-term development planning (RPJPN) of 2025-2045 is being drafted so that such precedents of disharmonization do not occur anymore
